Nawaz to chair emergency security meeting this week

ISLAMABAD. In the aftermath of the deadly gun and bomb attack at Karachi airport on Sunday night, the government on Monday summoned an emergency meeting of the Cabinet Committee on National Security (CCNS) to discuss the future of peace talks. While a date for the meeting has not yet been disclosed, it is learnt that the CCNS will convene this week at the PM House, with Prime Minister Nawaz Sharif in the chair. The decision to convene a meeting was announced hours after the Tehreek-i-Taliban Pakistan (TTP) in a statement claimed responsibility for the airport attack that left 18 dead. Talks to end the TTP's bloody seven-year insurgency have been under way since February. Earlier on March 1, the TTP had announced a month-long ceasefire breaking a deadlock that was reached between mediating teams of the government and Taliban committee. Within 24 hours of the ceasefire announcement, the government had also made public its decision to halt air strikes on militant hideouts. On April 16, the TTP decided against extending the ceasefire and said that the government had failed to respond positively to the militant organisation's ceasefire of more than 40 days. Nawaz has pushed for a peaceful solution to the security crisis in the country, but critics point out that talks are merely a subterfuge being used by the Tehreek-i-Taliban Pakistan (TTP) to give them time to rearm and gain strength. In a previous CCNS meeting, it was decided that peace negotiations would be held only if militants agree to disarm otherwise force would be used against them. In recent weeks, the military has conducted several air attacks on militant hideouts in North Waziristan which the Inter-Services Public Relations (ISPR) said were retaliation to the killings of civilian and security forces personnel by terrorists in Fata, Khyber Pakhtunkhwa and Karachi.

Modi government makes economic revival 'paramount' goal

NEW DELHI : India's new government pledged Monday to make the revival of the flagging economy its “paramount” target as it laid out its legislative agenda following Prime Minister Narendra Modi's landslide election victory. In an address to the two houses of parliament which was drawn up by Modi's new cabinet, President Pranab Mukherjee said India's economy faced “extremely difficult” times and that inflation was “unacceptably” high. The speech also included a series of ambitious policy goals that had been laid out in the election manifesto of Modi's Bharatiya Janata Party (BJP), including the creation of 100 new cities and a revamp of the railway network. “The country is passing through an extremely difficult phase on the economic front,” said Mukherjee. “Putting the economy back on track is paramount for my government. “ “My government will strive to get India on a high growth path, reign in inflation, restart the investment cycle....(and) restore investor confidence, “he said. India's economy has been growing at below five per cent for the past two years, way below the level needed to lift millions of people out of poverty, while inflation is currently running close to nine percent. Modi's right-wing BJP, which thrashed the ruling centre-left Congress party in marathon polls in April and May, made reviving the economy the main platform of its campaign as well as promising to clean up government. In the speech, the president said that “my government ... will be predictable, transparent and fair” and “was committed to providing a clean and efficient administration focused on delivery”. The government would “make every effort” to fulfil its pre-election promise to bring in a new general sales tax and would also “embark on rationalisation and simplification of the tax regime” to make it less “adverserial”, Mukherjee said.

Bombers hit base in eastern Afghanistan, kill guard

KABUL: Three suicide bombers attacked a parking lot at a police base in eastern Afghanistan, killing a guard and setting 25 trucks ablaze, an official told AP on Monday. No one immediately claimed responsibility for the attack but the Taliban has recently staged a series of high-profile bombings ahead of the June 14 runoff in the country's presidential election. The attack on the police base in eastern Behsud district took place late Sunday, said Ahmad Zia Abdulzai, the spokesman for the provincial governor of Nangarhar province. A suicide car bomber first blew himself up by detonating his vehicle at the entrance to the parking lot. Two other attackers then stormed in, shooting at the security forces. The police killed both attackers but at least 25 fuel tankers and logistic trucks caught on fire and were burned during the fighting, Abdulzai said. Officials are concerned there could be more violence ahead of the balloting on Saturday, though the first round of the election on April 5 passed relatively peacefully. Last Friday, Abdullah Abdullah¬-the frontrunner in the election -narrowly escaped assassination when two suicide boomers attacked his convoy during a campaign event in the capital. At least 10 people, including three in Abdullah's entourage were killed and dozens were wounded in the attack which heavily damaged the front of Abdullah's armored car, destroyed several vehicles and storefronts and left the street littered with twisted metal and other rubble. No one has claimed responsibility for that attack either. Abdullah is facing off against former Finance Minister Ashraf Ghani Ahmadzai. In the initial balloting, he garnered 45 per cent of the votes while Ahmadzai came in second with 31.6 percent.

Roadside bomb kills two FC soldiers in Awaran: officials

QUETTA: At least two paramilitary soldiers were killed and three others injured Monday when an explosion hit a paramilitary convoy in Awaran, about 350 kilometres away from the provincial capital Quetta, officials said. Sources in the Frontier Corps, a paramilitary force, told Dawn.com that an FC vehicle was on a routine patrol in Mashkay area of Awaran when militants targeted it through a roadside improvised explosive device. They said the blast also damaged the vehicle carrying the FC personnel. The injured personnel were rushed to Quetta for medical treatment. FC personnel and local administration reached the spot and cordoned off the area as they initiated investigation into the incident. No arrests have so far been carried out in connection to the incident, the sources said. There was no immediate claim of responsibility for the attack. The blast follows a separate gun and suicide attack late Sunday which killed at least 24 people near the Pakistan-Iran border, around 700 kilometres southwest of Quetta. Officials said four suicide bombers attacked two restaurants full of Shia pilgrims returning from Iran as they stopped at a restaurant in the town of Taftan. In a separate incident on Sunday, 10 suspected militants were killed in a heavy exchange of fire with security forces in the provinces’s Dera Bugti district. It was the second major clash between security forces and militants in the area in four days. Balochistan Home Minister Sarfaraz Ahmed Bugti had claimed on Thursday that 30 militants of the banned Baloch Republican Army (BRA) were killed by security forces in Sui area in Dera Bugti district. Balochistan province, one of the country's most deprived areas, suffers from a local separatist insurgency. Apart from a long-running nationalist movement, there has also been an alarming rise in sectarian terrorism in the province recently, with ethnic and religious minorities often targeted by militants.

Three FC personnel killed, several injured in N. Waziristan attack

PESHAWAR: Three soldiers were killed and many others were injured in a suspected suicide attack near Boya checkpost on Datta Khel road in North Waziristan Agency. Official sources said security personnel were establishing a small checkpoint near Boya checkpost on main Datta Khel road when the suspected suicide bomber struck his vehicle into the checkpoint. Subsequently, three Frontier Corps' soldiers were killed whereas several others sustained injuries. Security personnel cordoned off the area and launched a search operation in the area while Datta Khel road has been closed for traffic. North Waziristan is one of the seven regions in Pakistan’s Federally Administered Tribal Areas (Fata) governed by tribal laws. An extremist insurgency led by the Tehrik-i-Taliban Pakistan (TTP) plagues the region and the area is known to be infested with militants, including those from Al Qaeda and other armed extremist organisations.

PTI condemns TTP over Karachi airport attack

KARACHI: The core committee of the Pakistan Tehreek-i-Insaf (PTI) on Monday condemned the Tehreek-i-Taliban Pakistan (TTP) over the attack on Karachi’s Jinnah International airport, a statement issued by the party said. “The PTI core committee, under the chairmanship of Imran Khan met today and condemned the government's total failure to protect its citizens and critical installations from terrorist attacks. The core committee also condemned the TTP for the attack on Karachi airport,” a press release issued by the party said. “It was a complete security and intel failure,” the statement said, adding that “lessons from the Mehran base incident were not learnt". At least 18 people were killed in the assault launched by Pakistani Taliban militants at the airport which lasted for over five hours. Ten terrorists were also killed during the operation carried out by security forces to tackle the assault.

MH370 families raise funds to find 'whistleblower'

Several families of those aboard Flight MH370 on Sunday launched a drive to raise $5 million to reward any insider who comes forward and resolves the mystery of the plane's disappearance exactly three months ago. The "Reward MH370" campaign launches on fundraising website Indiegogo and aims to raise at least $5 million "to encourage a whistleblower to come forward with information", the families said in a press release. The Malaysia Airlines jet lost contact on March 8 en route from Kuala Lumpur to Beijing with 239 people aboard, about two-thirds of them Chinese. "We are convinced that somewhere, someone knows something, and we hope this reward will entice him or her to come forward," said Ethan Hunt, a technology company chief who is heading the "Reward MH370" project. Sarah Bajc, partner of American passenger Philip Wood, said a handful of families were behind the campaign to look at the unprecedented aviation mystery with "a fresh set of eyes". "Governments and agencies have given it their best shot but have failed to turn up a single shred of evidence, either because of a faulty approach or due to intentional misdirection by one or more individuals," she said in the release. Malaysia and Australia, which is leading the search far off its western coast, have promised that the hunt for the plane will continue. An international team is now determining an expanded search zone of up to 60,000 square kilometres (24,000 square miles) based on where the aircraft last communicated with an Inmarsat satellite. Australia has also released a request for tenders for a company to be engaged as a prime contractor and provide the expertise, equipment and vessels needed to carry out the deep-sea search from August. Malaysia ruled by the same coalition since 1957 with a history of sweeping scandals aside has taken the brunt of criticism from upset relatives. The Southeast Asian country has insisted it is doing all it can and working closely with Australia, China and other countries to find the jet.

More peace talks? Anyone?

The attacks are no longer confined to military and police bases. They are no longer targeting the poor common man in vegetable markets and mosques. They have smoothly arrived where their penetration should have been hardest. They have left their mark at a place where even the high and mighty of the country must frequent every now and then. Is it time to get serious yet? Last night’s tragic and terrifying attack on the Karachi airport has left the country stunned. The international community is no less surprised, but let’s deal with reactions at home first. How? Well it’s all there. The disguises, the heavy weaponry and the intricate planning that apparently had been taking place since long before the peace talks were initiated. The Tehreek-i-Taliban Pakistan did not wait too long to claim responsibility for the attack that left at least 18 people dead. According to them, this attack was carried out to avenge the killing of Hakimullah Mehsud in a US drone strike. They also claim that this is just the beginning… so where does that leave us now? Hopefully united and on the same page? Or perhaps that’s still too much to ask of ourselves. Our politicians started issuing their condemnations as soon as the news of the first victim’s death started flashing on our television screens. Some good those will do. Then came our social media pundits. Amongst the prayers for peace and harmony were sharp sarcastic comments against the PML-N government, as well as the PTI – PPP seems to be way down on the popularity list this year and was spared a mention. Why let such a good opportunity go – let’s point fingers at anyone we can think of and add them to the blame list. Yeah, that’s not going to yield any results other than some likes on your post perhaps. This is the time to firmly and clearly denounce peace talks. It is time to demand action against those who have clearly made a mockery out of any peace efforts our government has initiated. The PTI-appointed member of the government committee to negotiate with the TTP, Rustam Shah Mohmand has said that any talks for cessation of hostilities with the TTP will now be held on the government's conditions. About time. But, how many people will still support talks now, let alone rally for the upper hand on these ‘conditions’? The government should get rid of any plans they have for talks and take direct action. Today the terrorists got inside the Karachi airport, tomorrow they can get inside a government premises or facility – is that when they’ll draw the line? A salute to our forces for killing all 10 terrorists and recovering the heavy weapons but this isn’t where the exchange of information should stop. We have been told that the terrorists may have been foreign nationals – we need to be told more. How did they get in the country? Who is funding them? Where are they training and why aren’t we targeting those places yet? Setting aside our preferences for various political parties and our hatred for various foreign elements suspected for such attacks, we need to be united in our demand for action and the cessation of peace efforts. They are a farce and will remain so. Your enemy shot bullets into the few functional aircrafts you have left and had aimed to take out all. Your enemy gave a terrible welcome to the passengers who had just landed at the time and gave a terrible goodbye to those stuck on the tarmac. They took 18 innocent lives and promise to take more. When do you say enough? Blocking and barricading roads around the airport isn’t the answer and neither will that antenna search device help any longer. The president can call the terrorists cowards for as long as he likes but fact remains that these ‘cowards’ are bringing the country to its knees and mere lip service in regards to this will no longer do. If we are stronger and braver than them, it is about time we prove that. Calls for military action have been echoing since years but perhaps now our government and military may realise that the time is right and the situation extremely grave. Ten men had the power to shut down an international airport for several hours, imagine what a thousand more like them would be capable of doing.

Karachi airport handed over to CAA, open for operations

KARACHI: Karachi airport has been reopened for passengers and all flight operations, said Director General Inter-Services Public Relations (ISPR) Major General Asim Bajwa. Earlier on Sunday, a five-hour attack by militants on the international airport in Karachi left at least 28 dead, including ten terrorists. The attack was claimed by banned militant organisation Tehreek-i-Taliban Pakistan (TTP). "Karachi airport has been cleared and handed over to Civil Aviation Authority and the Airport Security Force," Major Asim said while speaking to Dawn.com. Meanwhile, Pakistan International Airlines (PIA) will resume its flight operation by 4 pm Monday afternoon after security clearance, a spokesman of the national flag carrier told APP on phone. “Four PIA employees were martyred in the terrorist attack,” he said. They were identified as Farrukh Leghari, S.M. Ilyas, Fazal Zubairi and Tanvir A. Khan, he added. A report on the Karachi airport attack, which was presented to Prime Minister Sharif on Monday, revealed that terrorists wanted to destroy all the aircraft. It also disclosed that terrorists had entered the airport from two separate locations. Special Assistant to Prime Minister Nawaz on Aviation Shujaat Azeem had said that the Karachi airport would be made operational at 4 pm today. He moreover said that security was heightened at all the airports. Meanwhile, the CAA spokesman had said that air traffic control operations and other activities would also be resumed with the revival of normal flight operations. Earlier, Prime Minister Sharif had ordered authorities to reopen the Karachi airport for public as soon as possible. He also directed the CAA to facilitate the passengers in every possible manner.

At least 22 people killed in suicide attack near Pak-Iran border

QUETTA: At least 22 people were killed and several others injured in two coordinated suicide blasts near the Pak-Iran border, Taftan late on Sunday night an high level official confirmed. Balochistan's Home Secretary Akbar Hussain Durrani told Dawn.com that 10 buses carrying Shia pilgrims had entered Pakistan from Iran. "There were explosions after the buses were parked outside the hotels where the pilgrims were going to stay over night before they commenced their journey back the following day," Durrani said adding that the blasts were followed by intense firing. He feared the casualties will continue to rise. Frontier Corps and levies personnel were called in to bring the situation under control. It has been more than right years that Shia pilgrims in Mastung and other parts of Balochistan are targeted by militants. Presently, no militant organisation has claimed responsibility for the attack.

Terror over at Karachi airport, carnage leaves 23 dead

KARACHI: Karachi Airport's old terminal was attacked by heavily armed assailants on Sunday night, Dawn News reported. Live updates The Pakistan Army spokesman has said the entire airport has been cleared and that all terrorists have been killed. At least 23 people have been reportedly killed, including security personnel. Ten terrorists were also among the dead. ISPR Spokesman Asim Bajwa said that the terrorists "were confined to two areas and eliminated." He said that weapons, live ammunition, including RPGs, were recovered from the terrorists. Bajwa said that they were wearing large packs on their bodies. The ISPR spokesman said that Chief of Army Staff General Raheel Sharif "congratulated participating troops for a well coordinated, successful operation eliminating all terrorists". He also said that Raheel Sharif "paid rich tribute to all shaheed and injured for their supreme sacrifice". Some eight to 10 attackers were said to have engaged security forces in a gunbattle. Earlier, Pakistan Army troops were called in to deal with the situation and troops from Malir Cantonment have been dispatched, while police commandos and Karachi Rangers are assisting. A huge explosion was heard over two hours into the attack. A second large explosion was heard near the airport workshop. A third massive explosion was heard a further 30-40 minutes in. Huge clouds of smoke continue to dominate the skyline. Intermittent firing took place at the airport, while large plumes of smoke were seen over the cargo terminal. One plane each of PIA and AirBlue, and a cargo plane of a foreign company were reported to have been damaged. A hand grenade attack was also carried out on the Isphani Hanger. Suicide bombers were reportedly part of the terrorist squad that has infiltrated the airport. Staff is being rescued by the security personnel and moved to safer areas. Rescue teams are being allowed in after being checked thoroughly. Passengers have been evacuated and moved to a secure location. Prime Minister Mian Nawaz Sharif called DG Rangers Sindh and asked him to ensure the safety of passengers. All flight operations at Jinnah Terminal have been suspended and flights have been diverted to other airports. Pakistan correspondent for the Daily Telegraph Rob Crilly reported that he had spoken to MQM leader Farooq Sattar and stated that, "He sounds calm but understandably concerned about being stuck on plane filled with aviation fuel." Death toll The bodies of 10 people including ASF officials were brought to Jinnah Hospital a few hours into the attack, along with 15 injured. A rocket launcher and four SMGs were recovered from the slain terrorists. One suicide bomber blew himself up during the attack, injuring one security personnel. A Rangers spokesperson claimed, "Indian arms and ammunition" were found on the bodies of the terrorists. How they got in The attackers are said to have forged fake ID cards of ASF and entered the area. Broken glass and used gun magazines littered the engineering section where the first exchange of gunfire had taken place. The terrorists carried out the attack from three different sides, officials said, while there are reports that two terrorists managed to get inside a plane. Motive? While no group has claimed the Karachi airport attack, suspicion falls on the Tehreek-e-Taliban Pakistan (TTP) who had assaulted the headquarters of Pakistan’s naval air force in May 2011, killing 13 people, injuring 16 others and blowing up at least two military aircraft. Regarding today's attack: As reported on the New York Times website: “The target appears to be to create panic and damage the fleet,” said one government official, who spoke on the condition of anonymity. As reported on the Washington Post website: One senior Pakistani intelligence official, who spoke on the condition of anonymity to discuss the sensitive matter, said some of the militants tried to hijack a plane but were unsuccessful.

Cyber crime: FIA arrests alleged Facebook blackmailer

KARACHI: The Cyber Crime Circle of the Federal Investigation Agency claims to have arrested a man allegedly involved in blackmailing a British national via the social networking website, Facebook. The accused, 30-year-old Babar Zafar, was arrested on Saturday during a raid at his residence at Tauheed Commercial, Defence Housing Authority. He was shifted to the Crime Circle Cell for further questioning. The Cyber Crime Circle acted upon the complaint of a young complainant, S*, who is a dual national of Pakistan and Britain. She had approached the FIA through a community welfare wing in Manchester. The complainant, in her written application, had informed the FIA that she had befriended the accused on Facebook in April last year. Sometime later, the accused had asked S* to marry him. A meeting was arranged in Dubai, where the two spent nine days at a hotel in February 2014. S* claimed that Zafar insisted she marry him and had also taken explicit pictures of her. He later came back to Pakistan and started using the pictures to blackmail S*, an investigating officer told The Express Tribune, on the condition of anonymity. The officer added that Zafar made a fake account on Facebook from which he shared the pictures with S*’s friends and family, all the while threatening her of inflicting more damage if she didn’t accept his marriage proposal. The Cyber Crime Circle was approached in May earlier this year to investigate the case. “Within two weeks, we traced and arrested the accused,” said the Cyber Crime Circle’s additional director, Asim Iftikhar. “We have also seized a computer which has all the data, including the pictures.” The official added that they were trying to get details regarding the background or history of the suspect, who had earlier claimed to be a teacher. Crimes on the rise Cyber crimes are on the rise in Pakistan. Around 37 cases have been registered at FIA’s Cyber Crime Circle this year alone. In May 2013, the police rescued a teenager who had been kidnapped by a stranger he befriended on Facebook. Besides kidnappings, various cases of blackmailing or threats through social media have occurred in the city. Very few of these cases attract the attention of the media as most are hushed to protect the honour of the victim. Unfortunately, the government has yet to approve a law for such crimes in the country. “The government should think about making laws relating to cyber crimes in Pakistan,” suggested a senior official of the cell. “The good news is that a cyber-crime bill is likely to be tabled soon.” As of now, officials of the Cyber Crime Circle use the Electronic Transaction Ordinance, 2002, and the Pakistan Penal Code to make their cases. These, however, often benefit the suspects. “Of the 37 cases this year, 23 related to blackmailing through social media,” said another FIA official. “In the absence of cyber-crime laws, however, it was difficult to prove them guilty.” said another official. Sikh pilgrims arrive in Lahore by bus after Indian govt deems train unsafe

LAHORE: Off to a bumpy start at first, around 1,000 Sikh pilgrims made their way to Pakistan from India by bus, Express News reported on Sunday. Earlier in the day, Pakistan had sent a special train to India to bring the pilgrims across the border, however, the Indian government had refused to send its citizens via train citing security concerns. Sources had said that this decision was taken fearing that trains might be targeted by terrorists.
According to earlier reports, the pilgrims were told about the security issue and asked to make their way to the border on foot. Speaking to media in Lahore, a Sikh representative said that they have come to Pakistan to observe their religious ceremonies. “We are warmly welcomed in Pakistan,” he stated, adding that neither the Indian nor the Pakistani government was at fault for the delay in their arrival to Wagah border. “It was a misunderstanding,” he said. Advising Prime Minister Nawaz Sharif and his Indian counterpart Narendra Modi to work together, the representative said that this would promote development and peace in both countries. Sikh pilgrims journey to Pakistan annually to celebrate their religious festivals and both governments facilitate them in their pilgrimage.

Afghanistan hints at Pakistan link to attack on Abdullah

KABUL: Afghanistan on Sunday accused “foreign intelligence services” of being behind an attack targeting presidential front-runner Abdullah Abdullah that killed 12 people, in a veiled reference to Pakistan. Abdullah survived the assassination attempt on Friday when two blasts, including a suicide bombing, hit his campaign motorcade in Kabul ahead of next weekend's hotly contested run-off election. “Initial investigations indicate foreign intelligence services were involved in this incident through Lashkar-e-Taiba in an organised manner, and the terrorists were aiming to disrupt the election in Afghanistan, “Afghanistan's National Security Council, which is chaired by President Hamid Karzai, said in a statement. Lashkar-e-Taiba (LeT) is a Pakistan-based militant group. Pakistan was the main supporter of the former Taliban regime in Afghanistan, and Afghan officials have long voiced suspicions about connections between the hardline movement and Islamabad's powerful intelligence services. Sunday's accusation comes after Afghanistan said last week that it was pulling out of security talks in Islamabad in anger at cross-border attacks blamed on the Pakistani army, which it said were designed to disrupt the second round of its presidential election. The NSC “condemned” increasing numbers of “rocket attacks (by the) Pakistani military against the country”, which it said were aimed at disrupting the run-off ballot due to be held on June 14. The attempt to assassinate Abdullah triggered strong international condemnation, including from the United States and the UN Security Council. Afghanistan is in the middle of elections to choose a successor to Karzai, who has ruled since the fall of the 1996-2001 Taliban regime. Abdullah fell short of the 50 per cent threshold needed for an outright victory in the April first round and will face former World Bank economist Ashraf Ghani in the run-off. The NSC statement said Friday's attack on Abdullah was “the worst incident during election campaign”.

Govt forms three-member committee to liaise with political parties

ISLAMABAD: The government on Sunday formed a three-member committee to liaise with political parties over the country’s political situation, DawnNews reported. Federal Minister for Railways Khawaja Saad Rafique, Minister for Planning and Development Ahsan Iqbal and Special Assistant to Prime Minister Nawaz Sharif on National Affairs Irfan Siddique have been included in the committee. In this regard, the committee has contacted the Awami National Party (ANP) to request a meeting. Senator Zahid Khan confirmed that Rafique had established contact with ANP Senator Haji Adeel to seek input over issues of national importance.

Google announces 3D tablet development kit, want one?

Google has announced the developers kit for its project Tango experiment to take it further. The project kit is a 7-inch tablet device powered by the new Nvidia Tegra K1 processor coupled with 4GB RAM, 128GB of storage and more. The processor is a Nvidia 4-Plus-1 quad-core ARM Cortex-A15 chip that powers some of the world’s “supercomputers and PC gaming systems”, according to the chip maker. The kit have been designed for professional developers who are interested in exploring the future of mobile 3D sensing. Google has said about the kit. This reveals that the tablet carries a camera that can make sense of depth of field and apply 3D effects. The kit that has been released carries a motion tracking camera, integrated depth sensing, WiFi, BTLE, and 4G LTE (availability will depend on region and carrier). Badaun rape case: SP suspended, 66 IAS, 42 IPS officers transferred

New Delhi: Under attack over the rape and murder of two Dalit cousin sisters, the Akhilesh Yadav government on Saturday suspended Badaun SP, decided to take action against then District magistrate and undertook a massive rejig involving 66 IAS and 42 IPS officers. Chief Secretary Alok Ranjan, who faced a volley of questions from reporters here, said several facts have emerged in the Badaun incident and it would have been better if the administration had acted promptly. “SP Badaun (Atul Saxena) has been suspended and decision has been taken to take action against the then district magistrate (Chandra Prakash). The new DM has taken charge only two days back,” he said. L R Kumar, SP (law and order) DGP headquarters, has been posted as new SP of Badaun district. The decision to crack the whip was taken at a meeting convened by Chief Minister Akhilesh Yadav and attended by Principal Secretary (Home) Deepak Sighal and DGP A L Banerjee. In a fresh twist to the Badaun rape and murder case, Banerjee said that according to available inputs rape of one of the victims was not confirmed and property could be one of the motive. “Of the two victims, one was the lone child of her parents. Her father is one of three brothers with limited resources and if she was not alive, it could benefit others. It could be one of the motive. I am not saying that this is the motive,” he said. He claimed that several important facts have come to light in the incident after an examination was conducted by experts. Referring to recovery of four beer bottles and two glasses from the spot he said,”it may be that the crime has another dimension. Those, who are being talked about, may not be involved. They may be released, but it depends on the investigation. We don’t think that one of the victim wasraped.” “Two policemen were terminated under immediate circumstances. If there had been any shortcoming then it would be ratified,” he added. Banerjee said that a lot of evidences could have been collected immediately after the incident, but the local police made no extra effort to find them. He said that the forensic team, which was sent to the spot, was able to collect evidence from there. Bodies of the two cousins aged 14 and 15 years were found hanging with a tree in Katra Sadatganj village last month, triggering outrage in the state. Apart from suspending SP Badaun, the Akhilesh Yadav government carried out a major reshuffle in the police department, transferring 42 IPS officers including IGPs and DIGs. SP (Law and Order) in DGP headquarters in Lucknow, L R Kumar, will take over as SP Badaun, an official spokesman said. IGP Ashish Gupta, recently removed from the Special Task Force (STF) and put on the wait list, has been appointed IGP Railway, Lucknow. IGP Kanpur zone, Sunil Kumar Gupta, has been shifted to Allahabad zone. IGP Agra Asutosh Pandey will replace him. SSP Ghaziabad, Sachi Ghildiyal, has been made SP Administration. She will be replaced by Commandant sixth PAC Dharmendra Singh.

SHAME: Two Jharkhand girls drugged, raped in Delhi’s Bhajanpura

Two young girls from Jharkhand were allegedly raped by unidentified persons in North-East Delhi's Bhajanpura area, police said yesterday. The girls told police that an unidentified accused first won their confidence by promising to help them get their railway tickets confirmed and then gave them sedative-laced drinks, raped them and left them in an unconscious state separately at isolated places in the Bhajanpura area. The 21 and 24-year-old victims had done their graduation from an institution in Gurgaon and had come to NCR on June 2 to collect some documents. They were supposed return to Jharkhand on June 5. According to police, the duo went to the Anand Vihar railway station where they found that their tickets had not been confirmed. But they "met a person who offered to get their return tickets confirmed" and said he would take them to old Delhi railway station for the same. The girls told police that, on their way there in an autorickshaw, he gave them a drink laced with sedatives that made them unconscious. When the duo regained consciousness, they found themselves in Bhajanpura place. With the help of locals, they contacted police. A medical examination of the duo showed that they had been sexually assaulted. A case under relevant sections has been registered in the matter against unknown persons, police said.

Beware! Your Facebook, Twitter posts will now be monitored by Delhi Police

New Delhi: The Delhi Police has decided to set up a dedicated centre to analyse content of various social media websites in an effort to monitor provocative postings and take preventive steps to check any negative fallout. The decision to set up the centre was taken in the backdrop of increasing influence of social media, which could be misused by anti-social elements. “A proposal to set up such a centre has been approved,” said a senior police official. However, he was quick to clarify that the monitoring will not be “intrusive” in nature and it will monitor openly available content related to the national capital. Under the new programme, police will monitor content on popular social media sites like Facebook and Twitter. The official also said the centre will help police gauge the larger public mood and perception about various issues. “Like today we see newspapers and take cuttings of news items. Similarly we will try to find things on social media,” the official said. The idea behind this project is that it will raise “red flags” over any inflammatory postings which might have a bearing on the law and order situation of the city. “In today’s times, we cannot depend on the old ways of generating intelligence. Today, people, especially youths are mobilising in a very different way than they used to be in the past,” he said. The centre which will come into existence in three to four months, will have a server and government-approved software will be bought for it. Delhi Police personnel will be trained to use the system. The idea to set up such a system was that of Delhi police commissioner B.S. Bassi. A meeting of senior officials was held about a month ago in this regard at the police headquarters where an expert on the field had given a presentation to the Delhi Police top brass. The official said London Police had set up a similar monitoring centre after riots ravaged the city in 2011 during which it was widely believed that rioters used social media to communicate among them and plan attacks. “Our system will not be as elaborate as the one being used by London Police for now, but if the experiment succeeds we may strengthen it in the future,” the official added.

BJP leader Vijay Pandit shot dead in Greater Noida, 4 arrested; section 144 imposed

Noida: Four people have been arrested in connection to the murder of BJP leader Vijay Pandit, who was shot dead by unidentified bikers on Saturday night in Greater Noida. Major clashes broke out in the city following the murder due to which section 144 has been imposed in Greater Noida and 2 units of the Rapid Action Force have been deployed. According to TV reports, the bikers had fired five bullets at Pandit and he died on the spot. The BJP workers have been protesting against the incident and have also set many vehicles on fire. The political action committee was deployed on the spot. Mr Pandit is a former district BJP vice president. The attackers shot Pandit first and then fired in air to not let the crowd gather. They left a bike at the site. The victim’s family has alleged that a local criminal carried the attack. Police has started to probe the allegation. There were reports of violence breaking out in Greater Noida, Uttar Pradesh, after a BJP leader was shot dead on Saturday. After the news went viral, the supporters of BJP assembled and resorted to vandalism. They put some vehicles on fire, created chaos and pelted stones at police. Around 16 vehicles were set ablaze.

New Delhi: Chinese Foreign Minister Wang Yi met External affairs minister Sushma Swaraj on Sunday. Wang, a special envoy of President Xi Jinping is in India to establish political contacts with the new Indian government amid hopes here of an upswing in bilateral ties due to Prime Minister Narendra Modi's familiarity with China. Speaking to news reporters, Ministry of External Affairs Spokesperson Syed Akbaruddin said that talks between the two leaders were- cordial, useful, productive and substantive. Yi expressed Beijing's willingness to engage with the new government in Delhi and said that China supports the development of India. Discussions also discussed itinerary for bilateral and multilateral level meeting during the course of the year. Terming the meeting as landmark, Akbaruddin said, "as the Chinese saying goes 'a journey of 1000 miles begins with one step' and that step was taken today." During the meeting, the leaders discussed the possibilities of furthering economic ties between the two nations, including increasing Chinese investments in India. Wang, 61, a seasoned diplomat will also meet Modi during his two-day visit. He is also expected to call on President Pranab Mukherjee and meet the new National Security Advisor Ajit Doval. This is the first contact between the two governments after the Lok Sabha election while Chinese Premier Li Keqiang has already spoken to Modi over phone soon after he was sworn in. During his visit, Wang will meet leading Indian officials and will have in-depth exchanges on how to push forward bilateral relations, Chinese Foreign Ministry spokesman Hong Lei told media briefing here earlier. "India has formed a new government and China and India now face a new opportunities of development," he said. While the Chinese official media and state-run think tanks projected a new momentum in trade and economic ties between the two countries considering that Modi visited China four times as Chief Minister of Gujarat, Beijing also closely watched the new government's policy towards US and Japan, whom it regards as arch rivals. China is watching the countries Modi will be visiting on his first trip abroad considering that Li had made India his first destination abroad after taking power last year. Chinese media has highlighted Modi's plans to visit Bhutan first this month followed by Japan in July. Modi is expected to meet Xi at the BRICS summit in Brazil next month. Earlier China has expressed keen interest about the presence of President Mukherjee for celebrations marking 60 years of Panchsheel, the five principles of peace proposed by Prime Minister Jawaharlal Nehru and his Chinese counterpart Zhou Enlai in 1954. The function is proposed to be held here on June 28. Also Xi has already expressed his interest in visiting India after the new government took over and the details may be discussed during Wang's visit while Modi also extended the invitation for the Chinese President during his telephone talks with Li. The new Chinese leadership is keen to improve relations with India in the face of serious challenges it faces over its maritime disputes with Japan in the East China Sea and with Vietnam, the Philippines and other maritime neighbours in the South China Sea amid a major US military push into the Asia-Pacific.

Pakistan has lowest ADR in region

KARACHI: Despite high hopes of the finance minister for greater credit off-take by the private sector, poor deposit growth and higher attraction of government’s papers slowed down the credit flow, making the country having lowest advance-to-deposit ratio (ADR) in the region. The attraction of government papers with zero risk has changed the banking in the country. The ADR in Pakistan, about 54 per cent, is the lowest in the region compared with India’s 76pc and Bangladesh’s 80pc. Both the countries have been enjoying high economic growth rate compared to Pakistan. The credit off-take by the private sector grew by just 4 per cent since the start of the outgoing fiscal year. The growth is even lower during the last two months. Finance Minister Ishaq Dar recently said the government’s lesser borrowing from the banking system provided space for the private sector to use the banks’ money for growth. The government’s borrowing from the scheduled banks till May 23 was Rs339 billion compared to Rs780bn during the same period last year. Deposits of the banking sector grew by only 0.25pc since January to April this year, increasing by just Rs19bn. Despite lesser government borrowing as claimed by the finance minister, the banks have invested heavily in the Pakistan Investment Bonds (PIBs) setting new record. A latest report of the State Bank showed that the banks’ holdings of the PIBs till April this year rose to Rs1.844 trillion which practically made the banks short of cash. The SBP injected liquidity six times during May to fill a gap of more than Rs400bn. “Banking sector credit off-take remained weak, growing by only 1pc since March 31, 2014,” said a JS research report issued on Friday. Apple to make 3-5 million smartwatches monthly, from October

SAN FRANCISCO: Apple Inc is preparing to sell its first wearable device this October, aiming to produce 3 million to 5 million smartwatches a month in its initial run, the Nikkei reported on Friday, citing an unidentified parts supplier and sources familiar with the matter. Specifications are still being finalized, but the devices are likely to sport curved OLED (organic light-emitting diode) displays and sensors that collect health data from blood glucose and calorie consumption to sleep activity, the Japanese news service cited industry sources as saying. The industry has long expected Apple to unveil some sort of smartwatch, following the release of Samsung Electronics' Galaxy Gear watches. Wall Street is hoping to see a new Apple product this year to galvanize the former stock market darling's share price and end a years-long drought of ground-breaking devices. CEO Tim Cook has promised "new product categories" in 2014.

Footprints: Soojhan Singh Haveli in ruins

IT is 9am when I approach Bhabhra Bazaar, a winding street in the shadows of the famous Lal Haveli of Sheikh Rashid in Rawalpindi. People have queued up at the halwa puri and naan chholay shops, but the jewellery market is still closed. I ask a young man sporting a French-cut beard and gel-spiked hair, “Where’s the Soojhan Singh Haveli?” He doesn’t know. Around fifty yards on, I put the same question to a middle-aged man. “Go back some fifty yards, there’s the Lajawab Dahi Bhallay shop. Park there and go into the street near this shop. It’s too narrow to take your car.” In that five-foot-wide, paved alley, a crazy mesh of electricity wires hangs overhead. Below, tangles of water and gas pipes, a mess of cigarette butts and dark spots of paan pichkari welcome me. Water gushes out from the open sewage lines. Eventually, the street passes through the porch of the Soojhan Singh Haveli. Two huge carved wooden doors still manage to present the grandeur of the past, giving an inkling that this was once the plushest palace in the Potohar region. But the walls beyond have given in to the excesses of greed and development. Sardar Soojhan Singh, the richest trader of Rawalpindi in the 19th century, owned 40 per cent of the city’s property. He developed parks and fountains for the general public, and built this family residence in 1893. Near the thickly carved main gate of the haveli, a plaque on the wall reads: ‘Fatima Jinnah Women University (FJWU), Soojhan Singh campus’. The wooden terrace of the four-storey red-brick building has long since broken. The still gracefully arched windows and doors above the terrace are falling apart. In the outer courtyard, dozens of water pipes snake into a well covered with a huge iron cover. I start noting the numbers on the white pieces of paper pasted on several parts of the building. They are evidence of an assessment, recently carried out. A man in a faded off-white shalwar kameez approaches. “The government has abandoned this historic asset,” says 40-year-old Mohammed Waseem, a resident of the area. “Nobody is taking care of it.” Five cement chairs carrying the logo of a soft drink company adorn the locked front door. On the left, another door sports an iron sheet in a wooden frame. When I knock, a security guard comes out rubbing away the sleep from his eyes. Inside, four beds have been placed in a room for the staff of the National College of Arts (NCA), which has undertaken to conserve the place. In the vast courtyard in the centre, sunshine covers what’s left of the building. The wooden ceiling of the outer terrace area has been blackened and burnt. “Around 40 Kashmiri families settled here after Partition,” says Waseem. “They used to cook food here. The ceiling has been singed because of the stoves.” Across the courtyard, a large lounge with brick flooring and a fireplace shows signs of having been the main ‘guest room’ for decades. But upstairs, the magnificent wooden ceiling carved with flowers is still intact. Swallows now nest here. “The government has no plans to conserve or refurbish this building,” says Waseem. “[MNA] Sheikh Rashid Ahmed has got funds worth millions of rupees for renovating this building, but has not done anything.” At 10:30am, Sheikh Rashid is savouring a siri paaye breakfast at his Lal Haveli office. “Soojhan Singh Haveli has never been a priority for any government,” he tells me. “I tried my best to get a grant of Rs50 million from the Shaukat Aziz government but it did not release a penny despite making an announcement. We also requested Dr Abdul Qadeer Khan to set up a college here. I lost many votes because of this haveli. People want to occupy it and I have had it vacated several times. Now the NCA wants to conserve this place; let’s see what happens.” “We have completed the infrastructure assessment of this haveli,” says G.M. Baloch, the NCA engineer who oversaw the assessment. “After structural stabilisation and weather enveloping, the building will be stable. The whole process will cost about Rs15million.” But Nadeem Omer Tarar, director of the NCA Rawalpindi, says they have yet to chalk out a plan to seek funds for renovation. “In the first phase, we made assessments,” he tells me. “We will establish a field school here for the students of traditional building skills with the help of the Boston Architecture College. Then we plan to conserve this building and we will approach the BAC and the US embassy for financial assistance.” “We needed an old building for our field school so we signed a three-year agreement with the FJWU,” he adds. “We also intend to establish a museum there.” Published in Dawn, June 8th, 2014

Troops kill 10 suspected militants in Dera Bugti operation

QUETTA: Paramilitary forces Sunday killed more than 10 alleged separatist rebels in violence-stricken Balochistan as part of a fresh operation to quell a long-running insurgency, officials said. The operation in Dera Bugti district's Gandyari town, 250 kilometres (150 miles) southeast of the capital Quetta, came just three days after troops killed 30 suspected militants in the same area. Officials said the town, close to the borders of Balochistan, Sindh and Punjab provinces, was the hub of the separatist movement carrying out attacks on trains, bridges and security forces. “We can confirm that 10 militants of the outlawed Balochistan Republican Army (BRA) have been killed in an operation in Gandyari today,” Manzoor Ahmed, a spokesman for the paramilitary Frontier Corps in Balochistan, told AFP. “The forces started operation against the BRA militants early in the morning after receiving information that they are hiding there,” Ahmed said. The death toll could not be independently verified. Resource-rich Balochistan is home to a long-running separatist conflict that was revived in 2004, with nationalists seeking to stop what they see as the exploitation of the region's natural resources and alleged rights abuses.

PK-45 defeat exposes rift in PTI

ABBOTTABAD: The Pakistan Tehreek-i-Insaf’s defeat in the recent PK-45, Abbottabad-IV by-election has exposed rifts in the party’s local chapter. The PTI lost the election to the Pakistan Muslim League-Nawaz though PTI chief Imran Khan addressed four public meetings in the constituency and announced opening of six colleges in the area and the grant of tehsil status to Bakot, and the provincial chief minister announced the Rs1 billion development package for the Galayat region. Political observers insist the PTI, which rules the province, should take the defeat seriously as it shows the party is poorly managed and faces rifts. According to them, the PTI fielded a weak candidate for the by-election angering many of its local leaders, who later distanced themselves from the election campaign of Ali Asghar Khan. The observers believe anyone from among Abdur Rehman Abbasi, Raja Mubeen, Nazir Abbasi and Pir Azhar Bakoti could be a better choice. PK-45 is the hometown of PML-N leader and current Khyber Pakhtunkhwa Governor Sardar Mehtab Ahmad Khan, who had won elections of the provincial assembly seat for the constituency in 1985, 1988, 1990, 1993, 1997, 2008 and 2013 showing his strong vote bank. Sardar Mehtab also won the local National Assembly seat in 2008, 1997 and 1993 but lost the seat in the 2013 elections. He, however, won the provincial assembly seat and was made the opposition leader in the provincial assembly. The frontline PML-N leader, however, quit the seat after his nomination as the provincial governor. He had served the province as the chief minister and remained a federal minister. In the 2008 by-election, he surrendered the provincial assembly seat to retain the National Assembly seat. In the by-election, his son, Sardar Shamoon Mehtab, emerged as winner. In the recent by-election, Sardar Mehtab’s cousin, Sardar Fareed, secured 28,252 votes to win the PK-45 seat against the 23,597 votes bagged by rival from PTI Ali Asghar Khan. The PML-N nominee, Sardar Fareed, got more votes than those secured by Sardar Mehtab during the 2013 elections showing the party has got stronger in the constituency. According to political observers, Ali Asghar Khan, the PTI vice president in the district, stood little chance of winning the by-election for having no stakes in PK-45 as he lives in PK-44 constituency consisting of Abbottabad city and runs NGOs. They insist the by-election results could have been different had PTI fielded old PTI guards, especially Abdur Rehman Abbasi, the runner-up in the 2013 election. The observers say rivals successfully exploited the fielding of an ‘outsider’ in the by-election by the PTI during their campaigns. According to them, sitting PTI MNA from Abbottabad Dr Azhar Khan Jadoon had opposed the nomination of Ali Asghar Khan for PK-45 but his reservations were rejected by party chief Imran Khan. As a result, Dr Jadoon ‘opted’ to go out of the country to avoid participation in the party candidate’s election campaign. During the by-election, the district and divisional administrations remained neutral by and large as there came no complaints of their interference in the electoral process. Deadline triggers flight from NWA

MIRAMSHAH/BANNU: The 15-day deadline given by the government to North Waziristan-based tribes to expel militants from their area has sent shockwaves through the volatile region and forced people to leave their hearth and home for safety. Miramshah, the headquarters of the tribal agency, presented a deserted look on Saturday. Most shopkeepers either kept their shutters down or were busy shifting valuable items to their homes. Local and foreign militants, who frequently roam the main bazaar, have gone into hiding. A good number of them are reported to have shifted to the mountainous Shawal area, near the Afghan border. Residents have already left Mirali, the second major town in North Waziristan. People were seen packing their belongings to leave the area. But many families were unable to move because most transporters took their vehicles off the road. And those who have not done so as yet are charging prohibitive amounts. They have raised the Bannu-Miramshah fare to Rs1,000 from Rs2000. There are many families in Waziristan which have relatives in Afghanistan. A good number of such people have already begun a perilous trek to the border, going through treacherous routes as security forces have blocked the road to Ghulam Khan, the main border town. A checkpost in the area has been wound up. Speaking to a 64-member jirga of the Uthmanzai tribe from North Waziristan Agency in Peshawar on Friday, Khyber Pakhtunkhwa Governor Sardar Mehtab Ahmad Khan and Corps Commander Lt Gen Khalid Rabbani had given 15 days to the tribes to expel militants from their area or face action. GUL BAHADUR’S WARNING: Earlier, Taliban commander Hafiz Gul Bahadur had given a warning to the populace to leave the area by June 10. A pamphlet carrying his name asked people not to take refuge in camps set up by the government for displaced people and instead move to the Afghan border. An official of the Provincial Disaster Management Authority (PDMA) told Dawn that the arrival of 33,473 members of 2,415 displaced families in Bannu district had been registered at a checkpost by Friday and more people were on the way. Site for a relief camp has been selected at Bakakhel, in Frontier Region Bannu. Officials said that the PDMA had sent 10,000 tents and other items to Bannu and the deputy commissioner had been appointed as the focal person to look after the relief work in the area. Formal registration of internally displaced persons (IDPs) has not started, however. Because of `commander’ Gul Bahadur’s warning, the IDPs have not come to the proposed relief camp, which can accommodate around 200,000 people. Militants take hundreds hostage at Iraq varsity; 59 killed in Mosul

RAMADI: Militants took hundreds of students and staff hostage at a university in the Iraqi city of Ramadi on Saturday, sparking an assault led by special forces in which they were freed, officials said. And in northern Iraq, heavy fighting between security forces and militants entered a second day, killing another 59 people. Iraq is suffering its worst violence in years, and militants have launched major operations in multiple provinces in recent days that have killed well over 100 people and highlighted their long reach. In Ramadi, Islamic State of Iraq and the Levant gunmen infiltrated Anbar University from the nearby Al-Tasha area, killed its guards and then blew up a bridge leading to its main gate, police said. A journalist said special forces spearheaded an assault to retake the campus, sparking clashes involving heavy gunfire and rocket-propelled grenades. Security forces “liberated all of the male and female student hostages from the dormitories in Anbar University” and regained control of checkpoints at its entrances, Deputy Interior Minister Adnan al-Assadi said in an emailed statement. And interior ministry spokesman Brigadier General Saad Maan said that all of the hostages had been freed, without giving casualty figures. The journalist saw security forces bring in buses to take weeping hostages away from one of the women’s dorms, but said fighting at the university continued afterwards. Police officers put the number of hostages at the start of the incident at 2,500, though that figure could not be independently confirmed. Before security forces moved in, a student told journalists by telephone from inside the university that she and other women were ordered to gather in one place, after which the militants’ leader addressed them. “We will teach you a lesson you will never forget,” he said, according to the student’s account. The student said the militant branded the university a “brothel” where women wore makeup, listened to music and mixed with men. In the northern city of Mosul, fighting between militants and security forces claimed the lives of 21 police personnel and 38 militants, an officer and mortuary employee said. Dr Mohammed Khalaf said the morgue where he works in the city had received 80 bodies since Friday, and had no space for more. Fighting erupted on Friday morning and continued into the night, while twin suicide bombings targeted a minority group east of the city, and soldiers shot dead suicide bombers to its south. At least 36 people were killed in Friday’s violence in Mosul and elsewhere in surrounding Nineveh province. Cop arrested in Swat for chopping off wife’s nose

MINGORA: A policeman, charged by his teenage wife of chopping off her nose and keeping her in wrongful confinement for many days, was arrested by police and sent to prison by a local magistrate on Sunday. Shahida, a victim of child marriage, claimed that she was only seven when she was married to the suspect, Sahibzada, a constable of special police. She alleged that her husband used to torture her on different pretexts. The 17-year-old mother a child managed to escape from the residence of her husband at Manja area in Kabal tehsil in injured condition on Thursday. She was admitted to Saidu Sharif Hospital for the treatment of her chopped nose. Police say suspect has admitted to committing crime An official of Kabal police station told Dawn that after the girl was admitted to the hospital, a complaint was registered by police on her behalf and the next day the suspect was arrested. He said that police produced the suspect before the court of local magistrate which sent him to prison. The official confirmed that in police custody the suspect admitted that he had cut the nose of his wife. Shahida’s mother told journalists that her daughter was a victim of the custom of Watta Satta. She said that they had arranged the marriage of her son with the sister of Sahibzada when Shahida was only seven and in return they agreed to marry Shahida with Sahibzada in future. However, she said, at the time of her son’s marriage his in-laws demanded that the marriage of Shahida with Sahibzada should also be solemnised and they had to fulfil that demand. Shahida vividly recalled that she was playing outside at the time of her marriage when she was asked by her mother to wear her marriage clothes, following which she was married to Sahibzada. She added that she was having a son from the wedlock. She told police that few days ago she was severely tortured by Sahibzada following which she went to her parent’s home and a complaint was lodged with the local police. Shahida said that later when she returned to home around 20 days ago, Sahibzada cut her nose and locked her in a room. She added that she was given only two meals a day. ‘Rape victim’ goes missing

LAHORE: A 19-year-old Karachi girl who was allegedly raped in the city has gone missing mysteriously, police claim, saying they are in a quandary as to how to proceed with a case taken notice of highest authorities in the province. The girl was allegedly first raped in Factory Area and then in Defence Housing Authority by the same persons. After the second instance, she was thrown unconscious in Township’s Quaid-i-Azam Industrial Area. She was spotted by locals and was removed to Jinnah Hospital by Rescue 1122 on May 17. In the first incident, she had claimed that she was brought here from Malir, Karachi, by a woman on the pretext of facilitating a loan under the prime minister’s scheme. She was handed over to ‘Yu’ who allegedly raped her along with two others. She went to the Factory Area police saying she had managed to flee from the custody of ‘Yu’. A case was registered but the suspects were granted bail as the girl did not pursue the case. In the second incident, she told police that she was abducted from a bus terminal near Kalma Chowk from where she wanted to go to Gujranwala. She was abducted by five men, including two in police uniform, who raped her in an under-construction house in Defence. They later threw her in the industrial area. The second FIR was registered when she was admitted to Jinnah Hospital. After her recovery, the police sent her to Darul Aman, Nawankot. Police say since the girl has escaped from Darul Aman, they are unable to carry on investigation. They say the suspects are being interrogated but the complainant’s presence is important for making a case against them. A senior police official claimed on Saturday that investigation police had approached the girl at her address in Karachi but it was found fake. The investigation official claimed that he always found the mobile phone of the girl powered off. He said police were trying to locate a man who had taken the girl from Darul Aman. He said the police had already obtained his national identity card. He claimed the girl had refused the medical examination in the second incident. “Things will move forward only after we are able to locate her,” he said. Published in Dawn, June 8th, 2014

Kidnapped girl raped, strangled

MUZAFFARGARH: A 10-year-old girl kidnapped from Muradabad on Saturday morning, was raped and killed and her body was found in a cotton field. Police said two sisters ‘Al’ and ‘Ma’, daughters of ‘Ha’, were kidnapped by their cousin ‘Ah.’ The family launched a search for the girls and some people spotted a body in a cotton field and informed the family and police. District Police Officer Rai Zameerul Haq along with his team reached the spot and shifted the body to Muzaffargarh District Headquarters Hospital for postmor-tem. The medical report confirmed that ‘Al’ was raped and strangled. A police team arrested suspect ‘Ah’ and recovered the other girl from his custody. Saddar Station House Officer Malik Farooq said the police registered a case against the suspect. Eliminating militants may prove a task too big for NWA elders

PESHAWAR: Finally, the elders of Utmanzai tribe of North Waziristan Agency have been tasked to take the bull by the horns within 15 days. The helpless non-combatant residents have to eliminate hardcore foreign fighters from the area. A mission which could not be fully accomplished by over one division army, thousands of paramilitary troops of the Frontier Corps and big spy network in over eight years has now been handed over to civilians to take on these well-trained fighters. Even US drones could not deter these foreign and local militants. In other words, the state passed the buck to the people of Utmanzai tribe who have badly suffered physically, mentally, socially and economically because of the eight years long volatile situation in the area. Provision of security to its citizens is the prime responsibility of the state and the government, but taking advantage of the Frontier Crimes Regulation (FCR) Governor Sardar Mehtab Ahmad Khan and Corps Commander Lt-Gen Khalid Rabbani gave the task to the tribesmen. Govt needs to initiate joint action against undesired elements If the tribesmen alone can do this job within two weeks then why the government wasted time and resources on talks and agreements with the Taliban. Instability and uncertainty prevailed in North Waziristan Agency since the government entered into a peace deal with Commander Hafiz Gul Bahadur and Utmanzai tribe in 2006. The six-point agreement could not produce the desired results though the government and Gul Bahadur stuck to this “sacred document.” Civilians, soldiers and officers have been killed in acts of sabotage despite peace agreements and talks with the militants. One of the main points of the peace agreement was that outsiders would not be allowed to stay in North Waziristan and despite that the area remained a safe haven for foreigners and their influx into Waziristan continued unabated. Miramshah, its administrative headquarters, and Mirali have turned into a “multi-cultural society” due to presence of Arabs, Uzbeks, Chechens, Turkish, Afghans, Chinese, Europeans, Punjabis, etc and it was the most accessible area for outsiders. The government’s writ eroded while the political administration has no control even in Miramshah Bazaar. Much water has flown under the bridge and peace talks between the government and Taliban committees have reached the logical end. Self-declared ‘Father of the Taliban’ Maulana Samiul Haq and his lieutenant Maulana Yousaf Shah seem to have given up efforts to put talks back on the track. Now the ball has been thrown in the court of Utmanzai elders. The government has used tribes in the rest of tribal agencies to subdue militants. Lashkars were raised and volunteers obtained arms and ammunition. This strategy was first time put in place in South Waziristan Agency in 2004 and people destroyed hideouts of militants. Elders who had supported the government and security forces paid a heavy price. Former Senator and federal minister Faridullah Khan was the first to fell victim for supporting Shakai Agreement in 2005. Hundreds of elders and volunteers of the peace committees from South Waziristan up to Bajaur Agency have been killed in targeted action and improvised explosive devices’ blasts. Their houses came under attacks and families were forced to leave their areas, but not a single culprit has been arrested so far. When peace talks between the government and TTP stalled, chief of Waziristan Malik Qadir Khan was gunned down near Miramshah. Speaking at a joint jirga held recently in Governor’s House, he had strongly opposed mechanism of the peace talks with TTP and demanded to engage local elders instead of bureaucrats. Jingoists conveyed a stern message to people not to indulge themselves in this game otherwise they would bear consequences like Malik Qadir. A tribal journalist said that over 40 elders have already been killed in North Waziristan Agency. Tribal people are caught between the devil and the deep blue sea. Media reports about 15-day deadline spread like a jungle fire in the area. People are fleeing Waziristan. Miramshah and Mirali have been deserted. Residents say that militants, including foreigners, have vacated area ahead of the deadline. There are unconfirmed reports that foreigners have either moved across the Afghan border or to Syria. Instead of delegating the responsibility of flushing out militants from North Waziristan to the tribal people, the government needs to initiate a joint action against the undesired elements challenging its writ. The government should exploit the differences among the militants and replicate the strategy which was adopted in Ahmadzai Wazir area of South Waziristan in 2007. The security forces had backed Maulvi Nazir group against foreigners and other local troublemakers in Wana. Large-scale displacement and collateral damage could be avoided through this strategy. Army boss Sisi sworn in as Egypt president

CAIRO: Abdel Fattah al-Sisi was sworn in as president on Sunday following a landslide election almost a year after he deposed Egypt's first freely elected leader and crushed his Islamist supporters. The retired field marshal took the oath of office at the heavily guarded Constitutional Court and then left to attend a reception with foreign dignitaries. Western countries alarmed by the brutal crackdown on dissent following the overthrow of Islamist president Mohamed Morsi last year mostly sent low level representatives. Sisi scored a lopsided victory last month in an election boycotted by Morsi's Muslim Brotherhood and secular dissidents, also targeted by the army-installed government in the wide-ranging crackdown. Soldiers and police deployed were in force in the capital in anticipation of protests by the battered Brotherhood movement and possible militant attacks. “I swear by almighty God to preserve the republican system, and to respect the constitution and the law and to care for the interests of the people; and to preserve the independence of the nation and its territorial integrity,” Sisi declared in the ceremony broadcast live on television. Elite policemen stood guard outside as helicopters dropped posters of Sisi on dozens of well-wishers who turned up to see the former army commander. “I'm here to congratulate Sisi, the man who rescued us from terrorism and the Muslim Brotherhood,” said one flag-waving supporter, Amira Ahmed. The presidency said he would later host a reception at Cairo's Ittihadiya presidential palace, with Palestinian president Mahmud Abbas, Arab royals and African leaders in attendance. Sisi will also sign a transfer of power agreement with Adly Mansour, a chief justice whom Sisi had installed as interim president when he ousted Morsi on July 3. Riding a wave of popularity since then, Sisi won the May 26-28 election with 96.9 per cent of the vote against his only rival, leftist leader Hamdeen Sabbahi. The nature of the victory showed he still enjoyed immense support for his overthrow of the divisive Morsi, after millions held protests demanding an end to the Islamist's single year of turbulent rule. But the lower than anticipated turnout of about 47 per cent denied Sisi the overwhelming mandate he had called for ahead of the vote. The now banned Brotherhood had called for a boycott of the election. Sisi's main challenges will be to restore stability and revive the economy after three years of turmoil, following a 2011 uprising that ousted strongman Hosni Mubarak. Since Morsi's ouster, the crackdown on his supporters has killed more than 1,400 people and left thousands behind bars, while militants have killed hundreds of policemen and soldiers. 'Return security' In a televised address after his victory was announced on Tuesday, Sisi called on Egyptians to “work to return security to this nation”. Sisi's opponents fear that under his rule, Egypt will return to an autocratic regime worse than under Mubarak. In the run-up to the election, Sisi said that “national security” takes precedence over democratic freedoms. He will be the fifth Egyptian president to rise from the ranks of the military, and is expected to reassert the army's grip on politics. Saudi Arabia's King Abdullah, who opposed Morsi's Brotherhood, called for a donor conference to help Egypt after the results were announced. The oil kingpin was to be represented at the swearing-in ceremony by Crown Prince Salman bin Abdulaziz, alongside the rulers of Kuwait and Bahrain. Western nations, which congratulated Sisi on his election win while stressing the importance of safeguarding human rights, sent low-level officials or were represented by ambassadors. The United States has voiced concerns about “the restrictive political environment” during the vote, urging Sisi to show “commitment to the protection of the universal rights of all Egyptians”. Senior State Department official Thomas Shannon was to represent Washington at the palace ceremony.

Sikh pilgrims halted from undertaking train journey to Pakistan

A train, scheduled to bring Sikh pilgrims from India to Gurdwara Punja Sahib in Hassanabdal Sunday to perform rituals in connection with the 408th death anniversary of Guru Arjan Dev Ji, arrived empty today, DawnNews reported. The special train was halted in India only. The pilgrims will now arrive in Pakistan via the Wagah border on foot. Indian authorities told the pilgrims that it was not safe to undertake a train journey to Pakistan, adding that trains repeatedly came under attacks. Therefore, they said, they could not permit their residents to travel by train to Pakistan. The Indian pilgrims were arriving on a ten-day pilgrimage through Wagha border through the special train to partake in the event called Shaheedi Jor Mela or Shaheedi Purab of Guru Arjan Dev Ji, the fifth of the eleven Sikh gurus.

PTI’s summer of discontent peaks

SIALKOT: The Pakistan Tehreek-i-Insaf (PTI) continues to take potshots at the PML-N government asking it to make a clean breast of rigging in the 2013 general elections. Speaking to a capacity crowd at Jinnah Stadium on Saturday evening, PTI chairman Imran Khan pledged to keep the movement against rigging alive. He announced that Bahawalpur would be the next port of call on June 22 (Sunday).He demanded vote recount in NA-110, Sialkot-I, through thumb verification. He alleged rigging was done in the constituency which paved the way for Khwaja Muhammad Asif to win against PTI’s Usman Dar. He urged the judiciary to rise to the occasion and play a role in providing justice to the nation by taking note of engineered election results. “It is high time the supreme judiciary take notice of rigging and rid the country of the stigma the 2013 poll results brought in their wake,” he said. He said an independent election tribunal could be helpful in detecting the fraud. Demands vote recount on Sialkot seat Acknowledging the support of the people who had come out in droves in scorching sun, he said the masses were getting restless with every passing day due to many issues. Stalwarts like Makhdoom Javed Hashmi, former foreign minister Shah Mehmood Qureshi, Awami Muslim League President Sheikh Rashid and local PTI leaders and workers stood behind Imran who asked Prime Minister Nawaz Sharif to bring back $200 billion from Swiss accounts to pull the country out of the quagmire. Imran dispelled the impression that there was any threat to democracy due to his party’s ongoing campaign. The PTI, he said, stood for democracy and would safeguard the Constitution. He said the PML-N government had failed to go by its word and “broken all records of acquiring foreign loans in one year.” He said he would tax the rich after coming into power. The biggest problem Pakistan was facing was dynastic politics. “This is not democracy; this is monarchy,” he remarked. He once again accused the PML-N and Iftikhar Chaudhry of rigging the 2013 elections and called for action against them under Article 6. Today’s massive show had proved that Sialkot was a PTI fort, he said and added that people need food, shelter and clothes, and not metro trains. He said initiatives in Khyber Pakhtunkhwa would have positive results in the coming three months and the slogan of change would become a reality. The PTI chairman earlier had a word with reporters and assured the people that there was no plan to topple the elected government. Sheikh Rashid declared the National Assembly a “fake assembly” and said the budget brought no relief to people. He said the armed forces of Pakistan were being disgraced in the country. Nargis warns Lesco against outages

LAHORE: Water and Power Secretary Nargis Sethi on Saturday visited various grid stations and complaint centres of the Lahore Electric Supply Company (Lesco). At the grid stations, she checked power distribution and load management mechanism as per allocated quota of megawatts. Officials accompanying the secretary told Dawn she met consumers at complaint centres and sought their input for improving the system. "You must focus on loadshedding as per schedule and not divert electricity of any area to another in violation of government policy. Those found violating will be punished," a senior Lesco official quoted the secretary as warning officials in a meeting after her visit. The official said the secretary also issued similar instructions to CEOs of all distribution companies of the country through a video conference from Lesco headquarters. NTDC: The National Transmission and Dispatch Company (NTDC) claimed on Saturday to be implementing a six- to eight-hour loadshedding schedule through distribution companies across the country keeping in view a shortfall of 3,300MW. According to an NTDC report, total power demand and generation on Saturday (at 11am) was 17,000MW and 13,700MW, respectively. "Total generation included 4,900MW, 1,950MW and 6,850MW received to the national grid through hydel, thermal and independent power producers (IPPs), respectively," the report said. Six killed, 47 injured in a wave of road accidents across country

PESHAWAR/HUB/TOBA TEK SINGH: At least six people were killed and 47 others were injured on Sunday in separate incidents of road accidents throughout the country, DawnNews reported. At least five people were killed when a vehicle plunged into a ravine near Lower Dir’s Bandi Pull in Khyber Pakhtunkhwa province. Punjab One person was killed and 14 others were injured when a passenger bus overturned due to over-speeding in Toba Tek Singh. In another incident, at least eight people were injured when the driver lost control of a vehicle which capsized near Athara Hazari Chowk in Jhung district. Police personnel and rescue teams immediately reached the site of the incident and shifted the injured to a nearby hospital. Balochistan At least twenty-five people were injured when a passenger bus overturned on the Coastal Highway in Hub district of Balochistan province. According to Edhi sources, the passenger bus was travelling from Gawadar to Karachi when it lost control due to over-speeding. Police personnel and rescue teams immediately reached the site of the incident. The injured were shifted to Karachi. According to rescue sources, the victims included women and children. Pakistan has one of the world’s worst records for fatal traffic accidents, blamed on poor roads, badly maintained vehicles and reckless driving. In recent days, the country has witnessed a sharp rise in the number of such deadly accidents.

Nato oil tanker torched in Jaffarabad

QUETTA: Armed militants torched a tanker carrying fuel for Nato troops in Balochistan's Jaffarabad district on Sunday, police said. Noor Muhammad Bareech, a police officer, told Dawn.com that armed militants opened fire at a Nato tanker near Dera Allahyar. "The tanker caught fire after firing," he said. However, the driver and cleaner managed to escape unhurt from the spot. Bareech stated that two militants on a motorcycle attacked the tanker. He said the assailants also sped away on the motorcycle after the strike. The fire brigade was called to put off the roaring flames of fire. Police also reached the spot and investigation into the incident went underway. There was no immediate claim of responsibility for the attack. Militants have been targeting Nato supplies in Balochistan for more than seven years. Most of the Nato supplies were attacked in Bolan, Khuzdar, Kalat, Naseerabad, Quetta, Killa Abdullah and other areas of the militancy-hit province which is also rife with a separatist insurgency and sectarian violence.

Indian minister says rapes happen "accidentally"

NEW DELHI: A minister from Indian Prime Minister Narendra Modi's ruling party has said rapes happen “accidentally” in the latest controversial remarks by a politician amid renewed anger over attacks against women. Ramsevak Paikra, the home minister of central Chhattisgarh state who is responsible for law and order, said late on Saturday that rapes did not happen on purpose. “Such incidents (rapes) do not happen deliberately. These kind of incidents happen accidentally,” Paikra, of the Bharatiya Janata Party (BJP) which also rules at the national level, told reporters. Paikra, who was asked for his thoughts on the gang-rape and lynching of two girls in a neighbouring state, later said he had been misquoted. His original remarks were broadcast on television networks. The remarks come days after the home minister of the BJP-ruled Madhya Pradesh state said rapes were “sometimes right, sometimes wrong”. The minister, Babulal Gaur, gave the remarks on Thursday at a time of growing outrage over the gang-rape and murder of the girls, aged 12 and 14, in northern Uttar Pradesh state late last month. Modi, whose party came to power in a landslide election victory, has so far stayed silent over the rapes and has not addressed the politicians' comments. Uttar Pradesh Chief Minister Akhilesh Yadav faced severe criticism for his perceived insensitivity over the attacks on the low-caste girls, who were found hanging from a mango tree after being sexually assaulted multiple times. Yadav's father Mulayam Singh — leader of the Samajwadi Party — was also the target of public anger in April when he told an election rally that he opposed the recently introduced death penalty for gang-rapists, saying “boys make mistakes”. Women's groups have slammed the comments, saying they were evidence that politicians were unable to stem sexual violence because they lacked respect for India's women and were ignorant of the issues. Politicians also came under fire after the fatal gang-rape of a student on a moving bus in New Delhi in December 2012, a crime that angered the nation and shone a global spotlight on India's treatment of women. India brought in tougher rape laws last year after the Delhi attack, but they have failed to stem the tide of violence against women across the country. At the time, several politicians sought to blame tight jeans, short skirts and other Western influences for the country's rise in rapes, while the head of a village council pointed to chowmein which he claimed led to hormone imbalances among men.

No travel restrictions imposed on Altaf, says MQM party member

KARACHI: Muttahida Qaumi Movement (MQM) party chief Altaf Hussain’s bail conditions did not impose any travel restrictions on him, MQM leader Mustafa Azizabadi said in an interview with the British Broadcasting Corporation (BBC). Azizabadi said that the party supremo has no intention of recently visiting Pakistan. The MQM also said in a statement that “as the leader of a democratically elected party, Mr Hussain understands that this ongoing investigation is part of due process and completely normal...in a democratic country”. Altaf fully appreciated the MQM workers and sympathisers for staging peaceful protests across the country for him. Soon after his release, Altaf had addressed his party lawmakers and workers who were participating in a sit-in protest at Numaish Chowrangi against their leader’s arrest in London in a telephonic address. He had said: “I salute those who participated in the sit-in protest against my arrest. I will continue to fight for the truth until my last breath. I respect the British law and have complete trust in the British judicial system." MQM chief Hussain was released yesterday on bail, four days after he was arrested on the suspicion of money laundering by the London Metropolitan Police.
