Obama says Iran a year away from nuclear bomb
WASHINGTON:- US President Barack Obama said in an interview released Saturday that Iran was "a year or more away" from getting a nuclear bomb, in a clear sign of discord with Israel.
Obama also told the Associated Press that Iranian President Hassan Rouhani had staked his credibility on dialogue and it was up to the United States to see if he had the political weight to follow through.
The president's timetable contrasts with that of Israeli Prime Minister Benjamin Netanyahu who has warned that Iran has been building faster centrifuges to enrich uranium which would allow it to jump across an Israeli red line within "weeks."
Obama, who spoke to Rouhani in a historic telephone call last week, and then hosted Netanyahu at the White House on Monday, also said it remained to be seen if the Iranian president could follow through on his initiative.
"He is not the only decision maker he is not even the ultimate decision maker," Obama told the AP.
The president was referring to the fact that final authority on the nuclear issue in Iran rests with Supreme leader Ayatollah Ali Khamenei.
Earlier, Khamenei offered qualified backing to Rouhani's visit to the UN last week but criticized some aspects of his performance -- a possible reference to the phone call with Obama.
"We support the diplomatic initiative of the government and attach importance to its activities in this trip," Khamenei told military commanders and graduating cadets in remarks reported by his website, Khamenei.ir.
However, he added -- without elaborating -- that "some of what happened in the New York trip was not appropriate... although we trust in our officials."
The September 27 telephone conversation, the first diplomatic contact between Iranian and US presidents, broke 34 years of icy relations between Washington and Tehran since its 1979 Islamic revolution.
Pakistani woman detained at Heathrow Airport
LONDON: The UK police have detained a Pakistani woman, in her 50s, at London’s Heathrow Airport, Geo News reported Saturday.
According to a report, the woman, who has reached London through Pakistan International Airlines (PIA) flight PK-757, was taken into custody from the aircraft.
The woman, whose name was yet to be known, has been detained at a police station near the airport.
Suicide bomber kills 12 in Iraq cafe
TIKRIT: A suicide bomber blew himself up inside a cafe in a town, north of the Iraqi capital on Saturday, killing at least 12 people, police said.
Separately, unidentified gunmen shot two Iraqi television journalists dead as they were filming in the northern city of Mosul, security sources said.
No group immediately claimed responsibility for the bomb attack.
The bombing in Balad, 80 km (50 miles) north of Baghdad, follows an almost identical attack on the same cafe 40 days ago.
"I received the corpse of my cousin. It was completely charred and difficult to identify," said Abdullah al-Baldawi.
It was not clear who was behind the killing of the journalists.
The journalists worked for Iraqi television channel al-Sharqiya News, which is often critical of the government.
"They shot them in the chest and head, killing them instantly," said a security source who declined to be named.
Iraq is considered one of the most dangerous countries for journalists. According to the Baghdad-based Journalism Freedoms Observatory, 261 journalists have been killed and 46 kidnapped since 2003, the year of the US-led invasion of Iraq. (Reuters)
Interior minister orders to cancel 2,000 passports
ISLAMABAD: Interior Minister Chauhdry Nisar Ali Khan has directed authorities concerned to take action against unscrupulous elements in the Islamabad Police, the Federal Investigation Agency (FIA) and the Revenue Department.
The minister, who chaired a high level meeting at the Interior Ministry on Saturday, also ordered to cancel 2,000 passports issued against rules and regulations.
The minister said that action be taken after identifying corrupt elements in the FIA, police and other departments. Nisar told the local administration to remove corrupt officials from the Revenue Department.
He directed the FIA to expedite action against those involved in human trafficking.
Zil-Haj moon sighted in Saudi Arabia
KARACHI: Eid-ul-Azha will be celebrated on October 15 in Saudi Arabia as Zil-Haj moon has been sighted in the Kingdom, state television reported on Saturday (today).
The Pakistan Meteorological Department said that Zil-Haj crescent is expected to be sighted Sunday.
The Met office said that Eid-ul-Azha will be celebrated on October 16 if the moon was sighted on Sunday. The Eid-ul-Azha is celebrated on the 10th day of Zil-Haj.
The Central Ruet-i-Hilal Committee will meet at Met Complex on Sunday to decide about the sighting or otherwise of the Zil-Haj moon, Associated Press of Pakistan (APP) reported.
Chairman of the Central Ruet-i-Hilal Committee, Mufti Munib-ur-Rehman, will preside over the meeting. It further stated that the meeting would commence after the Asr prayers.
'Nawaz raised foreign intervention issue in Balochistan with Manmohan'
ISLAMABAD: Foreign Secretary Jalil Abbas said on Saturday that the issue of foreign intervention in Balochistan was raised by Prime Minister Nawaz Sharif during his meeting with his Indian counterpart Manmohan Singh in New York.
Speaking to reporters here, Abbas said evidence of Indian interference in Balochistan was shared with relevant parties in New York. “We have also presented this evidence in the Senate.”
According to Abbas, the issue of drone strikes was raised by Prime Minister Nawaz Sharif during his visit to the US. He further said that the prime minister would continue to raise this issue with US President Barack Obama and at other forums.
The foreign secretary expressed hope that the dialogue process with India would grow, adding that Pakistan had as many concerns about terrorism as India. “The issue of terrorism will not be resolved by hurling accusations.”
In reply to a question, Abbas said that the Mullah Baradar’s release was part of the Afghan reconciliation process.

Farewell to arms: 18 Bugti fighters surrender, gain amnesty Tribune
QUETTA:
Some 18 Bugti fighters have turned themselves in to the inspector general of Frontier Corps (IG FC) in the presence of tribal elders at Dera Bugti on Friday.
The rebels, who were watched by their families, resolved to live as a peaceful citizen in future, according to a statement released by the FC spokesperson.
They expressed satisfaction about the amnesty and the package of facilities offered by the provincial government.
The rebels were fervent in fighting with the security forces and involved in various acts of terror in the province like destroying power pylons, government buildings and other government properties.
IG FC Major General Ejaz Shahid welcoming the decision of the rebels to give up arms, urged other fighters living in mountains and in foreign countries to surrender and work for the peace and prosperity of the province.
“The people should not be swayed by the provocative statements of insurgents, but work with the government institutions for the prosperity of the country.” FC IG said.
The FC inspector general has appreciated the performance of the Sui Rifles and said the law and order situation of the province was improving on account [ positive efforts of the government.

Quetta operation: 2 killed, but kidnapped cardiologist not found Tribune
QUETTA: In order to recover prominent cardiologist Dr Munaf, who was kidnapped in Quetta in September, the Anti-terrorism force conducted an operation at Chaman Road, Gulistan after receiving information, Express News reported.
During the raid the kidnappers started firing at the forces which led to a standoff between the two, resulting in the death of one security personnel and several others being injured.
The injured were taken to a nearby hospital.
Two of the kidnappers were killed and six others were arrested.
Dr Munaf Tareen was not recovered. Sources say that it is likely that he will be recovered soon.
The cardiologist was kidnapped on September 17 by unknown persons at Pishin Stop in Quetta as he was heading home from hospital, according to an article by ARY News.
Condemning the event, Pakistan Medical Association (PMA) had called for a strike protesting against the kidnapping on September 24. The representatives of PMA demanded immediate recovery of the kidnapped doctor.
Currency: Rupee weakens against dollar Tribune
KARACHI: The rupee ended weaker at 106.12/106.18 against the dollar, compared to Thursday’s close of 105.83/105.89. Heavy debt repayments to the IMF have been putting a dent in the central bank’s reserves, which have declined by nearly 20% in the current fiscal year, putting pressure on the rupee. The last IMF repayment of $260 million was made on June 28, 2013. Overseas Pakistanis sent home a record $13.920 billion in the previous fiscal year (July 2012-June 2013), showing a growth of 5.56% or $733.64 million compared with $13.187 billion a year earlier. Monthly average of remittances for July-May this fiscal year came to $1.160 billion compared to $1.097 billion in the same period a year ago. Overnight rates in the money market increased to 9.4% from Thursday’s close of 9.25%.

Terrorism a concern for Pakistan as much as it is for India: Foreign Secretary Tribune
ISLAMABAD: Foreign Secretary Jalil Abbas Jilani said that terrorism is a concern for Pakistan as much as it is for India, and blame is not the solution to the problem, Express News reported on Saturday.
He also said that Mullah Baradar has not been given to any country.
Mullah Baradar is the Afghan Taliban second-in-command who was released by Pakistan on September 21.
“Pakistan is in favour of the peace talks between Afghan government and Afghan Taliban and will provide support regarding the negotiations,” he added.
Background
Indian President Pranab Mukherjee on October 4 had accused Pakistan of slipping into the dangerous orbit of terrorism and called upon the neighbouring country to stop the export of state-sponsored terrorism to India.
“Terrorist activities must be curbed. And state-sponsored terrorism can never be accepted,” Mukherjee had said.
The Indian leader’s remarks came in an interview with Euronews ahead of his visit to Belgium. “Therefore, we have repeatedly been asking (Pakistan) to dismantle the terrorist outfits which are located in their area,” he said.
In response to the allegations, Pakistan’s Foreign Office issued statements condemning terrorism in any form and said that nations had to work together to eliminate militancy.
“Nations need to work together to defeat this common enemy,” said Foreign Ministry Spokesperson Aizaz Ahmed Chaudhry in response to Mukherjee’s interview.
APC resolution: ‘Govt must delink itself from US war’
PESHAWAR:
The Jamaat-e-Islami (JI) on Friday unanimously adopted a resolution during an all parties’ conference, recommending that the central government withdraw its support for the American war on terror.
In the wake of the latest spate of terror attacks in the provincial capital, JI decided to convene an APC on the law and order situation.
Several leading political outfits such as the Awami National Party (ANP), Jamiat Ulema-e-Islam-Sami (JUI-S), Jamiat Ulema-e-Islam-Fazl (JUI-F), Pakistan Muslim League-Quaid (PML-Q), Pakhtoonkhwa Milli Awami Party (PkMAP), Pakistan Peoples Party (PPP) atended the APC. Hwoever, Pakistan Tehreek-e-Insaf and Pakistan Muslim League-Nawaz did not attend the moot.
The groupings that attended the APC also urged the federal government to announce a dialogue team to start negotiations with Taliban without any further delay.
The resolution adopted at the meeting urged the federal government to try and bring all armed groups on the table for talks. Special arrangements should be made for the security of Khyber-Pakhtunkhwa and Fata, it said.
It asked the centre to announce special funds for infrastructure rehabilitation in these areas, and demanded the establishment of a foundation for the rehabilitation of terrorism affected people. Demand for effective steps regarding security of the religious places for minorities was also made.
It was pointed out during the conference that none of the previously passed resolutions at high level government echelons were implemented, and it is feared that the September 9 APC which mandated the Centre for starting dialogue process with Taliban will meet the same fate.
JI leader Professor Muhammad Ibrahim while talking to the media after APC said, “Security forces and Taliban are the real stakeholders in the issue.” K-P economy is getting badly affected by the so-called war on terror and we need to get rid of it, he added.
ANP leader Mian Iftikhar said that it is a good tradition that people holding various views jointly sit in APC. “Now there should be an effective dialogue with militants and the incumbent government should take action on this as it has no other option.”
JUI-S Amir Maulana Yusuf Shah said, “If America can, then why cannot we carry out dialogue with the Taliban.” JUI-F’s Jalil Jan said that dialogue process should start without placing any conditions. “Taliban are asked to act as per the constitution, but there are many others in the country who fail to do so.”

The outlawed Tehreek-e-Taliban Pakistan (TTP) has once again denied involvement in the Sept 22 twin suicide bombings at All Saints Church in Peshawar – but the group says it condones the attack.
“We didn’t carry out the church attack. However, we believe it’s according to the Sharia,” TTP spokesperson Shahidullah Shahid told the BBC Urdu in a telephone interview from an undisclosed location.
Asked who issues orders for any attack, he said the TTP central leadership did not necessarily take such decisions. “Our objectives are clear to all our component groups. They are free to select and attack the enemy targets.”
However, he added that the TTP had checked with all its groups and none of them owned the church attack.
Separately, security forces arrested three local militant commanders during an operation in the Hassan Khel area of Frontier Region Peshawar.
Pakistan Army backed by Frontier Corps carried out a large scale operation in the area and arrested three commanders — Mulla Younas, Meena Gul and Dr Sarkha Gul, local residents told The Express Tribune.

K-P govt asks IGP to keep check on internet cafes Tribune
PESHAWAR: The Khyber-Pukhtunkhwa (K-P) government has ordered the collection of data from internet cafes in the province, Express News reported on Saturday.
The K-P home ministry wrote to the Inspector General Police (IGP) of K-P asking him to keep records of internet cafe users and recommended the installation of hidden security cameras in these cafes.
This was done after the home ministry received reports of a rise in threatening emails regarding extortion and kidnapping for ransom in the province.
Owners of the internet cafes said that they do not have the required resources to install security cameras. After receiving data of internet cafes from the home ministry, the Police began an investigation into their activities.
On October 4, internet freedom groups and activists had expressed anger and disbelief at the Sindh government’s proposal to ban messaging apps including Skype, Viber and WhatsApp for three months as a security measure.
On October 3, the Sindh government had decided to ban instant messaging and voice-over-Internet Protocol (VoIP) clients during a meeting between Sindh Chief Minister Qaim Ali Shah and other officials including the additional IG Karachi, DG Rangers and representatives of intelligence agencies.
Interior Minister Chaudhry Nisar Ali Khan had said that the federal government had taken no decision on the Sindh government’s stance on the ban.
The interior minister while condemning the ban said that he was against the move, adding that he will go through the Sindh government’s application in favour of the ban to see how much weight it carries.
He said that upon taking charge as interior minister he had also disallowed the suspension of mobile services.
Pakistan moves closer to clinch spot at CERN TRIBUNE
ISLAMABAD:
Pakistan on Friday moved a step closer to becoming associate member of European Organisation for Nuclear Research (CERN), the largest particle physics laboratory in the world.
According to scientists at the National Centre for Physics (NCP) which has been collaborating with CERN since 2000, the CERN Council unanimously approved in principle Pakistan’s name for the process of achieving associate membership, at a meeting on September 17.
The final approval for associate membership depends upon the report of a CERN “fact-finding mission” which will visit Pakistan in February 2014, said Dr Hafeez Hoorani, who is the Director Research at NCP.
The Council’s approval marks the culmination of a process that was initiated by Pakistani scientists in 2008 and has witnessed scientific lobbying, political delays and even a diplomatic campaign by the Pakistani Foreign Office. It also signals the beginning of a process that could potentially lead to Pakistan’s associate membership by the end of 2014.
Located on the Franco-Swiss border near Geneva, Switzerland, CERN conducts some of the most complex scientific experiments of all-time in a bid to understand the structure of the universe. It is the birthplace of the World Wide Web and is home to the world’s largest particle accelerator, the Large Hadron Collider (LHC).
Pakistan is already contributing to CERN projects including designing detection technology and providing personnel support for the LHC’s maintenance. Associate membership could take the level of collaboration up a notch.
Hoorani, who also works as a Senior Physicist on the Compact Muon Solenoid detector project at CERN, said the membership would allow Pakistan to send more students to CERN for research.
“If we try to send students for research work at CERN now, we have to put up a request,” he said. “With the associate membership, we will get a student quota of say around 15 students so it will be our right and we won’t have to beg.”
The membership would also allow Pakistan to become a part of any CERN projects — a right the country could exercise based on its national interests. Pakistani industry would also be able to apply on a preferential basis for any tenders issued by CERN, NCP scientists said.
Back in June when talks of Pakistan’s associate membership became public, Pakistani physicist Dr Pervez Hoodbhoy had told The Express Tribune that Pakistan’s “modest” collaboration is more about equipment manufacture than physics.
“In no way does this (collaboration) mean that we are on par with China, India, the European countries or the United States,” Hoodbhoy had said, but he had appreciated that it would allow Pakistani students a window into the world of advanced scientific experiments.
The CERN Council consists of 20 member states — all European countries — which are represented by two members each, a scientist and a diplomat. According to NCP scientists, the diplomats were reluctant when Pakistan’s associate membership application came up this year.
CERN has three associate members at present: Serbia, Israel and Ukraine. Responding to a question, Hoorani said Pakistan has also beaten regional neighbour India to the membership process.
Following the approval from the Council, a four-member CERN team led by Director for Research and Computing, Sergio Bertolluci, will visit Pakistan in 2014, he said.

JERUSALEM — Fearing that Prime Minister Benjamin Netanyahu was on the verge of ordering an airstrike on Iran’s nuclear plants, President Obama sent two emissaries here almost exactly a year ago to stop him. Warning that the White House could not abide an attack in the run-up to the November elections, the Americans persuaded the prime minister to give the newest sanctions time to bite, according to Americans and Israelis familiar with the tense exchanges.

During Mr. Obama’s own visit here in March, he made clear, again, that if Iran truly got close to building a bomb, the United States would act, squashing talk of an Israeli strike since.
Now, Mr. Netanyahu sounds like a man who regrets not acting when he had the chance. In his speech this week at the United Nations, followed by a media blitz and a series of private briefings, he has only grudgingly endorsed the negotiations between the West and Iran expected to start Oct. 15 in Geneva. As leaders in Washington and Europe increasingly acknowledge that Iran will most likely retain some nuclear fuel production capability, Mr. Netanyahu set out what most experts see as unrealistic conditions — a complete dismantlement of key nuclear facilities — and has repeatedly warned against relaxing sanctions until a deal is done.
But while his United Nations address included the most explicit warning to date of a unilateral strike — “If Israel is forced to stand alone, Israel will stand alone” — Israeli and other analysts say that Mr. Netanyahu’s hands are now all but tied. Israel could hardly exercise its military option while the United States is negotiating, experts say, and would be hard-pressed to strike if Washington and its other allies reach a deal with Iran.
“He’s cornered — is he going to spoil the international celebration and say, ‘I think it’s not a good enough deal so I’m going to use the military option?” asked Michael Herzog, a retired Israeli brigadier general who is now a fellow at the Washington Institute for Near East Policy. “If there is a good deal, it’s a good deal for him as well. If there is no deal, he can go it alone, but if there is a bad deal, what can he do? He’s trapped. That’s his nightmare.”
The prime minister’s office denied that American emissaries were ever sent here to stop Mr. Netanyahu from launching a strike. “The American position to us is clear and has always been clear: that Israel has the right to defend itself by itself against threats,” Mark Regev, the prime minister’s spokesman said Friday afternoon, as he and Mr. Netanyahu landed in Israel after a five-day visit to the United States. Mr. Regev declined to answer questions about how close Mr. Netanyahu came last year to attacking Iran, and acknowledged that the prime minister had no way of knowing for sure what agenda Mr. Obama or members of his administration had for the visits. “I can’t tell you what the Americans were thinking -- I can tell you what messages were delivered, and it’s not true,” Mr. Regev said. “No emissaries were sent with that message.”
Now, Washington and Jerusalem have the same stated goal of stopping Iran from developing a nuclear weapon, but there is a growing chasm over what might be the acceptable terms for an agreement. Mr. Netanyahu’s new mantra is “distrust, dismantle and verify,” and in an interview with NBC News he insisted on “a full dismantling of Iran’s nuclear program,” something Iran’s new president, Hassan Rouhani, has made clear is unacceptable.
Israel, like the Sunni Arab gulf states, also fears that resolving the nuclear issue would remove the primary instrument for containing Iran as a regional power. Lifting sanctions would not only signal new international legitimacy for Tehran, but it would also allow Iran to rebuild its hobbled economy, giving it the means to intervene all across the region, financing radical groups and promoting its ideology.
The United States, on the other hand, sees broad benefits to a rapprochement. And while its official position is also that Iran must forgo major elements of its existing programs — including its 18,000 centrifuges, which enrich uranium, and a heavy-water reactor that could create another pathway to a bomb — Mr. Obama has not recently used the word “dismantle” in his own public comments. Instead he has simply said that Iran must prove its program is peaceful in nature, as Mr. Rouhani insists it is.
An American involved in devising the West’s negotiating strategy said, “The Israelis want to go back to where the Iranians were a decade ago.” The American continued: “No one in the U.S. disagrees with that as a goal. The question is whether it’s achievable, and whether it’s better to have a small Iranian capacity that is closely watched, or to insist on eliminating their capacity altogether.”
There is also a continuing divergence on how far Iran is today from developing a bomb.
While American and Israeli intelligence agencies largely agree on their assessments, Mr. Netanyahu has chosen an aggressive interpretation of the evidence, that Iran is a few weeks or months from producing a weapon, while the White House maintains it remains a year or two away.
Amos Yadlin, a former head of Israeli military intelligence who now leads the Institute for National Security Studies in Tel Aviv, said those timetables would also be the main barometer for assessing any future agreement. If the agreement leaves enough of the nuclear facilities in place that “it’s a matter of a few months, then it’s a bad agreement,” Mr. Yadlin said.
He continued, “If whatever they’re left with they need a few years for the bomb, this is a good agreement.”
“I would discuss it privately with the president of the United States, what is the acceptable deal and what is the unacceptable deal,” he added. “I think it’s more effective than an appearance on the U.N. stage that I don’t think is helping the negotiators or the policy makers to make their positions stronger.”
On Thursday, in testimony before the Senate, Wendy Sherman, who is heading the Iran negotiations for the United States, said that, “No deal is better than a bad deal.”
The substance of Mr. Netanyahu’s presentation in New York, debunking Mr. Rouhani’s moderate talk with quotations from his past, was widely praised in Israel.
But many politicians and commentators here also took issue with the prime minister’s tone, saying he made it seem as if Israel was already standing alone, outside a growing international consensus that negotiations hold promise.
“This speech should have been one of mobilization and not a speech of isolation,” said Shelly Yacimovich, the head of Israel’s Labor Party and leader of its opposition in Parliament. “This scare campaign does not benefit us.”
Amram Mitzna, a lawmaker from the Hatnua Party, a centrist part of Mr. Netanyahu’s governing coalition, said the prime minister “missed the point by describing Israel as a country which sees the use of military power as most important.” Mr. Mitzna added, “We must not in any way place ourselves as the spearhead of the fight against Iran.”
But a senior Israeli official, speaking on the condition of anonymity, said European diplomats had privately encouraged Israeli leaders “to keep on speaking loudly about the possibility of the military option” as a tactic they believe can only improve their negotiating position.
“Europeans are clearly understanding that we need to restate the military option in order for things to move,” the senior Israeli official said. “When Netanyahu says we will not allow Iran to have a nuclear weapon, that’s exactly what he means. He does not say we will not allow Iran to have such and such a reactor and such and such enriched uranium.”
Indeed, Mr. Netanyahu pointedly refrained from setting a clear red line, as he famously did last year at the United Nations with a cartoon bomb. He argued that Iran could not be left just a few screwdriver-turns from a weapons capability.
Iran has essentially done an end run around that line, converting some of its enriched uranium to a form it says would be used to make medical isotopes, while installing thousands of new, faster centrifuges that sharply cut the time it would take to build a weapon.
This has clearly frustrated the Israelis, though Mr. Netanyahu is seeking to exploit it to underline the danger in Iran maintaining any nuclear facilities: he has included in his four conditions dismantling these advanced centrifuges at the Natanz enrichment plant.

Vo Nguyen Giap, the relentless and charismatic North Vietnamese general whose battlefield victory at Dien Bien Phu drove France out of Vietnam and whose tenacious resistance to the United States in a long and costly war there eventually sapped America’s political will to fight, died on Friday in Hanoi. He was believed to be 102.
The death was reported by several Vietnamese news organizations, including the respected Tuoi Tre Online, which said he died in an army hospital.
General Giap was among the last survivors of a generation of Communist revolutionaries who in the postwar decades freed Vietnam of colonial rule and fought a superpower to a stalemate. In his later years, he was a living reminder of a war that was mostly old history to the Vietnamese, many of whom were born after it had ended.

Gunmen in the Kenyan port city of Mombasa shot dead a popular Muslim cleric who preached at a mosque linked in the past to Somali Islamist militants, police said on Friday, Reuters reports.
Ibrahim Omar and three other people were shot as they drove home on Thursday night after preaching, the BBC says. The apparent assassination comes amid rising tensions between the Muslim community and the security forces, heightened by the recent killing of more than 60 people in an attack on a Nairobi shopping mall claimed by Somalia’s al-Qaeda-linked militant group al-Shabab.
The shooting took place late on Thursday night just a few hundred meters from where another firebrand cleric, Aboud Rogo, was shot dead in his vehicle in August 2012 in a strikingly similar attack, says Reuters. The killing of Rogo, who was also linked to al Shabab by both the Kenyan government and the U.S., unleashed deadly riots in Mombasa’s run-down neighborhoods where he commanded a loyal support base, Reuters adds.
The police in Mombasa have denied allegations that the clerics are victims of extra-judicial killings by Kenyan security forces. “The police have nothing to do with the shooting. That’s not how we operate,” said the Mombasa County Police Commander, Robert Kitur, according to Reuters.
There are fears of unrest in Mombasa after Friday prayers. On Friday morning, anti-riot police patrolled Mombasa’s Majengo neighborhood, home to a mosque where Omar gave sermons, and many businesses remained shut, reports Reuters.

NAB to promote good governance initiatives Business Recorder
ISLAMABAD: Deputy Chairman National Accountability Bureau (NAB) Rear Admiral (Retd) Saeed Ahmed Sargana has said that NAB would continue to play its role in good governance initiatives.
While addressing the convocation ceremony of newly inducted 268 NAB officers, he said it is a prevalent impression that in the absence of a sitting chairman, the NAB and its all officers are sitting idle.
He said, "This impression is incorrect. There is no doubt that the National Accountability Ordinance (NAO) empowers only the chairman to take cognizance of fresh cases and initiate actions against the accused(s)"
He said the NAB is vigorously pursuing all cases started by the previous chairman. He added that NAB for the last few years was working on almost 50 per cent of its sanctioned workforce, adding despite limitation of manpower and resources NAB has achieved positive results.
During the year 2012, NAB has received 9,353 complaints, it authorized 978 inquiries out of which 327 have been finalized, 65 converted into References while 586 are under process.
Out of 397 cases pending investigation, 68 have been finalized through Voluntary Return or Plea Bargain, another 17 were closed due to non-availability of prosecutable evidence, 62 converted into References while 232 are under process.
NAB is conducting prosecution of 599 References. It has succeeded in recovering Rs.25 billions through voluntary Return and Plea Bargain.
He said that NAB was established with a declared mission to rid the country of the curse of corruption. In the role of a premier Anti-Corruption Agency NAB launched a three pronged strategy based on the principles of Awareness, Prevention and Enforcement.
Dy Chairman said that in a major initiative, taken during the last year NAB inducted 268 officers most of them in BPS-16 and a few higher grades to fill vacancies through a merit - based transparent recruitment process which enabled us to get the best possible people to work as Investigation Officers.
They underwent seven months rigorous Training Course conducted by local as well as foreign faculty. This training was arranged at COMSATS where state of the art training facilities were made available and renowned professionals were invited to deliver interactive lectures on specialized subjects.
He assured that these young officers will be groomed into dedicated professionals. They will not only bring about a positive change in the Work Culture of the Bureau but also achieve discernable improvement in overall performance of NAB.
ICCI lauds government’s decision to withdraw increase in power tariff Business Recorder
ISLAMABAD: Islamabad Chamber of Commerce & Industry (ICCI) has lauded the government's decision to withdraw its notification for making an increase of 40 to 201 percent in power tariff for domestic electricity consumers and termed it a positive move to save the general public from unbearable burden.
In a statement issued here on Friday, President ICCI Shaban Khalid, also appreciated the intervention of Supreme Court (SC) which led to the withdrawal of power tariff hike and said it would provide a remarkable relief for already overburdened common man.
He also called upon the government to consider withdrawing 74 percent increase in electricity for industrial, commercial and bulk consumers. He said electricity is one of the basic needs of industry and such unprecedented hike in power tariff would cause massive closure of industrial units in the country as they would not be able continue manufacturing activities.
Shahban Khalid said that Pakistan is facing serious problem of unemployment and encouraging industrialization is the best way to create more jobs. But taking measures to make conditions tougher for industry would cause more job losses leading to social unrest in the country.
He warned that the exports of Pakistan would also suffer badly as the huge hike in power tariff would make phenomenal increase in cost of doing business making our industry further uncompetitive in international market.
The President ICCI said government should invite all business leaders of the country and consult with them to explore new ways and means to cope with current problems including removal of power subsidies in order to minimize negative effects on industry and the economy.

PM Nawaz inaugurates Latif Gas Field Khairpur
ISLAMABAD: Prime Minister Mian Muhammad Nawaz Sharif inaugurated the Latif Gas Field Khairpur here on Thursday, Geo News reported.
While speaking at the occasion, PM Nawaz said that it is an honour for him to launch the Latif Gas Field project. He continued saying that the country is currently facing severe shortage of gas and this project will help in overcoming the gas crisis as the field will add one hundred million cubic feet of gas to the national grid per day.
Latif Gas Field is the partner of OMV Australia in the project. The Chief Executive of OMV, while addressing from the inaugural session, told that Latif Gas Field was discovered in 2007 and the gas obtained from the field constitutes three percent of the national grid.
He further told that Pakistan owns 70 percent of the project and that the gas produced from Latif Gas Field will be added in the national grid through Sawan Processing Plant for which 50 km long pipeline has been laid.
Minister for Petroleum and Natural Resources Shahid Khaqan Abbasi was also present on the occasion.
The Prime Minister was briefed on the gas field project.
SC decides to form 5-member larger bench to ‘Pardon in the name of Allah’ case
ISLAMABAD: The Supreme Court of Pakistan has decided to form a five-member larger bench of the apex court to hear ‘Pardon in the name of Allah Almighty’ case, Geo News reported.
A three-member bench headed by Chief Justice Iftikhar Muhammad Chaudhry was hearing the case here on Thursday.
Chief Justice, in his remarks, said killing was not a big matter for rich people. The murderers are pardoned without begging for it.
The people should benefit from the principles of Quran and Sunah and wrong usage of these values be halted, the top judge further remarked.
The CJP said Shariah provides golden rules to end land dispute, however, such laws should be used appropriately. He said legislation is parliament’s job.
Justice Jawwad S Khawaja said the state could enforce Tazir Pakistan (Pakistan Penal Code) even if the heirs of deceased pardon the murderers. He said there were limits for the heirs in Qisas.
Sindh High Court accepts Zardari’s request for security
KARACHI: The Sindh High Court has accepted former President Asif Ali Zardari’s request for security as he feared that his life was in danger.
The former president’s lawyer, Senator Farooq Naek had submitted petition in the SHC which made the Chief Secretary Sindh, Rangers and Federal Government respondents.
The petition maintained that former Prime Minister Benazir Bhutto the late wife of Asif Ali Zardari was killed and he feared the same for himself. The petition stated that the former president faced threats from the Taliban.
The SHC has allowed the former president to keep a bullet proof vehicle and private guards on his own expense. Speaking to the media, Naeak said the former president did not want to burden the national exchequer for his security.
KESC cannot exceed 650 MW: Abid Sher Ali
ISLAMABAD: Minister of State for Water and Power, Abid Sher Ali has warned the Karachi Electric Supply Company (KESC) that it cannot use more than 650 MW from the national grid.
Speaking to the media after receiving a briefing at the National Power Construction Company (NPCC), the State Minister directed authorities to disconnect every single MW of power supply to KESC in excess of the 650 MW limit.
Abid Sher Ali added KESC which during peak hours was using up to 720 MW had caused losses in the millions to the government of Pakistan.
Abid Sher Ali claimed that KESC was guilty of several irregularities and he had directed authorities to conduct an audit of not only the KESC but also NPCC.
Meanwhile KESC spokesman, Osama Qureshi told Geo News that the minister had been misinformed and the company had never purchased more than 650 MW from the national grid.
Nawaz Sharif chairs meeting on anti-terrorism laws
ISLAMABAD: Prime Minister Nawaz Sharif on Thursday chaired a high level meeting to review proposed amendments in anti-terrorism laws, said a statement issued by the Prime Minister House.
Federal Interior Minister Chaudhry Nisar Ali Khan, Information Minister Pervez Rasheed, Zahid Hamid and others attended the meeting.
The premier told the meeting that no flaws would be tolerated in the anti-terror laws that might benefit terrorists.
He directed that all necessary amendments should be introduced to make the laws more transparent and strict since reliable laws were vital to overcome the menace of terrorism.

Power tariff hike illegal: SC
ISLAMABAD: The Supreme Court on Tuesday observed that the increase in power tariff was illegal and no one would be allowed to run a ‘Nadir Shahi system’ in the country.
Chief Justice Iftikhar Muhammad Chaudhry said instead of evolving an effective strategy for recovering the outstanding amount of Rs441 billion, the government had increased the electricity tariff despite the fact that fuel prices in the international market were decreasing. He said what option was left with the people other than dying?
The chief justice, while hearing a suo moto case pertaining to unprecedented loadshedding, observed that the government was not authorised to issue the notification regarding an increase in power tariff, saying that the National Electric Power Regulatory Authority (Nepra) was the competent authority to do so.
Justice Iftikhar directed Attorney General Munir A Malik to assist the court today (Wednesday) in the matter in which the incumbent PML-N government massively increased the power tariff and petroleum products prices, effective from October 01.
In compliance with the court’s order, Additional Attorney General Attique Shah submitted the notification, which the government had earlier issued for an increase in power tariff.According to the notification issued on Monday, consumers utilising up to 200 units would be exempted from this increase. It shows Rs5.89 per unit increase for domestic consumers using power from 201 to 300 units. Now they will have to pay Rs14 per unit instead of Rs8.11.
In the same way, Rs3.67 per unit have been increased for consumers using 301 to 700 units. They will have to pay Rs16 per unit instead of Rs12.33. Likewise, according to the notification, consumers using 701 and more units per month will pay Rs2.93 per unit more. For them the per unit rate will be Rs18 instead of Rs15.01. Similarly, the domestic consumers having ‘Time of Use’ meters can bear a Rs4 per unit hike in the peak hours.
Earlier, during the proceedings, the court asked the additional attorney general to submit the government’s notification for the increase in power tariff.Later, after some time, the AAG informed the court that the secretary water and power was busy in a meeting while he had also contacted at least 10 people in the ministry, including additional secretary, but nobody had the said notification.
The court asked the AAG to produce the copy of the said notification which was submitted. The court then directed Attorney General Munir A Malik to appear before the court today (Wednesday) and assist it in the matter.
During the hearing, Managing Director National Transmission and Dispatch Company (NTDC) Zargham Ishaq told the court that the hike would not affect consumers using 200 units
or less. He said a new system was being introduced in the country that could prevent power theft. He said the National Finance Commission Award (NFC) could better resolve the power crisis.
Justice Jawwad S Khawaja, while addressing the NTDC MD, said: “You are distributing electricity, then why the burdeneshould be placed on the provinces.”Chief Justice Iftikhar Chaudhry remarked that only poor masses were being targeted, adding that the government was not authorised to increase the power tariff but Nepra was the competent authority for the purpose.
Chairman Nepra Khawaja Naeem told the court that the power sector runs on cash and shortage of money causes loadshedding and power cuts. He said due to a lack of recovery during the past six years, the receivable amount had risen to Rs441 billion.
The chief justice asked why this burden was being passed down to consumers who paid their bills. “Our problem is that you are increasing the power tariff day by day and poor people are being targeted,” the CJ said. He questioned the chairman Nepra as to what mechanism he had for resolving the power crisis and recovering 141 billion rupees.
Justice Jawwad S Khawaja remarked that even the circular debt was paid off by burdening the common man. “Only the Constitution and law of the country will prevail in the country and there is no room for Nadir Shahi system,” he added.
Later, the court adjourned the hearing till today (Wednesday) asking the attorney general to assist the court in the matter. The court also directed the chairman Nepra to provide the court details pertaining to the pending litigation of Nepra in different courts.
US girds for another day of government shutdown By AFP
WASHINGTON: The colossal machinery of the US government will be largely paralyzed again Wednesday in the rancorous dispute over President Barack Obama's health care law, which conservatives want to gut.
In the first such shutdown in 17 years, the White House and Republicans were digging in for an extended struggle with no solution, or serious dialogue to find one, in sight.
National monuments would be barricaded for a second day in America's latest crippling political crisis which shut US war cemeteries in Europe and sent hundreds of thousands of federal workers home without pay.
President Barack Obama accused conservatives in the House of Representatives of waging an "ideological crusade" by making government funding conditional on gutting his landmark health care law.
His top foe, Republican House Speaker John Boehner, said Obama was pursuing a "scorched earth" policy by refusing to negotiate, as the rhetoric hit new heights and hopes for a swift end to the standoff faded.
The president was in feisty form at a White House event marking the rollout of a key portion of Obamacare, which turned into an extended taunt at Republicans for failing to halt implementation of the sweeping law.
"This Republican shutdown did not have to happen -- I want every American to understand why it did happen," Obama said.
"They have shut down the government over an ideological crusade to deny affordable health care to millions of Americans."
Syria chemical disarmament team begins mission
DAMASCUS: International disarmament experts were to begin cataloguing Syria's vast arsenal of chemical weapons Wednesday, checking a list of sites provided by Damascus and conducting on the spot tests ahead of its destruction.
The 19-strong team from The Hague-based Organisation for the Prohibition of Chemical Weapons (OPCW) arrived in Damascus Tuesday to implement UN Security Council Resolution 2118 ordering the elimination of Syria's chemical arsenal by mid-2014.
The mission was to begin work a day after Syria's opposition warned of a "humanitarian disaster" in the Damascus suburb of Moadamiyet al-Sham, one of the areas reportedly targeted in an August 21 sarin attack that killed hundreds of people.
It also comes after Syria's information minister insisted that President Bashar al-Assad would stay in office and could run for another term in elections next year.
Assad's departure is a key demand of the opposition, who insist it must be a pillar of a mooted Geneva peace conference.
The disarmament team includes 19 OPCW inspectors and 14 UN staffers who drove to a five-star Damascus hotel in a 20-vehicle UN convoy from the Lebanese capital, Beirut.
On arrival, the team set up a logistics base.
"In the coming days, their efforts are expected to focus on verifying information provided by the Syrian authorities and the initial planning phase of helping the country destroy its chemical weapons production facilities," a UN statement said.
This should be completed by November 1, it added.
The task is huge, as Syria's arsenal is believed to include more than 1,000 tonnes of sarin, mustard gas and other banned chemicals stored at an estimated 45 sites across the war-torn country.
The mission is the first in OPCW history to take place in a country wracked by civil war.
The OPCW group arrived as a team of UN experts left after probing seven alleged gas attacks.
The UN experts hope to present a final report by late October, after an initial one in September confirmed sarin was used in the August 21 attacks.
The UN resolution ordering the destruction of Syria's chemical weapons came after the United States threatened military action, accusing Assad's forces of deliberately killing hundreds of civilians with rocket-delivered nerve agents.
Chaman blast kills seven near Pak-Afghan border
CHAMAN: Seven people were killed in a suicide blast near the Bab-e-Dosti (Friendship Gate) at the Pak-Afghan border on Wednesday. 15 others including 7 FC personnel were injured in the blast.
According to security sources, the suicide attacker was trying to enter Pakistan from Afghanistan and detonated his explosive-laden vest when he was stopped at the border by FC personnel. Two Pakistanis were among the six people killed in the blast.
Four of the seven FC personnel are said to be in critical condition and have been shifted to Quetta for treatment.
Following the incident, flow of traffic across the border was suspended.
Govt. tells SC ready to revise latest hike in power tariff
ISLAMABAD: Federal Minister of Water and Power, Khawaja Asif appearing before the Supreme Court in a suo motu case hearing Wednesday said that the government was willing to revise the latest hike in power tariff, Geo News reported.
Chief Justice Iftikhar Muhammad Chaudhry asked the minister to withdraw the notification, as the apex court’s intervention would not make a good impression. The Chief Justice further directed him to submit a written statement regarding the revision in the latest power price hike by next Friday
It may be recalled that earlier on Tuesday the Supreme Court had observed that the increase in power tariff was illegal and no one would be allowed to run a ‘Nadir Shahi system’ in the country.
COAS says martyrs sacrificing life for motherland will not be forgotten
GYARI: Chief of Army Staff General Ashfaq Parvez Kayani Wednesday said that those who sacrificed their lives for the motherland would not be forgotten, Geo News reported.
Paying rich tributes to the Gyari martyrs at a special ceremony at Gyari sector today, Army Chief vowed to continue efforts for the recovery of the remaining bodies of the martyrs of Gyari.
General Ashfaq Parvez Kayani said that 133 bodies of the martyrs, out of 140 went missing in an avalanche a year ago, have so far been recovered. He said that some experts had recommended Gyari to be declared as collective grave of the martyrs.
However, he lauded the untiring efforts‚ dedication and devotion of the troops who succeeded in accomplishing this difficult task of retrieving the bodies of the martyrs.
Army Chief said the entire nation stands by the armed forces of Pakistan in performing their sacred obligation of defence of the country. He said that those who sacrificed their lives for the defence of the motherland would never be forgotten.
Earlier‚ the Chief of Army Staff laid a wreath at the monument of the Gyari martyrs and offered Fateha.
Heirs of martyrs, officers and soldiers of Pakistan Army also attended this ceremony.
Shah rules out any deal with govt on NAB chief appointment
ISLAMABAD: Opposition leader in the National Assembly Syed Khursheed Shah has denied any deal with the government on the appointment of chairman National Accountability Bureau (NAB), Geo News reported.
Speaking to media after meeting with Prime Minister Nawaz Sharif here Wednesday, Khursheed Shah said if the opposition had struck any deal with the government, then the appointment of NAB chief would have been made earlier.
Shah described the meeting with the premier as positive and said they discussed two new names for the slot in today’s meeting.
He said four names that included two retired judges and two former bureaucrats were discussed. These are Justice (retd) Ejaz Chaudhry, Justice (retd) Mian Ajmal, Chuahdry Rauf and former secretary Shaukat Durrani.
The opposition leader said PM Nawaz Sharif would hold consultation with his team on the four names today.
The next meeting will be held on Thursday at 11:00 AM, he said and expressed hope that one name would be finalized in tomorrow’s meeting.
Randhawa murder: ATC grants 14-day remand of accused Kazim Rizvi
KARACHI: The Anti-Terrorism Court (ATC) on Wednesday sent Kazim Abbas Rizvi, accused in the murder of advocate Naimat Ali Randhawa, on 14 day physical remand, Geo News reported.
According to the details, police presented Kazim Abbas Rizvi before the ATC in strict security.
Kazim Rizvi is accused in killing of Randhawa and possessing illegal weapons.
Karachi police on Tuesday, disclosed the arrest of Kazim Rizvi allegedly involved in the killing of Naimat Ali Randhava.
Police said that the accused had confessed to the killing of Randhava on the orders of top leadership of a political party.
The accused had also provided the police names of four more accused in the case.
In his statement before the court on Wednesday, accused Kazim Rizvi said he had passed matric and holding electrical diploma. Currently he is employee at the water board.
