Sindh Governor Dr. Ishratul Ebad Khan on Saturday resigne

KARACHI: Sindh Governor Dr. Ishratul Ebad Khan on Saturday resigned from his post over the concerns regarding the targeted operations against criminals in the Karachi, the financial hub of the country. The governor had flied off to Dubai with his family on late Friday night. The local media reported Ebad, the longest serving governor in the country’s history, had been stepped from from his post while a copy of his resignation had also been sent to the country’s president. The Muttahida Qaumi Movement (MQM) had expressed concerns over the operation being carried out against the criminals saying the operation a “political motivated”. Sources said that the MQM’s concerns over the targeted operation was the major reason behind his resignation. Ebad, appointed on December 27, 2002 in the ear of former military dictator Pervaiz Musharraf, was the youngest one to hold this post. London Fashion Week kicks off with burst of Turkish colour - September 13, 2013

LONDON: London Fashion Week got off to a colourful start on Friday with a sun-drenched trip to the Aegean Sea courtesy of Turkish designer Bora Aksu, who whisked trend-setters away from Britain's dreary autumn drizzle. Aksu hunted through childhood memories for inspiration for his new spring/summer 2014 collection, which heavily featured the colours of Turkey's traditional "evil eye" lucky amulet -- indigo, white and pale blue. "I felt that I wanted to re-ignite the passion coming from the rich culture and traditional artistry of Turkey that had inspired me in the first place." Sudden bursts of hot Mediterranean colour punctuated Aksu's show, including a bright golden-yellow skirt and a majestic floor-length fuchsia dress. Brilliant yellow also made an appearance in the catwalk show by Latvian-Israeli duo Fyodor Golan, but they went for a more urban, sporty look. Their new collection, dubbed "Electric Children", paired shorts, skirts and trousers with bras, sports jackets and sweatshirts as well as natty white patent shoes. Silky, transparent fabrics and feathers brought a touch of elegance to the duo's athletic designs. They kept the look young and fun, with one corset top seemingly stitched together from dozens of yellow smiley faces in a nod to the 1980s, while acid colours brought a hint of psychedelia to pleated dresses. For young South Korean designer J. JS Lee, minimalism reigned supreme. Monochrome and sharp silhouettes dominated her collection, broken up by blocks of pink and turquoise. Her models wore flat sandals with their hair side-parted in low ponytails. Bright red lipstick gave a flash of colour to a sober ensemble of black trousers with a white sleeveless blouse. Other designs played with geometry, such as a PVC dress in gingham print, and a checkered fine-knit sweater. Seen as the edgier sibling of Paris, Milan and New York, a total of 58 catwalk shows are crammed into London Fashion Week's five-day programme. The London event sees the biggest names in British fashion, including Burberry, Paul Smith and Vivienne Westwood, rub shoulders with up-and-coming designers such as Christopher Kane, Mary Katrantzou and Henry Holland. Brazilian designer Barbara Casasola is one of this year's newcomers to London Fashion Week, which will also feature new collections by Tom Ford and Stella McCartney for Adidas. London Fashion Week attracts more than 5,000 buyers and journalists and sees designers take in more than £100 million ($159 million, 120 million euros), according to its organisers, the British Fashion Council. Thousands of Morsi supporters rally in Egypt - September 14, 2013

CAIRO: Thousands of Mohamed Morsi's supporters rallied on Friday in Cairo against the military, as supporters and opponents of the deposed president clashed elsewhere in Egypt. The rallies come nearly a month after the August 14 crackdown by security forces on two pro-Morsi protest camps in Cairo that led to clashes in which hundreds of people were killed, the worst carnage in Egypt's recent history. "Either we recover their rights, or we die like them," protesters chanted of those who lost their lives in the crackdown, as they marched toward Rabaa al-Adawiya Square, the site of one of those camps. An AFP correspondent said soldiers used barbed wire to block roads to the square in the Nasr City district, with troops in helmets and carrying shields standing guard. Protesters chanted "Abdel Fattah is the butcher", referring to army chief Abdel Fattah al-Sisi, as they passed a government building guarded by soldiers. The protesters, including several in cars, carried flags bearing portraits of those killed in Rabaa al-Adawiya. They made a stop outside the apartment building of one of those killed, where his relatives had hung his picture outside a window. The man's mother told AFP he was killed when police broke up the Rabaa al-Adawiya camp. Morsi supporters also rallied in other parts of Egypt. Clashes between pro- and anti-Morsi demonstrators were reported in the Mediterranean city of Alexandria where one person was killed and five injured, state media said, adding that security forces arrested several protesters nationwide. State media and security sources said police fired tear gas when protesters clashed with opponents in the Nile Delta towns of Tanta and Mahalla, while three people were injured in the province of Bahaira. Friday's protests were called by the Anti-Coup Alliance, led by the Muslim Brotherhood to which Morsi belongs, under the slogan of "Loyalty to the Martyrs' Blood". The group has called for more protests to be held on Saturday. Morsi, the country's first democratically elected president, was ousted by the army on July 3 after massive protests demanding his resignation. The new military-installed authorities have since arrested more than 2,000 of his supporters. On Thursday, interim president Adly Mansour extended for another two months a state of emergency in force since the mid-August bloodshed, citing security concerns. (AFP)

US not expecting UN resolution on Syria to include use of force - September 14, 2013

WASHINGTON: The United States does not expect a UN Security Council resolution on Syria's chemical weapons to include a potential use of military force due to Russian opposition, senior Obama administration officials said on Friday. The officials, who briefed a group of reporters on condition of anonymity, said the United States would instead insist that the resolution include a range of consequences should Syria refuse to give up chemical weapons in a verifiable way. Those consequences could include increased sanctions, the official said. The United States wants to see progress with Russia and the United Nations toward a deal on disarming Syria of its chemical weapons over the next couple of weeks, the officials said. (REUTERS)

At least four dead in US consulate attack in Afghanistan


WASHINGTON: At least four Afghans were killed Friday in a Taliban suicide attack on the US consulate in the Afghan city of Herat, the State Department said Friday. There were no US casualties in the attack on Herat, a key business hub located in western Afghanistan near the border with Iran, deputy State Department spokeswoman Marie Harf told reporters. At least three Afghan guards and one interpreter were killed, Harf said. Earlier, Afghan officials had said one guard was dead and 18 other people wounded. Harf cautioned that the toll could still change. The consulate compound, in which US diplomats lived, was closed until further notice, and all US officials relocated to Kabul, she said. The attack began at about 5:30 am Friday when seven heavily armed Taliban fighters set off two car bombs and fired a rocket-propelled grenade at the consulate before engaging in a gun battle with security forces. "After a while, all of these suicide bombers get killed in the attack," Abdul Hameed Hameedi, the deputy security chief of Herat province, told AFP earlier in the day. Harf said the "consulate's interior compound was not breached." "Our security measures here were effective," she told reporters. The Taliban claimed responsibility for the attack. (AFP)

SSGC announces four days a week CNG closure in Sindh - September 14, 2013

KARACHI: Sui Southern Gas Company (SSGC) has announced four days a week Compressed Natural Gas (CNG) closure in Sindh including Karachi, Geo News reported. According to the new schedule issued by SSGC, CNG closures will occur for two periods of 48 hours each, starting next week. The CNG outlets will be shut at 8:00 AM on Tuesday September 17 and resume supply at 8:00 AM on Thursday September 19. In another 48 hours closure, the gas pumps will remain closed from 8:00 AM Friday September 20 to 8:00 AM Sunday September 22. Meanwhile, the transporters have rejected the decision of four days a week CNG closure.

The Chief Justice of Pakistan (CJP), Justice Iftikhar Mohammad Chaudhry, has taken a suo moto notice of the sexual molestation of a five-year-old girl. Sources said police have not succeeded to arrest the real culprits. Police said two teams are busy in search of the perpetrators.

22 suspects arrested during targeted op by Rangers - September 14, 2013

KARACHI: Rangers personnel arrested 22 suspects including extortionists during targeted operation in various areas of Karachi, Geo News reported. Rangers spokesman said the targeted action was taken in Sindbad Goth, Lasi Goth, Mekasa apartment, Pakhtunabad and near Lasbela chorangi. The paramilitary force also recovered arms from their possession. Those arrested included extortionists and political activists. CJP seeks immediate report on Lahore sexual assault case

The News 14 Sept 2013 LAHORE: The Chief Justice of Pakistan (CJP), Justice Iftikhar Mohammad Chaudhry, has taken a suo moto notice of the sexual molestation of a five-year-old girl, who was subjected to this brutality in Lahore on Friday, Geo News reported. The CJP has also ordered the Inspector General of Police (IGP) Punjab to submit a report on the case by tomorrow (Saturday) morning. The CJP took the notice of the incident after Geo News broke the news and followed it up throughout the day. According to details the girl was abducted and sexually assaulted and was dumped outside the Ganga Ram Hospital in a semi-conscious state. Later the girl was transferred to the Services Hospital where she remained in critical condition for several hours. A three-year-old was also abducted and later left at the child protection services by the criminals. The medical report of the minor confirmed that she was brutally sexually and physically assaulted. She required stitches on her stomach, back and had also received internal injuries. Following the crime, neighbours gathered at the house of the five-year old, while her father said that she could not say anything because of fear. Her mother cried out for the criminals to be held accountable. Four suspects have been arrested in connection with the case after Punjab Chief Minister Shahbaz Sharif took notice of the crime while an unregistered motorcycle was recovered from their possession. Police say they are identifying the criminal in the case via CCTV video from the Ganga Ram Hospital. Initial investigations reveal that he was on carrying the child on foot and is believed to be 18 years old.

New rules stall Pakistan gold imports after ban lifted

The News 13 Sept ISLAMABAD: Pakistan is unlikely to resume gold imports soon even though the government has lifted an outright ban imposed during August, as the new rules for buyers are too restrictive, the jewellery industry said on Thursday. Pakistan stopped all gold imports for August after purchases soared in the first half and topped $514 million in July alone - more than double what it bought in the first six months of 2012 - citing smuggling into neighbouring India. New Delhi has itself stopped short of a total ban but has a record 10 percent duty on imports and strict controls on buyers as it tries to rein in purchases which helped swell its current account deficit to a record 4.8 percent of GDP in 2012/13. India's July imports were $2.9 billion - just short of half last year's monthly average as the government measures took grip in the world's biggest buyer of bullion. Imports slumped to $0.65 billion in August but could pick up from September. Now, Pakistan has said imports must be turned around into jewellery and exported within 120 days and has more or less doubled the amount of value that must be added in manufacture. Sales must be officially recognised by legal authorities in importing countries and Pakistan missions there. Only 25 kilograms of precious metals - gold, silver and platinum - can be imported on a revolving basis and cannot be used in the domestic market. "In light of the new rules, the future prospects of the import/export business are quite bleak," said Mazhar Ali, chairman of the All Pakistan Gems Merchants and Jewelers Association which says it represents almost 100 percent of the gold industry. "Earlier it was a very simple procedure as only a contract letter was required for import," he added. Mazhar Ali said that since the outright ban was lifted at the end of August, there have been no new imports of gold and only the balance outstanding from old contracts before the ban have been released by customs. All gold imports to Pakistan are currently meant for making jewellery for export. Domestic demand is met by recycling, Mazhar Ali told Reuters. (Reuters)

The News 13 sept QALLAT: A man was killed and nine oil tankers, carrying supplies for NATO forces in neighboring Afghanistan, were destroyed in rocket attacks in Qallat district of Balochistan, Geo News reported Friday. According to reports, oil tankers caught fire when unknown militants targeted them with rockets. Police rushed to the area and launched a search operation. The deceased was truck driver whose identity was yet to be ascertained.

Karachi: CID police arrest alleged target killer in SITE

September 12, 2013 The News KARACHI: Crime Investigation Department (CID) Thursday claimed to have arrested an alleged target killer during a raid in SITE area of metropolis, Geo News reported. According to CID officials, the target killer, identified as Ejaz Gorchani, was wanted in different murder cases including one in which he along with his companion attacked on Chaudhary Aslam in 2007, killing two police personnel. Accused Ejaz Gorchani was said to be involved in the killing of Superintendent of Police (SP) Korangi, Shah Mohammad. CID officials further claimed that they also have recovered Kalashnikov, pistol and two hand grenades from possession of the accused.

Qaeda chief calls for US attacks, economic boycott

The News 13 Sept 2013 WASHINGTON: Al-Qaeda chief Ayman al-Zawahiri, in a speech marking the 12th anniversary of 9/11, called Thursday for attacks on the United States and a boycott of the world's largest economy. A summary and translated English excerpts of the roughly 72-minute address was made available by the SITE Intelligence Group. The speech was posted a day after America held ceremonies in honor of the nearly 3,000 people killed in the attacks of September 11, 2001. "We should bleed America economically by provoking it to continue in its massive expenditure on its security, for the weak point of America is its economy, which has already begun to stagger due to the military and security expenditure," Zawahiri said according to the SITE translation. "And keeping America in tension and anticipation only costs a few disparate attacks here and there, meaning as we defeated it in the gang warfare in Somalia, Yemen, Iraq and Afghanistan, so we should follow it with that war on its own land," he added. Zawahiri went on to say that these strikes could be "done by one brother or a few of the brothers" and that it was worth waiting for the right moment in order to mount a large-scale attack. "With these strikes, we must monitor and lie in wait and seize any opportunity to land a large strike on it, even if it takes years of patience for this," he said. Zawahiri also referenced the twin bomb blasts at the Boston marathon in April that left three dead and scores wounded and maimed. (AFP)

Mariana Baabar Friday, September 13, 2013 The News ISLAMABAD: For the first time since the Nawaz Sharif-led government took over, the Ministry of Foreign Affairs announced that it had initiated ‘necessary’ work to take up the issue of illegal US drone strikes at the United Nations. “The All Parties Conference (APC) has recommended that the federal government may consider the possibility of taking the drones issue to the United Nations. We have initiated the necessary work in this regard in consultation with our missions in Geneva and New York. The position of the Government of Pakistan on drone strikes is principled and clear. Drone strikes violate our sovereignty and international law and they are also counter-productive,” spokesman at the Foreign Office announced at the weekly media briefing. In the backdrop, Masood Khan, Pakistan’s permanent envoy at the United Nations, was recently in Islamabad for consultations and this was one issue that was discussed threadbare during internal meetings, The News understands. “An international debate is now well underway on the humanitarian and human rights implications of the drone strikes as well as their legitimacy and effectiveness. The Foreign Ministry will be taking all possible steps to implement the recommendations of the APC in the most-effective manner,” the spokesman said. To several queries, he reiterated that there had been no agreement on the use of drone strikes inside Pakistan and the government continues to see these strikes as a violation of Pakistan’s sovereignty and a violation of international law. However, to a query, the spokesman refrained from identifying the country whose airbases are being used to carry out these strikes. Meanwhile, the FO had no answer when asked under what law the Afghan Taliban were detained and again what legal process if any was used to release them. As the spokesman passed on the query to the Interior Ministry, he clarified that the continuous release of the Taliban was in response to demands from ‘various’ quarters, including the Afghan High Peace Council, and Pakistan acted to support the Afghan reconciliation process. “The philosophy is very clear. Pakistan believes that reconciliation in Afghanistan will be facilitated by participation of all stakeholders in an Afghan-led process. The release of the Taliban detainees by us should be seen in that spirit,” he said.However, he said Pakistan did not keep track of the released Taliban and he had no idea where they went next. APP adds: The FO spokesman said so far Pakistan had released 33 Taliban prisoners and announced the release of Mullah Baradar. He, however, said he did not have any knowledge about the total Afghan detainees in Pakistan. The spokesman said the Pakistan government was in touch with the concerned authorities in Afghanistan and the United States on the release of Taliban prisoners. To a question, the spokesman said Pakistan will not interfere in internal affairs of Afghanistan and extend all-out support and assistance for the success of reconciliation process there. “We support a political solution that is Afghan owned and Afghan led and ready to extend full support for it.” On Pakistan-India relations, the spokesman said Adviser on Foreign Affairs and National Security Sartaj Aziz will hold talks with Indian External Affairs Minister Salman Khurshid in Kyrgyzstan on the sidelines of the Shanghai Cooperation Organisation Summit. He said both the leaders will discuss the bilateral relations. About the proposed meeting between Prime Minister Nawaz Sharif and his Indian counterpart Manmohan Singh in New York later this month on the sidelines of the UN General Assembly session, he said both the governments are in touch to work out dates for this meeting. He said this meeting will provide an excellent opportunity to the two sides to discuss matters of mutual interest.The spokesman said Prime Minister Nawaz Sharif was also undertaking a three-day visit to Turkey from Monday. The spokesman said the news regarding discussion by Nawaz Sharif with the Turkish leadership on the issue of shifting the Taliban office from Doha to Turkey were baseless and speculative.Expressing concern over the loss of innocent lives in Syria, the spokesman said Pakistan demands an all-inclusive political dialogue to find a solution to the issue.

MQM says it has no control over emotions of activists following Altaf’s speeches

LONDON: The Muttahida Qaumi Movement (MQM) has said that it has no control over how the party activists react – violently or peacefully – after the speeches made by its London-based leader Altaf Hussain, who is being investigated by Scotland Yard after allegations were made that Hussain is responsible for inciting violence in Karachi. In a news article titled “Feared in Karachi, living in London: man who runs his party ‘like a cult’”, The Times said on Thursday that the MQM has been described as “a mafia and a cult” which has been accused of “maintaining control of the mega city through a lethal cocktail of extortion, killings and intimidation”. MQM leader Senator Nasreen Jalil was quoted as saying by the paper that how people react after Hussain’s speeches is not the party’s responsibility. “How people feel about it emotionally, we are not able to control that.” She told the newspaper: “He sings, he acts, he cries, he laughs, people move with him. The way he feels about things so passionately, that is his strength.” When asked about the widely-held allegation that the MQM runs an armed wing to intimidate its opponents, Nasreen Jalil didn’t deny the existence of the armed wing. However, she said that the party felt it needed to defend itself. “I don’t know about the armed wing, but definitely we need to protect ourselves.” But the paper said a youth worker of party said that “he was given a gun to intimidate opponents”.The paper said: “The confession is a rare admission of the existence of the armed wing of the MQM, which has helped to maintain the party’s grip.” The paper said that the MQM’s venerated leader Altaf Hussain was granted British citizenship in 2002 – “a year after writing to Tony Blair offering MQM’s help in the battle against Islamic militants in Karachi, where the party is accused of violent intimidation of opponents”. The MQM leader has denied that he ever incited violence but the Karachi based liberal party has for long been associated with using violent tactics against its opponents, which the party denies. The MQM told the paper that Altaf Hussain was cooperating with the Scotland Yard “as a witness only” in the murder investigation of Dr Imran Farooq, former senior MQM leader who was killed in Edgware outside his home three years ago. The paper said that in spite of the party’s reputation Mr Hussain’s supporters “adore him as an ideologue and spiritual leader, and say his movement is battling local Islamism”. The paper said that the MQM’s student wing - the All Pakistan Muttahida Students’ Organisation (APMSO) - demands three promises from new recruits: “blind faith in the party leader; to destroy one’s ego to become a better worker; and to strive for mutual co-operation within the party”. The paper said those who choose to leave the MQM are “forced into hiding”. It quoted an ex-party affiliate as saying that “loyalty is the biggest part” of the MQM politics and said that the ex party member had a “bruise under his eye” which was a reminder “that the party was still watching”.

Pakistan’s economic growth could be worse, warns IMF

The News 13 Sept SLAMABAD: The International Monetary Fund (IMF) warned Pakistan on Thursday that economic growth could be worse than expected next year due to strict austerity measures built into a $6.7 billion rescue loan. Pakistan is in the grip of its worst energy crisis in modern history which causes power outages up to 20 hours in parts of the country and has hammered industrial output. During the last five years, GDP has averaged only three percent, far short of the seven percent considered necessary to lift the country out of poverty and fully absorb the growing labour force. Central bank reserves have fallen to $6 billion, down from $14.78 billion in fiscal year 2010-11 and are enough only to cover imports for one and a half months. On September 5, the IMF agreed to extend Pakistan a three-year $6.7 billion loan, making an initial disbursement of $540 million available to the authorities. The loan is aimed at reducing Pakistan’s fiscal deficit — which neared nine percent of the gross domestic product last year — to a more sustainablelevel and reform the energy sector to help resolve severe power cuts that have sapped growth potential.But future disbursements are dependent on the completion of tough economic reforms measured at quarterly reviews. In Pakistan, a country of 180 million people, only around 250,000 people pay income tax and agriculture, which still accounts for 50 percent of the economy, is totally exempt.To repair the economy, Prime Minister Nawaz Sharif has promised to widen the tax base, improve the image of paying taxes and limit corruption. The IMF said his budget for the fiscal year to June 30, 2014 represented an important initial step but cautioned that a more efficient and equitable tax system was needed.Austerity will also push down growth. Before Thursday, the IMF predicted growth of 3.5 percent of GDP but revised that down to 2.5 percent if the necessary reforms were implemented. In announcing the loan, the IMF said Pakistan’s adherence to the programme would likely encourage financial support from other donors. The Asian Development Bank (ADB) has this week announced that it will invest $245 million in Pakistan’s power distribution systems.

Meanwhile, the Sindh government has made up its mind to get necessary legislation passed from the provincial assembly for preventing forcible calls for shutter-down protests in the future so that concerned public did not face any hardship in continuance of their necessary socio-economic activities.

PM gives go-ahead to privatise PIA 26pc shares of national flag carrier to be sold; Nawaz calls for initiating schemes for poor, youth

The News 09 September 2013 ISLAMABAD: Prime Minister Nawaz Sharif on Thursday gave go-ahead to privatise the Pakistan International Airlines (PIA) in “an open and transparent manner to make it competitive and service-oriented”. According to the plan, 26 percent shares of the national flag carrier will be sold. The prime minister directed the Ministry of Privatisation and Civil Aviation Division to initiate the process of privatisation, ensuring complete transparency, adherence to all relevant formalities and guidelines of the superior courts. This would not only help provide the people with quality service, but also improve the overall image of the national flag carrier locally and internationally, said an official press release. The prime minister gave these directions while chairing a meeting on PIA at the Prime Minister’s Office. Nawaz said the government was fully committed to reforming and restructuring all ailing state enterprises. He also directed the PIA management to focus on their operational efficiency, cut down their wasteful expenses and promote qualified professionals to compete modern day environment in the air transport industry. Earlier, while reviewing the performance of PIA, the PM expressed his deep concern over the mismanagement in its affairs and was saddened to observe that the airline had not come up to the expectations of the people. The premier was also briefed about the problems and issues confronting the PIA, such as its declining service standards, lack of reliability and punctuality, pilferages, lack of quality manpower, training and job rotation, ageing fleet, over-staffing and high loans resulting in heavy financial cost. He directed the PIA management to cut down its losses in the short term, in order to make it a viable entity for privatisation. The prime minister also directed that all the policy decisions to revitalise the public sector organisations would be made by its board of governors. The premier directed to ensure full transparency in the decision-making process to protect public interests.The meeting was attended by Finance Minister Ishaq Dar, Information Minister Pervez Rashid, Petroleum Minister Shahid Khaqan Abbasi and other senior officials. – Our correspondent adds: Prime Minister Nawaz Sharif said that promises made during the election campaign with the youth and low-income groups of the society would be fulfilled and directed officials to initiate programmes and schemes targeting the lower strata of the society and youth, especially the educated, at the earliest. The PM gave these directions while chairing a meeting at the PM’s Office. The meeting was told that both the Prime Minister’s MicroFinance Scheme and Prime Minister’s Scheme for Small Business Loans would be directed towards the poor sections of the society. It is through these schemes that small loans will be given to the poor for business and this they would have to repay in a period of five to seven years. The meeting was told that almost 100,000 people would benefit from this scheme. Under the Youth Training Programme, qualified youth, both from the public and private sector universities and colleges, will be selected for internships. The prime minister emphasised on the inclusion of qualified youth from Fata and Balochistan in this programme. Under the Youth Skills Development Programme, skills will be imparted to the youth, which would help them in obtaining better jobs. Besides, the PM directed to initiate the PM’s laptop scheme at the federal level. He also directed that a scheme for poor students by the name of Prime Minister’s Scheme for Reimbursement of Fee for Less-Privileged be initiated so that no one remained without education because of financial reasons. He directed to initiate low-cost housing programme for the poor. He directed that in order to ensure transparency, merit and fair play, independent experts and relevant professionals be included in the committees tasked to execute these schemes.

US arms experts going with Kerry to meet Russians

The News WASHINGTON: A team of US arms experts will accompany Secretary of State John Kerry to Geneva to meet with Russian counterparts for high-stakes talks on Syria's chemical weapons, a US official said Wednesday. Kerry is set to meet his Russian counterpart Sergei Lavrov first on Thursday, but officials said the talks could stretch into Saturday. Russia said Wednesday it had given the US its plan to put Syria's chemical weapons under international control amid hopes of a diplomatic solution to the crisis triggered by an alleged gas attack near Damascus last month. The move came a day after threatened US-led strikes against President Bashar al-Assad's regime were put on hold in response to Russia's offer to oversee Syria giving up its arsenal. Kerry and Lavrov are expected to closely examine the Russian proposal, but State Department spokeswoman Jen Psaki said that so far Moscow had "put forward ideas" rather than a "lengthy package," adding there were still "components that need to be worked out." "We certainly know that there are challenges. There are potentially a large amount of chemical weapons in Syria's stockpile," Psaki said. So the United States and Russia would have to "figure out how to make the destruction effort logistically and technically possible." Kerry will also meet with the UN-Arab League special envoy on Syria, Lakhdar Brahimi, during his visit to Geneva, Psaki added. President Barack Obama has dispatched Kerry to Geneva, after Syrian officials appeared to welcome the Russian proposal to rein in its chemical weapons. Acknowledging for the first time the existence of Syria's chemical weapons, Syrian Foreign Minister Walid al-Muallem said Damascus would be prepared to join the international convention on banning such arms. "Over the last 48 hours... the credible threat of US military action has created a diplomatic opportunity to remove the threat of chemical weapons in Syria without the use of force," Psaki said. Kerry was to head to Geneva later Tuesday "not only to meet with Foreign Minister Lavrov, but we will also be bringing a team of experts to meet with their team of experts," she told reporters. Washington wanted to "hear from the Russians about the modalities of their ideas that they have put forward and to assess whether they meet our requirements" for the disposal of Syria's chemical weapons, she said. "Our goal here is to test the seriousness of this proposal, to talk about the specifics of how this would get done, what are the mechanics of identifying, verifying, securing and ultimately destroying the chemical weapons." But she stressed the path forward would require "willingness from both sides." There were currently no plans for Kerry to meet with Muallem, she added.(AFP)

Strikes could worsen Syria sectarian violence: Ban

The News SAINT PETERSBURG: UN chief Ban Ki-moon made an impassioned plea Friday against military action in Syria, warning that it could spark further sectarian violence in a country already suffering from a humanitarian crisis "unprecedented" in recent history. Speaking at a humanitarian meeting hosted by Britain on the sidelines of the G20 summit, Ban called on world powers to put aside their differences over the Syrian conflict, and to take concerted action to get desperately needed aid to the population. "I must warn that ill-considered military action could cause serious and tragic consequences, and with an increased threat of further sectarian violence," Ban said. About third of Syria's pre-war 20.8 million population has fled abroad or have been forced from their homes during the popular uprising against President Bashar al-Assad's regime which is now in its third year, UN refugee agency data showed. "This is a humanitarian crisis of unprecedented proportions in recent history," Ban said. But "as as some flee the country, others dig in to fight," Ban said, pointing to the need therefore to "avoid further militarisation of the conflict and revitalise the search for a political settlement instead." With a political solution proving elusive as world leaders dig in their heels over their entrenched positions, Ban called for unity in securing humanitarian aid for the population. A funding shortage was also threatening to leave refugees in neighbouring countries with no food, he said, adding that stocks would run out within days in Lebanon and within two weeks in Jordan. "The world must do everything within its powers to stop the suffering of the Syrian people. Let us use this united recognition of the problem as our starting point for focused and positive action," he said. "Your support in exercising leverage on all parties to facilitate humanitarian access is critical."

Warship with 'special cargo' sent by Russia toward Syria: navy source

The News MOSCOW: A Russian warship carrying "special cargo" will be dispatched toward Syria, a navy source said on Friday, as the Kremlin beefs up its presence in the region ahead of possible US strikes against the Damascus regime. The large landing ship Nikolai Filchenkov will on Friday leave the Ukrainian port city of Sevastopol for the Russian Black Sea port of Novorossiisk, from where it will head to Syria's coast, the Interfax news agency quoted a source from the Saint Petersburg-based central naval command as saying. "The ship will make call in Novorossiisk, where it will take on board special cargo and set off for the designated area of its combat duty in the eastern Mediterranean," the source said. The source did not specify the nature of the cargo. Russia has kept a constant presence in the eastern Mediterranean during the Syrian crisis. In recent days Russia has made steps to beef up its naval grouping in the region. The Russian destroyer Smetlivy will soon join the group in the region as well as the destroyer Nastoichivy, Interfax has said. The anti-submarine ship Admiral Panteleyev has already entered its zone of operation as the flagship of the current rotation of the Mediterranean grouping, a military source has told the news agency. Already in place in the eastern Mediterranean are the frigate Neustrashimy, as well as the landing ships Alexander Shabalin, the Admiral Nevelsky and the Peresvet. They are expected to be joined by the large landing ships Novocherkassk and Minsk and the missile cruiser Moskva. The reconnaissance ship Priazovye is also on its way to join the group. The US already has a strong naval presence in the region and any US military action against Syria is widely expected to be launched from the sea.

The 30-second ad paid for by the liberal activist group MoveOn.org says the U.S. didn't set out to spend eight years at war in Iraq and a decade in Afghanistan and predicts the same thing will happen if Congress approves military action in Syria. The ad concludes by telling Congress, ``Don't lead us down this road again.'' Viewers are urged to call Congress to voice opposition. MoveOn says the ad will air this week on MSNBC, with a heavier rotation around Obama's address to the nation on Tuesday night. The group is spending in the ``mid five figures'' to air the ad.

Why governor’s rule is a must for Karachi operation Viewpoint

The News WASHINGTON: The Karachi operation flight has hit the brick wall before it could even reach the runway for a take off. One arrest of an ex-MPA of MQM and half of Sindh was shut down with threats and protest drums already beating on high notes. The dynamics of the Karachi power politics and control of war zones by war lords and their units is so complicated, it just appears impossible that the people who are to be targeted should be given the charge of running the operation themselves. With the city shut on Wednesday because one former MPA was booked, no big gun can be touched risking similar shutdowns. Some hard ground realities can be summed up briefly as: - The vast areas to be targeted are MQM controlled. So, it is inevitable that MQM leaders, sector commanders and others will come into the net, rightly or by accident. The MQM would not allow it. - PPP in Lyari and at other places is to be targeted, but the PPP government will not allow it. - Since police are deeply politicised, with men from the PPP and MQM proliferating at all levels, they will be a major blockade and not a helping hand in any operation by the Rangers or the Pakistan Army. This is not going to change any time soon. - As some of the militants are heavily armed with rocket launchers, suicide jackets, latest weaponry et al, a full-fledged army action may be needed in places. That would need full powers, autonomy and control without any political or government intervention. That appears hard to get in the present circumstances. - During and after the APC presided over by Prime Minister Nawaz Sharif in Karachi, reservations expressed by Chief Minister Qaim Ali Shah had sent instant messages that the PPP would not let anyone have a free hand in the operation. If the Captain of the team, nominated by the PM is not ready to play an unbiased game, without any likes or dislikes, the whole operation becomes a non-starter. - Smaller groups and gangs and mafias who have come to Karachi from other places are likely to disappear for the period when the operation is going on. So the Afghans, Taliban, al-Qaeda, non-Pakhtoon visitors will lie low and not get cleaned up. That would make the operation look more targeted against Karachi-based parties and organisations. It will not solve the problem until better control is exercised over who is coming in and going out of the city. That may need more powers, resources and personnel. Given all these key factors, and many others as well, carrying out the operation with the existing government, officials like the chief secretary and IG Police already declared unfit by the PM and the political setup in tact will almost be impossible, a waste of time so to say. Thus a suspension of the political setup and the provincial government may be needed if practical results are to be achieved. Imposing Federal Rule for a constitutionally allowed period, to start with, can only do that. Before the Rangers and then the Army get involved and face casualties, Nawaz Sharif will have to decide whether he will suspend the Sindh Assembly, impose Governor’s Rule, remove the governor, replace the officials he has already said were not competent to handle Karachi and then order the Rangers and Army to go ahead and clean up the mess. The longer this action is delayed, the messier it may be to achieve peace and end violence. The political cost may also multiply. If this is not done, failure of such a major initiative will make the Federal Government look like helpless in handling Karachi. That would be a recipe for total disaster and chaos.

The News ISLAMABAD: On the direction of Prime Minister Nawaz Sharif, the CDA is presently working day and night on an estimated US$12 billion “dream project” that includes building a twin capital across the Margalla Hills, connecting the twins with a tunnel and copying Dubai’s Shaikh Zayed Avenue, a major business and tourist attraction, writes Ansar Abbasi. Official sources revealed that the construction of two ring roads in Rawalpindi-Islamabad and a new airport at Rawat, Rawalpindi, are also part of this mega project which, as soon as finalised, would be announced by the prime minister himself. The recent story of The News talking about the CDA’s campaign to acquire 25,000 acres of land for the establishment of an “Economic Zone and Multipurpose Zone”, is also part of the same mega project. The sources said that the incumbent chairman CDA had been asked by the prime minister to work on this project on a war footing to ensure that this huge project materialises at the earliest. Talking about the salient features of the project, these sources said that there was a proposal to build a new Islamabad across the Margalla Hills and then connect both the new Islamabad and the old Islamabad through a tunnel. The Islamabad Highway starting from the Blue Area to Rawat would be widened to eight to 10 lanes with commercial multistoreyed buildings on both sides as is the case of Dubai’s Shaikh Zayed Road. The new international airport would be built at Rawat. It would also be connected with the Lahore-Islamabad Motorway. The sources said that the government expects to earn billions of dollars by offering commercial plots on both sides of the proposed widened Islamabad Highway, which would serve as key economic and multipurpose zone. Similarly, it is expected that the new Islamabad plots would also earn billions of dollars. The sources said that foreign investors, particularly the overseas Pakistanis, would be wooed to invest in this project. of Rawalpindi and Islamabad two ring roads are also proposed to be constructed. This huge project would be implemented through a limited company- Pakistan Avenue Development Company- recently approved by the CDA Board.The CDA has started acquiring 25,000 acres, almost equal to 42 villages of Rawalpindi, for the establishment of “Economic Zone and Multipurpose Zone at public expense,” which as reported by The News recently would cost more than Rs70 billion to the civic authority. For the same purpose the Punjab government also issued a notification on August 15, 2013, stating: “Office of the Collector of District Rawalpindi. Notification u/s 4 of The Land Acquisition Act 1984. Whereas it appears to the collector of District Rawalpindi that land is likely to be taken by the Capital Development Authority (Chairman’s Secretariat), Islamabad, through its company—“Pakistan Avenue Development Limited”— for public purpose, namely, for the Establishment of Economic and Multi-purpose Zone at public expense. It is hereby notified that the land described below is likely to be acquired for the said purpose.”The collector of District Rawalpindi has already authorised survey of the land and other necessary acts required for the proper execution of this work.

The News KARACHI/HYDERABAD: Protests and shutdowns were observed in Karachi, Hyderabad and other parts of Sindh on Wednesday against the arrest of former Muttahida Qaumi Movement (MQM) MPA Nadeem Hashmi. The protests and acts of violence forced schools and business centres to close while transport remained off the roads.Former MQM MPA Nadeem Hashmi was arrested late on Tuesday night over his suspected involvement in the murder of two policemen in the North Nazimabad area on Tuesday night and was subsequently shifted to the Pirabad police station. Reports say Hashmi is accused of firing at a police mobile in the Haideri area on Tuesday in which the two policemen were killed.Similarly, the situation in Hyderabad, Sukkur, Khairpur and some other cities of Sindh also remained tense as markets, shops and schools were partially closed down and traffic was thin.Rangers personnel patrolled the streets of Hyderabad and searched vehicles and pedestrians in the city.

MQM slams arrest of Ex-MPA, Karachi operation

The News ISLAMABAD: The Muttahida Qaumi Movement (MQM) took exception to the arrest of its former MPA, Nadeem Hashmi and alleged that the ongoing operation against criminals was directed at the party. Addressing a press conference on Wednesday, MQM leader Haider Abbas Rivi said that the Rangers and police were reluctant to take action when criminal activities like kidnapping of traders and hand grenade attacks were taking place in the city. He said that the MQM had demanded action under the supervision of the Pakistan Army against terrorists, gang-war criminals and extortionists but hundreds of citizens and dozens of MQM activists were arrested by the law enforcement agencies. He said that the operation was focused on MQM dominated areas including Malir, Landhi, Nazimabad, North Karachi and FB area. He said that Nadeem Hashmi, who was arrested last night, was 50 year old engineer but the police accused him of attacking a police mobile. Rizvi said that the MQM had asked the prime minister and interior minister to order a probe into the arrests and raids being carried out in the city. He also raised the question as to why operation was not launched against Taliban militants holed up Al-Asif Square and Peoples Aman Committee (PAC) chief Uzair Jan and his comrades. He asked as to how PAC chief left the country despite the issuance of a court’s non-bailable arrest warrants against him and his associates. “Criminals are escaping from the country while raids are being conducted at the houses of innocent citizens,” Rizvi said, adding that the MQM will not support criminals hiding within its ranks. The MQM leader also asked why action was not taken in Lyari where people were brutally murdered and Kattchi community was forced to migrate to other areas.

Pak army rejects reports or prisoner swap with Taliban: ISPR

The News RAWALPAINDI: The Pakistan Army has rejected a news report of a prisoner swap with the Taliban. A foreign news agency had reported that the Pakistan army and Tehreek-e-Taliban Pakistan (TTP) exchanged prisoners on Wednesday. The report stated that the exchange included six TTP militants and two paramilitary Frontier Corps soldiers. In a statement, the ISPR said neither FC soldiers nor militants had been released.

Daily News Report 11 sept 2013 ISLAMABAD: Interior Minister Chaudhary Nisar on Tuesday said a dictator had sent the army to Fata under foreign pressure. He said the PML-N government had worked out a framework for talks with the Tehreek-e-Taliban Pakistan (TTP) but the federal government was waiting for suggestions and opinions from the provinces. He said negotiations with the Taliban will be held in a dignified way in the national interest. The minister said the Taliban had welcomed the government’s offer to hold a dialogue, which is a good gesture. He was addressing a media conference at the Punjab House to highlight the outcome of the All Parties Conference (APC).“A framework of negotiation with the TTP has been prepared under the government’s umbrella but we cannot expose it at this stage,” Nisar said. “Let the demands come from the other side but there is no need for a quick fix in the process of negotiation,” he said adding it was premature to say who would lead either side. “We have to decide on one option: fight or negotiate. If we come to a dialogue, we have to do it with complete sincerity and if we hurl threats at the otherdialogue, peace process will be sabotaged,” Nisar said. He said media and political parties will be taken into confidence in finalisation of the framework.The APC was a remarkable achievement of the democratic forces, Nisar said. “All the parliamentary leaders belonging to different political parties were on the same page with regard to national interests. No personal or party agendas were pushed during the meeting,” he maintained. The interior minister said if political leaders continued to join hands for national interest, security situation would improve by leaps and bounds.He said the APC did not decide to hold talks with the Taliban to pave way for a military operation, nor was it being conducted on any foreign pressure. “The choice of negotiation with Taliban is Pakistan’s home-made decision, not imposed from any other side,” the minister said. He said that the military leadership presented their viewpoint clearly and openly. The government has not yet started any formal dialogue with Taliban, Nisar averred. “A framework for talks is ready but I cannot disclose its details now,” he maintained. Nisar also clarified that a news story claiming that Chief of the Army Staff (COAS) Gen Ashfaq Parvez Kayani had, during the meeting, said that certain ‘journalists’ were trying to create misunderstandings, was baseless, adding that he didn’t listen the ward ‘journalist’ during his talk. “The army chief never used the word ‘journalist’,” said the interior minister. Nisar asked media of maintaining caution while airing news involving national issues like negotiations with Tehreek-e-Taliban Pakistan (TTP). A misreport or negative news can sabotage the dialogues, he said, while a positive one can help the situation. Media will have to show more responsibility, as it could play vital role in the success of the negotiations. “We should examine reasons behind terrorism,” Nisar said. He said there war no terrorism till 2004 but it was unleashed post 9/11 following a ‘wrong decision from a dictator’, causing carnage in the country. Thousands of army men and civilians were killed in terrorism, he said. “It was blowback of 9/11 when the foreign forces attacked Afghanistan, while, no Pakistani or Afghan was involved in 9/11 episode,” Nisar said. Some media sections were of the view that strong steps should be taken against terrorist outfits, which could be right as thousands of innocent people had killed by the terrorists, Nisar said adding, “We should not ignore victims of drone attacks in Northern Areas in which hundreds of innocent children, woman and elderly people have been killed.” The interior minister said that it was easy for government to hurl threat to terrorist outfits but it was not solution of the chronic issue. He said, “We have to explore the way to pull the country out from terrorism and maintain peace. Negotiation is the best solution as violence begets violence.” “Some forces want to sabotage peace process in the region and are active against harmony but political and military forces showing consensus on negotiation with TTP, conveyed them message that we are one nation and believe in peace,” Nisar said. Commenting on the situation in Karachi, the interior minister claimed that there had been a marked improvement in the city during the last few days. He said that Karachi operation was led by Rangers. He said Rangers have conducted 74 intelligence-led targeted operations during the last five days and held at least 158 suspects, recovered 111 heavy weapons and 1862 ammunitions of different calibers. General holdups, snap-checking, and targeted raids were conducted on credible tip-offs, he said. “The suspects include extortionists, target-killers, street-criminals, etc. A large number of them admitted having affiliations with different political parties,” Nisar said. The police have arrested 516 gangsters involved in street crimes. “Downward trend in crimes was found during the last five days,” Nisar said. Responding to a question regarding peace in Baluchistan, the minister said chief minister Baluchistan has been authorised to arrange dialogues with the ‘other party’, adding that APC on Baluchistan issue would also be held in near future. He said extortion collection in Sabzi Mnadi of Islamabad was a wrong perception and the media misquoted the IGP’s statement. He said it was the matter of providing security to shopkeepers and venders, however, solution of the issue has been sought out. Earlier, Nisar passed the direction that the Ministry of Interior shall observe seven-day working week, in view of the security situation prevalent in the country. Although since he took over as the interior minister, the ministry has been working seven days a week but formal orders to this effect have been passed now. Senior officers and their subordinates are required to work on rotational basis to prevent wearing out and fatigue. Duty roster has been approved and administration wing has also been directed to provide every possible facility in this regard.

Senate body opposes electricity import from India Presses need to generate cheap energy

ISLAMABAD: Senate Standing Committee on Water and Power Tuesday opposed the government’s plan of importing electricity from India and urged it to exploit own local water resources and expedite work on on-going hydropower projects to produce cheaper electricity. It took notice of bureaucracy’s ‘misleading’ the government through wrong information. The committee which met here with Senator Zahid Khan in the chair said that the US and Chinese companies have caused the national exchequer losses of billions of rupees, as they have backtracked their contract on Lakhra power project on pretext of technical faults. It summoned Secretary Mines, Power and Coal, Sindh, in the next meeting to provide details on the contract and action taken by the government against foreign companies for the project failure. The committee recommended that indigenous resources should be utilised for power generation, instead of importing electricity from India. Instead of importing electricity from India, the same fund should be spent on hydropower projects to get cheap power, the committee recommended. The committee took briefing from National Transmission and Dispatch Company (NTDC) on electricity import from India. It told to the committee that NTDC had no knowledge about $1.5 billion aid given by the World Bank for the purpose. It, however, said that $100 million has been earmarked by the Bank for the purpose, but the loan agreement has not yet been signed. Besides, the NTDC informed the committee that the price for the import of power from India had not been decided yet and that India preferred to export DC (direct current) electricity, which was costly. As a first step, it was told, an interaction was planned to be built between Amritsar and Lahore through 400 or 500 KV DC line.Additional secretary of the Ministry of Water and Power also disclosed that a company, Fateh Group, is mining on 8000 acres of government’s land in Jamshoro and extracting precious coal and selling it in the market to seven private factories. He also briefed the committee about the background of leasing of Lakhra Power Plant. He said in 2001, it was decided that the Sindh government should take necessary action to privatise Lakhra plant in consultation with Water and Power Development Authority (Wapda). It was told that Wapda has asked interested parties to submit their proposals, however, the matter was sub judice as the Supreme Court had set aside the decision of Sindh High Court and also transaction of leasing. After the SC decision, if the government decides to rehabilitate FBC Power Station Lakhra, then after refurbishment, two units will generate at least 80 MW at a time while the third will be on maintenance/stand by and boiler cleaning cost of units in thermal power plants, said the additional secretary. The meeting was attended by Moula Baksh Chandio, Senator Khalida Parveen and Senator Shahi Syed besides officials of the ministry of water and power and other relevant officials.

Strike threat fades as Syria agrees to hand over chemical weapons


MOSCOW: The looming threat of a strike on Syria faded on Tuesday as it said it had accepted a Russian proposal to hand over its chemical weapons to avert military strikes, as France kept up the pressure with a UN resolution threatening force if the regime failed to comply. The surprise initiative from President Bashar al-Assad’s key ally has been welcomed around the world, albeit cautiously in some quarters, including by President Barack Obama who said it could “potentially be a significant breakthrough.” Only the opposition fighting Assad’s regime for control of Syria openly denounced the Russian idea, describing it as a political manoeuvre that would waste time and cause more deaths.Russian Foreign Minister Sergei Lavrov unexpectedly raised the proposal on Monday after meeting his Syrian counterpart Walid al-Muallem, setting off a dizzying flurry of diplomatic manoeuvres around the world as leaders scrambled to respond to the gesture. “Already (Monday) in the evening we agreed with the Russian initiative,” Muallem said on the second day of his visit to Moscow, saying the move would “knock the chair from under the legs of the American aggression”. Russia hopes the plan — which calls on Damascus to place chemical weapons under international control and have them destroyed — could avert threatened US military action as retribution for a chemical weapons attack outside Damascus on August 21 which the West blames on the regime. “The Syrian leadership, in accepting the initiative, was acting out of its belief in Russia’s effort to prevent aggression,” Muallem was quoted as saying by Russian news agencies.But Syria’s top diplomat, whose comments were provide any details on how Syria might implement the plan. Lavrov said Tuesday that Moscow was “literally right now, in these minutes” in talks with Damascus to develop a “concrete plan” for the Syrian regime to hand over its chemical weapons. Meanwhile France, which has said it will join the United States in military action, said it planned to present an ultimatum to the UN Security Council demanding Syria place the weapons under international control — or face the use of force. French Foreign Minister Laurent Fabius said the proposed resolution would be presented under chapter seven of the UN charter, which provides a basis for military action.“It will provide for extremely serious consequences in the event of Syria violating its obligations,” Fabius said. British Foreign Secretary William Hague said London would back any “credible” UN resolution on Syria’s chemical weapons programme, but insisted it must contain the threat of force.Obama on Monday said he had not taken military strikes off the table but in agreeing to consider the Russian initiative, he had effectively pushed back the timetable for possible action. He said the Russian plan “could potentially be a significant breakthrough.”“But we have to be sceptical because this is not how we’ve seen them operate over the last couple of years.” Obama, who faces a tough task winning Congressional approval for even a limited military action, admitted that US lawmakers were not close to voting on the issue.“I don’t anticipate that you would see a succession of votes this week or anytime in the immediate future,” he told ABC news. The Russian plan was announced after apparently throwaway remarks on Monday by Secretary of State John Kerry, who said that to avoid military action, Assad could turn over his chemical weapons to the international community. But Obama later said he had discussed the issue with Russian President Vladimir Putin at last week’s G20 summit in Saint Petersburg, and Lavrov acknowledged that the plan was “not entirely a Russian initiative.” The rebels battling Assad, who hoped to see US missiles rain down on the regime, condemned the arms plan as a plot by the Kremlin to protect Assad.“The proposal of Lavrov is a political manoeuvre and is part of useless procrastination that will only result in more deaths and destruction for the Syrian people,” said an opposition statement. Britain’s Prime Minister David Cameron also expressed concern that the plan might be “a distraction tactic” but broadly welcomed it.The foreign ministry of China, which has backed Russia’s stance throughout the crisis, said “we welcome and support the Russian side’s suggestion”. Iran, an ally of both Syria and Russia, “favourably welcomes” the Russian plan, foreign ministry spokeswoman Marzieh Afgham said.The plan also won backing from the Arab League.For his part, Assad warned in an earlier interview with US television that the United States would “pay the price” if it attacks Syria.
