TTP seek prisoner release, army withdrawal from FATA

The News September 15, 2013 - Updated 1632 PKT PESHAWAR: The proscribed Tehreek-e-Taliban Pakistan (TTP) has demanded the release of prisoners and the withdrawal of Pakistan Army from FATA before it can begin talks with the government. Talking to Geo News anchor and senior journalist, Saleem Safi, TTP spokesman Shahidullah Shahid said the militant outfit held a meeting of its Shura (decision making body) to consider Islamabad’s offer of talks. The TTP spokesman the government had not made any formal contact with the militants so far, adding that the militant organisation had been betrayed in the past following talks and was wary of entering into an agreement. The TTP also claimed responsibility for the Lower Dir blast in which three Pakistan Army officers including a Major General and Lt. Colonel were killed. The spokesman said that attack was carried out by the Swat chapter of the Taliban.

Major General, Lt Colonel among 3 killed in Upper Dir blast

The News September 15, 2013 - Updated 1422 PKT PESHAWAR: Three military officials including two senior officers of the Pakistan army were martyred in a blast near Pak-Afghan border, said the Inter-Services Public Relations, media wing of the army on Sunday. Major General Sanaullah (pictured above), Lt Colonel Tauseef and Lance Nayak Irfan Sattar were martyred in Upper Dir area when a roadside bomb went off in Bin Shahi area. The ISPR said that Major General Sanaullah was General Commanding Officer (GCO) Swat Division while Tauseef was Commanding Officer 33 Baloch Regiment. They officers were on visit to the front positions of the army along the Pak-Afghan border and were returning from the area when the incident took place. The proscribed Tehreek-e-Taliban Pakistan (TTP) has claimed responsibility for the killing of the army officials. The killings of the Pakistan Army’s senior officers come when the country is mulling over offering peace deal to the militants to put an end to the surging violence, which has so far killed over 40,000 people including 5,000 security officials. Commenting over the tragic incident Rahimullah Yousafzai, the doyen of journalists in Pakistan’s North Western Province, said that Mullah Fazlullah, a fugitive leader of the Swati Taliban might be behind the IED attack. He said that Fazlullah and his militants have sanctuaries in Afghanistan’s Noristan and Kunar provinces. Yousafzai added that the area was relatively calm as the martyred Major General often visited the region. Saleem Khan Safi, another senior journalist and expert on Taliban militancy said that the government in Islamabad was not serious in its efforts to tackle the issue of terrorism.

Suspect Arrest in Karachi

Blame PM, not us, for targeted operations: PPP

Ammar Shahbazi Sunday, September 15, 2013 From Print Edition News Karachi In a bid to duck out of the way of the Muttahida Qaumi Movement’s barrage of allegations, the Pakistan People’s Party has shifted the onus by saying that the ongoing targeted operations against criminals in Karachi were authorised by the prime minister, not the Sindh government. “Prime Minister Nawaz Sharif came to Karachi, and took all the stakeholders on board before launching the targeted operations,” said Qamruz Zaman Kaira, the information secretary of the PPP, at a press conference held at the Bilawal House on Saturday. “A committee was formed to oversee the progress of the operations with the Sindh chief minister as its head,” he added. Kaira said operations were also conducted in the PPP and the Awami National Party strongholds in the city, not just a single political party’s dominated areas. “If somebody has any reservations about the state of affairs, they should go to the courts or refer it to the committee, which has other members apart from the chief minister.” The PPP leader said given the complicated dynamics of the city, the law enforcement agencies might resort to some degree of highhandedness, which was understandable, but they should be sincere in their intentions. “There could be mistakes in their [the law enforcement agencies’] approach, but nobody would be allowed to make ‘mistakes’ on purpose.” Criticising the federal government’s unilateral decision to privatise the Pakistan International Airlines, Kaira said the Pakistan Muslim League-Nawaz was conspiring to roll back the 18th Constitutional Amendment. “Since coming into power, the PML-N has taken loans worth Rs13 billion and also decided to privatise state corporations without bothering to consult with the smaller provinces that will equally bear the implications of the decisions.” The PPP information secretary said the matter of the national flag carrier’s privatisation should have been brought to the Council of Common Interests. “This is a new Pakistan where the federation is a sum of the provinces and not the other way around. The PML-N has to understand that.” Speaking about the energy crisis, the PPP leader alleged that PML-N chief Nawaz Sharif had given many deadlines to fix the problem, but later retracted the statements saying that the deadlines were slip-ups made during the campaign speeches. “It was an outright fraud. The PML-N deceived the masses to win the elections.” Kaira said the PPP would stand by the government despite facing the blame of being a friendly opposition. “As long as the PML-N takes bold initiatives in the fight against terrorism and other macro issues, the PPP will support the government. However, we will do our best to resist any attempt to infringe the hard-won rights of the smaller provinces that are now enshrined in the law.”

Police officer, former MQM activist shot dead

The News Sunday, September 15, 2013 From Print Edition Karachi A policeman and a former activist of the Muttahida Qaumi Movement (MQM) were killed in gun attacks across Karachi on Saturday. The DSP in charge of the Karachi juvenile jail was gunned down near Malir Cantonment. DSP Mumtaz Ali Shah had left in his car (U-2354) for the juvenile jail when two men riding a motorcycle sprayed his cars with bullets, SP Shah Faisal Syed Asif Ali told The News. “The two men intercepted the DSP’s car in a narrow lane near Faryal School located close to Surty Society, a few hundred metres from the Gate No 2 of Malir Cantonment and fired gunshots at his vehicle. The SP said Mumtaz had suffered four bullet wounds to his head and chest and he died instantly. “Police found 11 empty 9mm pistol bullet shells at the crime scene,” he added. Forty-six-year-old Mumtaz Ali Shah was a resident of Surti Society, Model Colony Malir. He was recently appointed as deputy superintendent of the juvenile prison after he was promoted from the rank of inspector and transferred from the Karachi Central Jail. “The slain DSP’s brother, Sher Muhammad Shah, who claims that he was with Mumtaz at the time of the attack, had survived an attempt on life a month and a half ago,” the police official said. However, the SP doubted that Sher Muhammad Shah was travelling in the car with DSP when he was attacked. “It’s improbable that not a single bullet hit him even though over a dozen rounds were fired on the car by the assailants.” DSP Mumtaz Ali Shah had two wives and seven children. He lived in Model Colony. “His [the slain DSP’s] brother has told us that they had a dispute with some relatives a few weeks back. A nephew of Mumtaz Ali Shah had earlier attacked him in Sehwan.” Talking to reporters, Sher Muhammad Shah, DSP Mumtaz Ali Shah’s brother, said he was accompanying his brother when some men riding a motorcycle started firing on the car. “I was gripped by panic and I ducked inside the car. Therefore, I was unable to see the assailants,” he added. “Mumtaz had a dispute with his nephew in Hyderabad. The motive behind the killing could be that dispute.” The DSP’s body was shifted to the Jinnah Postgraduate Medical Centre for autopsy. CM takes notice Taking serious notice of the DSP’s murder, the Sindh chief minister directed the police chief to ensure the arrest of the killer as soon as possible. Qaim Ali Shah condemned the killing and said such cowardly attacks on law enforcement personnel would not dampen their morale to fight against terrorists. The chief minister reiterated his commitment towards continuing the ongoing targeted operations against target killers, extortionists and members of banned outfits. MWM condemns The Majlis-e-Wahdat-e-Muslimeenm (MWM) said that the government has miserably failed to control law and order situation in Karachi despite launching targeted operation in the city and the situation became further alarming after the target killing of the DSP. Terming the murder of the police officer a sectarian killing, the MWM said that continued target killing of Shia community members has been causing scare and panic among the community as more than a dozen Shias were killed in the last month alone. “The Sindh chief minister is just issuing statements that crime rate in Karachi has gone down but in reality the target killings in Karachi are at peak,” it said, adding, “As per reports 10,000 policemen and officers have been recruited in the Sindh Police on political grounds so how one can expect results from the police.” Ex-MQM man slain In Orangi Town, a man formerly associated with the MQM was gunned down near Qatar Hospital. Adeel, 32, was standing outside his house in Orangi Town No. 5 when two armed men came near him on foot and opened fire at him, SHO Ghulam Nabi Afridi said. The victim was shifted to the Abbasi Shaheed Hospital where he succumbed to his injuries. He was shot three times with a 9mm pistol. The spent bullet shells have been sent to the police forensic division.

Indonesians hold ‘Islam’s answer to Miss World’

Sunday, September 15, 2013 From Print Edition JAKARTA: The Miss World beauty contest, which has attracted fierce opposition by hardline Islamic groups in host country Indonesia, is now facing another challenge — a rival pageant exclusively for Muslims. The Muslimah World contest to be held on Wednesday in the Indonesian capital, Jakarta, is “Islam’s answer to Miss World”, the pageant’s founder Eka Shanti said Saturday. “Muslimah World is a beauty pageant, but the requirements are very different from Miss World — you have to be pious, be a positive role model and show how you balance a life of spirituality in today’s modernised world,” Shanti told AFP. The pageant is the latest backlash against Miss World, which has already dropped the bikini from its beach fashion round and has attracted more than a month of protests by Muslim hardliners demanding the show be scrapped. Radicals have set effigies of the organisers alight and deemed the contest “smut” and “pornographic”. The 20 Muslimah World finalists were chosen from more than 500, who took part in online rounds, reciting Koranic verses and telling stories of how they came to wear the Islamic headscarf, a requirement for the pageant. The finalists, from Iran, Malaysia, Brunei, Bangladesh, Nigeria and Indonesia, will parade Islamic fashions in what Shanti says is an opportunity to show young Muslim women they do not need to show their “immodest” parts — including their hair and bare shoulders — to be beautiful. But Shanti said she did not support hardliners’ calls to cancel the Miss World contest, acknowledging that Indonesia was a diverse country with many faiths. “We don’t just want to shout ‘no’ to Miss World. We’d rather show our children they have choices. Do you want to be like the women in Miss World? Or like those in Muslimah World?” Shanti said. The Muslimah World finalists will be welcomed with open arms, with hundreds of women wearing headscarves planning to take part in what they call an “elegance rally” Sunday to greet the contestants and offer a moderate voice to the debate, Shanti said. In contrast, Miss World contestants were again ridiculed Saturday, with around 300 members of the radical Islamic Defenders Front gathering in the capital, holding signs that read “Miss World is a whore contest”. Government officials gave in to hardliners last week and announced the Miss World final would be moved from the outskirts of Jakarta to the resort island of Bali, where the contest began last week with no opposition from the Hindu majority there. Despite the decision to keep all Miss World activities off the Muslim-majority island of Java, protestors from the Islamic group Hizbut Tahrir Indonesia also demonstrated Saturday in the central Java city of Yogyakarta, where contestants had planned to visit but were forced to cancel their trip. “Miss World is not welcome in Indonesia at all,” a spokeswoman for the organisation in Yogyakarta said. MNC Group, the organisers and broadcaster of Miss World, said this week that they were not party to the government’s decision and have said it The decision to confine Miss World activities to Bali was the latest victory for Islamic fringe groups, who are wielding increasing power and have succeeded in getting several events they deem un-Islamic changed or cancelled in recent years.

Suicide bombing kills 26 at Iraq funeral

The News Sunday, September 15, 2013 From Print Edition MOSUL: A suicide bomber killed 26 people at the funeral for a member of a tiny Iraqi minority group on Saturday, the latest in a months-long wave of bloodshed plaguing the country. The attack was one of several to strike predominantly Sunni Arab northern Iraq, beset by growing instability in recent months as anti-government protests have combined with spillover from neighbouring Syria’s years-long civil war to give militant groups increased room to manoeuvre. The bomber blew himself in the town of Baashiqah, just outside the main northern city of Mosul, killing 26 people and wounding 46, according to Sheeth Abed, a doctor at the city’s hospital. He targeted the funeral for a member of the Shabak minority who had died of natural causes, officials said. The 30,000-strong Shabak community mostly lives near the Turkish border. They speak a distinct language and largely follow a faith that is a blend of Shiite Islam and local beliefs, and are frequently targeted in attacks by Sunni militants linked to al-Qaeda. Also on Saturday, two other attacks in Nineveh province, of which Mosul is the capital, left a policeman dead and three others wounded. An explosion in Dujail, which also lies north of Baghdad, killed two others. The attacks come amid a surge in nationwide violence that has left more than 4,000 people dead so far this year and sparked concerns Iraq is slipping back into the all-out sectarian war that plagued it in 2006 and 2007. Authorities have sought to combat the bloodshed, at its worth level since 2008, with a range of anti-militant operations and tight traffic rules in the capital, but Iraq has continued to suffer deadly attacks.

Iran FM’s Facebook page hacked

The News Sunday, September 15, 2013 From Print Edition TEHRAN: A semiofficial news agency in Iran says hackers gained access to the Facebook page of the country’s foreign minister and made comments about the country’s 2009 election. The report on Saturday by Fars quotes Marzieh Afkham, a foreign ministry spokeswoman, saying Mohammad Javad Zarif’s Facebook page had been hacked. Fars said hackers wrote comments about the controversial 2009 re-election of former president Mahmoud Ahmadinejad that led to a massive crackdown on the country’s opposition. Fars did not elaborate and the posts could not be accessed on Saturday. A later post attributed to Zarif on the Facebook page said the account was “illegally accessed.” The post said he may close the Facebook page if it happens again. Zarif has had his Facebook page since 2009, though authorities have blocked the service in Iran. The US-educated diplomat regularly updates his Facebook page (facebook.com/jzarif) where he posts in Farsi, and sometimes interacts with some of his more-than 184,000 fans. Zarif also has a Twitter account in which he posts in English — despite no one inside the country being allowed legally to read his tweets. Using the newly activated account @JZarif, the foreign minister caused a diplomatic shockwave on September 5 when he wished Jews a happy Rosh Hashanah (new year) and also stated that Iran did not deny the Holocaust.

Taliban release eight abducted Gomal Zam dam employees

The News Sunday, September 15, 2013
PESHAWAR: Eight kidnapped officials of the Gomal Zam dam project were on Saturday released by the Taliban without any conditions after remaining in captivity for two years, official sources said. According to official sources, the kidnapped were handed over to the local administration on the border of South and North Waziristan. The officials were working on the Gomal Zam dam project when they were kidnapped two years ago. The tribal elders in South Waziristan played an important role in securing the safe release of the kidnapped employees. The project workers released included Sub-Divisional Officer Shahid Ali Khan, Sub-Engineer Sanaullah, four security personnel and two other staffers. They were kidnapped on August 15, 2012 while they were travelling to Tank from the dam site in South Waziristan. Gomal Zam dam was inaugurated in South Waziristan by Water and Power Minister Khawaja Asif, along with the US Ambassador Richard Olson and Khyber Pakhtunkhwa Governor Shaukatullah Khan on Thursday. Shaukatullah Khan said in a statement that it was a big achievement for the government. A month after their kidnapping, a faction of the banned Tehrik-e-Taliban Pakistan (TTP) released a video of the abducted employees and asked the government to fulfil the militants’ demands and arrange for their safe release. The release took place in South Waziristan region on Saturday after successful negotiations between a tribal jirga and the militants.

Rs1 million/minute Capital suggestion

Dr Farrukh Saleem Sunday, September 15, 2013 From Print Edition Pakistan’s economic future depends on how PM Nawaz Sharif handles Pakistan’s state-owned enterprises (SOEs) – some 200 of them. Collectively, they manage to lose Rs500 billion a year or an equivalent of Rs1.5 billion a day or an equivalent of Rs1 million a minute every minute of the year. Imagine, there are 525,600 minutes in a year and SOEs lose Rs1 million per minute. In that sense, since June 5, the day Mian Muhammad Nawaz Sharif took the prime ministerial oath, SOEs have lost a colossal Rs135 billion. What are PM Sharif’s options? Answer: Business Process Reengineering, turnaround initiatives, sell strategic equity or straightforward divestment of equity. Business Process Reengineering “involves the radical redesigning of core business processes to achieve dramatic improvements in productivity.” Well, Lalu Prasad implemented a 3R model-retrenchment, repositioning and reorganisation. Under Lalu, the Indian Railways began “quitting difficult markets, deleting unprofitable product lines, selling assets, out-sourcing and downsizing.” During the retrenchment phase, Lalu’s emphasis was on “cutting costs and raising efficiency.” Honestly, what are the chances that business processes at PIA can be reengineered by the government? Honestly, what are the chances that PIA can ‘adopt a new value system’? Honestly, what are the chances that PIA can ‘reduce organisational layers’? Honestly, what are the chances that PIA can ‘eliminate unproductive activities’? The answer to all of the above questions: zero. How about government-led turnaround initiatives? Well, we have the Japanese government-led Enterprise Turnaround Initiative Corporation (ETIC). In 2009, the Japanese government contributed 20 billion yen and gave ETIC wide powers and a five-year mandate. ETIC’s mandate includes: to promote an overall revival of key industries; to undertake industrial reforms; to dispatch business revitalisation professionals and offer management support. ETIC is turning out to be a lemon – an entity that has done more harm than good. Honestly, what are the chances that the government of Pakistan can dispatch business revitalisation professionals to Pakistan Steel? Honestly, what are the chances that the government of Pakistan can reform Pakistan Steel? Can we succeed where the Japanese are failing? How about selling strategic equity? Well, we sold 26 percent of PTCL to Etisalat at $1.96 per share and PTCL shares are now trading at $0.20 per share. The government of Pakistan would have been far ahead of the game if we had sold all of PTCL. Selling 26 percent of PIA will be a mistake. The government of Pakistan will be far ahead of the game if 100 percent of PIA is sold. Honestly, the Rs500 billion loss is not entirely a loss because there are Pakistanis who are milking these SOEs day-in-day-out. And all these beneficiaries will continue to insist on Business Process Reengineering, turnaround initiatives and the sale of strategic equity just so that they can continue the milking. The ‘secretary’ in control of half a dozen such enterprises would never let them slip through. Honestly, SOEs are turning out to be a classic tug-of-war between beneficiaries of SOEs and PM Sharif. And while this tug-of-war continues PM Sharif’s government continues to lose Rs1 million per minute. And it is this tug-of-war that will eventually decide the PML-N’s fate. Honestly, the only way out of this is wholesale, complete divestment of equity – sell everything in sight for whatever is offered for it. The PML-N will only be able to deliver if it restricts itself to governing. The PML-N will only be able to deliver if it completely detaches itself from the goods producing sector of the economy. Honesty, I have been told, pays but it doesn’t seem to ‘pay enough to suit some people’.

If any demand of Taliban is accepted,it will mean surrender, says Sethi ‘Aapas Ki Baat on Friday

News Desk Sunday, September 15, 2013 From Print Edition LAHORE: Senior analyst Najam Sethi has said that the All Parties Conference on terrorism had created an impression that talks with the Taliban would be meaningful and there would be some development for peace. Talking in the Geo News programme ‘Aapas Ki Baat’ on Friday, Sethi said Nawaz Sharif was against a military operation. “Imran Khan and Maulana Fazlur Rehman also supported him. Zardari believed talks with the militants will be futile. The stance of the Army chief has also not changed. He continued to tell Zardari that the war on terror was Pakistan’s own and asked him to own it. But Zardari continued to tell him that he could not proceed without the support of Nawaz Sharif. Now the Army chief must have reiterated his stance in the meeting with Nawaz Sharif and the prime minister must have told him that terrorism was a big threat to the economy and it was an internal threat while the Indian threat was not permanent. He must also have told him that he would make a decision after taking the people into confidence,” he added. Sethi observed that Zardari, in his speech, had also said that it was necessary to root out terrorism. “It is to the advantage of Nawaz Sharif that he has the backing of the Army and Zardari. The ANP also stands by him. The only problem is Imran’s stance. Nawaz Sharif must have told the Army chief that let us start dialogue and military action can be launched, if needed. Imran has also reiterated that he was on board. Nawaz Sharif and the Army chief must have sought Imran’s commitment on advancing talks so that he could know who wanted them to succeed or fail. If talks fail, Imran will stand by the government and the army. Imran has also said an operation would be launched against those who wanted to disrupt dialogue. It is a change in his stance,” he added. Talking about possible demands of the Taliban, Sethi said it was a global principle that states do not talk to terrorists. “It is absurd to say we are talking to them because they are our people. Criminals are also our people but they are punished. Talks should not be held with terrorists. The Taliban will hand over a long list of demands, from the release of militants to compensation for their losses. If the government accepts a single demand of the Taliban, it will be a surrender and all terrorists and criminals will take up arms for the acceptance of their demands. The talks are mere eyewash and the last option will be a military operation. Baloch separatists are not terrorists. The Pakistani flag burns in some Balochistan areas but the Taliban want to burn the whole of Pakistan,” he concluded.

Business opportunities in Pakistan will be curtailed further ‘Aaj Kamran Khan Kay Sath’ on Friday

The News Sunday, September 15, 2013 From Print Edition KARACHI: Speaking in his programme ‘Aaj Kamran Khan Kay Sath’ on Friday, Kamran Khan said that the State Bank of Pakistan has refuted the impression that the country’s economy has been put on the right track since the new government took office. The State Bank, in its financial survey, expressed its dissatisfaction over the general state of the economy and raised the discount rates in Pakistan by 50 basis points. This increase indicates that the discount rate will be further increased later. This can be stated in simple terms as that the business opportunities in Pakistan will be curtailed further. Kamran Khan said that according to the State Bank the bank was forced into increasing the discount rate because inflation has gone up in the last three months in the country and it is likely to further go up. The State Bank also expressed its lack of confidence over the performance and the capability of the government. In a different segment of the programme, Kamran Khan said that Chief Justice Iftikhar Muhammad Chaudhry once again expressed his indignation on Friday over the government’s inaction over Supreme Court judgments and issued an admonition to the government for the second time within 24 hours. The Supreme Court had previously taken a strong notice of the government’s replacing aviation secretary Muhammad Ali Gardezi with Nargis Sethi. The latter had been given an additional charge of the aviation department. Kamran Khan also said that the Supreme Court also expressed its indignation over the government’s failure in appointment of NAB chief despite the September 13 deadline. In a still different segment of the programme, Kamran Khan said that the Muttahida Qaumi Movement is facing severe criticism from the Western media, and it seems that the Western media does not let any opportunity of coming down hard on the MQM go unutilised. On Friday the US media joined its British counterpart in criticising the MQM. The biggest US newspaper, The New York Times, has in one of its news items harshly criticised the MQM. Observers are terming the criticism as significant. Kamran Khan said the other day a top British newspaper, The Times, had published an essay in which the MQM and Altaf Hussain had been harshly criticised. MQM leaders said that their party was being targeted because of its unique political position. Kamran Khan said that the most significant thing in those write-ups is that the British government is coming under criticism and it is being accused of having been handy in MQM’s actions from Britain. Commenting on Karachi operation, Kamran Khan said that by virtue of the operation the crime scene in Karachi has been under control and no major incident has been reported in the last two days. He said that the Rangers are being provided with more powers. The prosecution and investigation mechanism of the Rangers is being streamlined in all the five districts of Karachi. A set of three police inspectors and prosecutors each will be provided to the Rangers in the selected police station in all the five districts. Rangers will also be consulted on posting of the SHOs at particular police stations in all the five districts. Kamran Khan said that in the wake of the claims made by the heirs of Shahzeb that all the accused including Shahrukh Jatoi had been forgiven ‘in the cause of Allah’ it has emerged through the media that the claim was concocted and the fact of the matter is that the killers of Shahzeb have actually been forgiven against a monetary deal. This has started a series of debates in which it is being asked that can those who were tried and convicted under terrorism acts be pardoned in the light of Diyat laws. Another far-reaching development has coincided with this debate. During a hearing in a related case at the Supreme Court, the chief justice has made some very important remarks and also issued certain orders. This development is a source of relief for those people who believe that influential accused should not be allowed to go scot-free under the pretext of Diyat and with the help of their wealth. This is an ample proof that the Supreme Court is still interested in the case and it will ensure that no one is allowed to abuse the laws concerned. Senior journalist Muhammad Hanif said in the programme that the main cause of the Western media’s interest in the MQM is the high-profile murder of Imran Farooq. He said that the Western media picked the MQM up since the murder of Imran Farooq three years ago. The MQM was a political story before and so the media in the West was not interested in it, but now it has become a crime story and this explains the interest the American and the British media have developed in it. They are curious to know who these people are and what kind of a mystery is it. However, the MQM leadership in London is not likely to be much affected by these stories in the Western media. Well-known economist Dr Ashfaq Hassan Khan said in the programme that the State Bank possesses complete data on every sector of the country’s economy, and what the SBP governor has said is based on this information. He said the increase in the discount rate was as per expectations.

Main accused in minor girl’s rape case among five arrested ASI suspended for releasing accused; victim weeps as attempt made to record her statement

LAHORE: An assistant sub-inspector (ASI) of police was suspended for releasing four people accused of the gang rape of a five-year old girl on Saturday, while the released accused were re-arrested. According to police, the main accused of the gory incident has also been arrested after successful raids. ASI Jameel Khan of Mughalpura police station released four suspects who had been detained in connection with the rape case after allegedly receiving money from them. When the matter came to the notice of the Lahore police bosses, the ASI was suspended and a case was registered against him. The CIA police also managed to detain the four suspects released by the ASI. Meanwhile, police claimed to have arrested the main accused in the rape case, identified as Imran. Police said the accused, a resident of Mughalpura, was identified through CCTV footage when he left the victim in the hospital. Police said investigations will progress after DNA reports are received of the accused and the minor girl. The victim is being treated at the ICU in the Services Hospital and became conscious on Saturday. However, she was not able to record her statement, hospital sources said. The sources said the innocent girl wept as attempts were made to record her statement. The IG also informed Prime Minister Nawaz Sharif about developments in the rape case. Doctors treating the girl stated that here condition was out of danger now. Talking to the media, the doctors said the victim would undergo another surgery after the removal of stitches. It was learnt that the parents of the girl were also under psychological pressure and needed treatment. Punjab Minister for Health Khalil Tahir Sindhu, while talking to the media, said a team of senior doctors was treating the victim, adding that the best treatment facilities were being provided to her. He said, if needed, the minor girl could also be sent abroad for treatment. Khalil Tahir Sindhu said Punjab Chief Minister Shahbaz Sharif was being informed constantly about the progress of the case and the health of the girl. Meanwhile, in their separate statements, former president and PPP co-chairman Asif Ali Zardari and PPP chairman Bilawal Bhutto Zardari strongly condemned the rape of the five-year old innocent girl and demanded the strictest punishment for the culprits.

Neither CJ, COAS want extensions, nor is government mulling over them Information minister

The News Ansar Abbasi Sunday, September 15, 2013 ISLAMABAD: Categorically refuting speculation and reports about a possible extension in the service period of Chief Justice of Pakistan (CJP) Iftikhar Muhammad Chaudhry and Army Chief General Ashfaq Parvez Kayani, Information Minister and government spokesman Pervaiz Rashid on Saturday said those involved in such rumour-mongering were not only trying to malign the honourable CJP and the COAS, but also hurting the national interest. Talking to The News here, Pervaiz said both the CJP and the army chief were highly respected for their roles and contribution to the motherland but some elements were trying to drag them into unnecessary controversies. “Neither of the two has hinted, directly or indirectly, or shown any keenness to get extensions, nor is the government considering any such proposal. But these revered personalities are still being dragged into this controversy,” he said. Pervaiz Rashid said the army chief was not interested in getting any extension. “Even in the past, it was the PPP government that compelled him to get the extension,” the minister said, adding that the incumbent army chief had never hinted, directly or indirectly, to seek an extension. The minister said a person recently approached him saying that there were reports that the CJP would be given an extension by the government for the period he was put under illegal suspension. “I asked that person to kindly spare the country’s heroes from such controversies,” he said, adding that neither has the CJP approached the government for this, nor has the government any such option in mind. Even otherwise, those talking about the CJP’s extension do not know that the retirement age for judges of high courts and the Supreme Court is set in the Constitution and no executive authority or court could extend it. “The retirement age of judges can be reduced or increased only through a constitutional amendment, he added. During the Dogar court’s era a decision was taken to extend the post-superannuation service of a few police officers for the period they were made OSD while in service. But it was the Supreme Court under the incumbent CJP that reviewed the same judgment and overturned it. As the two respected chiefs are nearing their retirement date, speculation is going on about their continuation in their respective offices one way or the other. This speculation started even before the elections. A few months ago, the army chief while talking to this correspondent, had lamented how he was maligned by some media commentators on a matter that did not exist, was never discussed and was not even in his mind. Justice Iftikhar Muhammad Chaudhry is widely acclaimed and is even appreciated the world over for his role in upholding the Constitution and the rule of law in Pakistan. Dragging such a person into anything that is not in line with the Constitution is nothing but a sinister campaign against Pakistan’s national interest and its heroes, as has the information minister feels. Pervez Rashid said some people here were hell-bent on vilifying everything and everybody connected with Pakistan to besmear the name of our homeland internationally. The minister assured MQM leaders that their reservations would be considered seriously. Earlier, Sindh Governor Dr Ishratul Ebad Khan left for Dubai along with his family on Friday night without intimation to the President House, giving rise to widespread speculation that he had tendered his resignation in protest against the Karachi operation. Dr. Ishratul Ebad Khan reportedly faxed his resignation to the President House on Saturday and left for Dubai. However, sources in the Presidency said the governor had proceeded to Dubai without prior leave and that the Presidency had not received his resignation. According to some sources, Dr Ebad was unhappy at the launching of the operation cleanup in Karachi and the arrest of former MQM MPA Nadeem Hashmi. He felt he had been sidelined in the operation, which is being handled by Chief Minister Syed Qaim Ali Shah. Sources close to Governor Ebad quoted him as saying that the resignation option was still there. MQM workers have been holding protest demonstrations against the ongoing operation, claiming that it is one-sided and only MQM workers, activists and office-bearers are being targeted. Dr Ebad was appointed on Dec 27, 2002 and is the longest-serving governor of the province. According to sources, the governor will also go to Singapore. Speaker Sindh Assembly Agha Siraj Durrani will officiate as the acting governor. US, Russia seal landmark deal on Syria weapons The News 15 Sept 2013

GENEVA: The United States and Russia on Saturday unveiled an ambitious plan to eliminate Syria's chemical weapons by the middle of next year and left the door open to sanctions if Damascus failed to comply. The landmark deal was hailed by the West, but rejected by rebels who warn that it would not halt the bloodshed in the conflict which has killed more than 110,000 people and displaced millions in two and a half years. Under the accord struck in three days of talks in Geneva between US Secretary of State John Kerry and his Russian counterpart Sergei Lavrov, Syrian President Bashar al-Assad now has a week to hand over details of his regime's stockpile. Kerry said Assad's regime must also provide "immediate and unfettered" access to inspectors from the Organisation for the Prohibition of Chemical Weapons (OPCW). "The inspectors must be on the ground no later than November... and the goal is to establish the removal by halfway through next year," said Kerry, flanked by Lavrov. The pressure is now on Assad to deliver, with Obama warning that "the United States remains prepared to act" if Damascus fails to comply. "While we have made important progress, much more work remains to be done," Obama said. Echoing Obama's warning, Kerry said there must be "no games, no room for avoidance of anything less than full compliance by the Assad regime". But while Britain, France and the OPCW welcomed the deal, the rebels fighting Assad's regime greeted it with dismay, fearing it has scuppered any chance of Western intervention on their side. "We cannot accept any part of this initiative," General Selim Idriss, the head of the Free Syrian Army, told reporters in Istanbul. "Are we Syrians supposed to wait until mid-2014, to continue being killed every day, and to accept (the deal) just because the chemical arms will be destroyed in 2014." And Iran, which has been one of Assad's main allies, said the United States no longer has a pretext to attack Syria. Amid an intensifying diplomatic drive over the Syrian conflict, Kerry flies to Israel on Sunday to brief Prime Minister Benjamin Netanyahu about the deal, as well as discuss the Israeli-Palestinian peace process. He will then travel to Paris for a Monday meeting with French counterpart Laurent Fabius and British Foreign Secretary William Hague as well as the Saudi Foreign Minister Saud al-Faisal. Kerry said the steps agreed on Saturday would be encapsulated in a UN Security Council resolution drawn up under Chapter Seven of the organisation's charter, which provides for enforcement through sanctions including the possible use of military force. But with Russia strongly opposed to the use of military threats against its long-term ally, and wielding a veto on the Security Council, Kerry acknowledged it was "impossible to have a pre-agreement" on what would happen in the event of non-compliance. Lavrov signalled that Moscow would back some form of sanction, saying the Security Council would act under Chapter Seven if Syria fails to meet its demands. Kerry said that Syria's bloody civil war could only be ended through negotiations, and he reiterated that he would meet with Lavrov again soon, this time in New York, to try to breathe life into planned peace talks between the regime and the opposition. For Lavrov, Saturday's accord was an "excellent" agreement "whose significance is hard to overestimate". Meanwhile, fighting on the ground in Syria continued unabated with rebel and regime forces engaged in a fierce battle for control of the ancient Christian town of Maalula, near Damascus. Washington and Moscow hope to revive plans for peace talks in Geneva that seek a political transition to end the conflict that began in March 2011 with peaceful protests against the Assad regime and quickly turned violent following a brutal government crackdown of the demonstrations.
