Heavy rain, snow in eastern US thwarts some Thanksgiving travel

WASHINGTON: A wintry blast of heavy rain wind and snow across the eastern United States disrupted Thanksgiving travel plans on Wednesday for some of the millions of Americans hitting the roads and taking to the skies on the busiest holiday travel day of the year. While the travel delays were not as bad as many had feared meteorologists warned that falling temperatures could create icy road conditions for those who put off travel until Wednesday night. The wintry weather caused around 265 flight cancellations and prompted delays at major airports along the East Coast including Boston’s Logan Airport and New York’s John F. Kennedy International Airport and LaGuardia Airport according to the FlightAware.com tracking site. Tim O Heir, an audio professional working on a Broadway show in New York, said his flight home to Dallas from LaGuardia Airport was delayed by two hours. “As long as it gets me there I don’t care he said. I’m just worried because I got a 60 turkey in the fridge. And my wife can’t boil water.” Kenneth McIntyre said he had a hassle free flight from Minneapolis to the Philadelphia International Airport where delays were already being reported early in the day. “It was so smooth I didn’t know there was anyone else traveling said McIntyre who planned to spend the holiday with relatives. Travel conditions were expected to worsen later on Wednesday with a combination of precipitation and rapidly falling temperatures resulting in slick roads according to AccuWeather.com meteorologist Bill Deger. “Travel around some of the big cities by road could be a little tricky if people wait until tonight’” Deger said. Rain was moderate to heavy in the Southeast mid Atlantic region and Northeast on Wednesday with light to moderate snowfall from the southern Appalachians to western New York, the National Weather Service said.

US looks forward to working with new Pakistan army chief

WASHINGTON: As Prime Minister Muhammad Nawaz Sharif picked Gen Raheel Sharif to be new army chief, the United States which has close security ties with Pakistan Wednesday said it looks forward to working with the newly appointed military commander. “We worked closely with General Ashfaq Parvez Kayani on a range of issues over the course of time in that position. As you know he is moving on and we look forward to working with the new his replacement,” State Department spokesperson Jen Psaki said in response to a question at the daily briefing.

UN to send envoy to Bangladesh amid rising violence

DHAKA: A United Nations envoy will visit Bangladesh to hold talks with political parties about ending an election standoff that has sparked deadly violence, an official said Thursday. UN assistant secretary general for political Affairs Oscar Fernandez-Taranco will arrive on December 6 to hold discussions on “election preparations”, Foreign Secretary Shahidul Haque told AFP. Haque would not give details of the four-day visit, which comes as the main opposition holds deadly street protests against the timing of the January 5 elections and threatens a boycott. But the mass-circulation Daily Star, without naming sources, said the envoy would carry “a strong message” from the UN chief to rival political leaders to hold “free, fair, credible and inclusive” polls. There was no immediate comment from the UN office in Bangladesh. The UN sent Fernandez-Taranco to Bangladesh in May to try to bring rival parties together to calm tensions. Three more people were confirmed dead on Thursday in street battles and other violence between opposition supporters and police. Fifteen people in total have now been killed since Monday evening when the elections commission announced the poll date. A blockade of roads, railways and waterways called by the opposition entered its third day on Thursday, halting public transport and forcing the closure of offices and businesses nationwide. The main opposition Bangladesh Nationalist Party (BNP) and its allies want Prime Minister Sheikh Hasina to resign before the elections to make way for a neutral caretaker government to oversee the poll. Hasina, who cancelled the caretaker system in 2011, has rejected the calls and has instead formed a multi-party interim cabinet composed of her allies. She has asked the BNP to join the cabinet but it refused. Violence has flared in almost every major city and town since the date was announced, pitting hundreds of opposition activists against police, who have responded with rubber bullets and in some cases live rounds. Opposition supporters have uprooted railway lines and blocked major highways, while some ferry services have been halted for fear of violent protests at ports as part of the blockade, which ends early Friday. Several trains have been derailed since Monday after protesters removed tracks and sleepers, while lines have also been blocked and coaches torched. Police said an auto-rickshaw driver died of burns early Thursday after his vehicle was set on fire in Dhaka, while a man died in the port city of Chittagong after being hit with a small bomb. An activist of the Jamaat-e-Islami, a key BNP ally, was shot dead by unidentified attackers in the western district of Jessore late Wednesday, police said. At least 45 people are known to have died since late October when opposition parties launched a wave of demonstrations to try to force Hasina to stand down.

PHOTO INP ISLAMABAD: The guessing game is over. The prime minister has put an end to months of speculation about who will get the most coveted and possibly the most powerful position in the country. General Ashfaq Parvez Kayani will hand the baton to his successor General Raheel Sharif, who will become Pakistan’s 15th Army chief as of Friday (tomorrow). Prime Minister Nawaz Sharif finally made one of the most crucial decisions of his tenure on Wednesday as he picked Gen Raheel as Chief of the Army Staff and Gen Rashad Mahmood as Chairman of the Joint Chiefs of Staff Committee. An official statement was issued that promoted both the military commanders to the rank of four-star generals from three-star lieutenant-generals. Generals Raheel and Mahmood will formally take charge of their new assignments on November 29 as, the day outgoing army chief General Kayani retires after serving six years as head of the institution. However, contrary to pre-election promises, PM Nawaz did not strictly follow the principle of seniority as General Raheel was third in line of promotion. The announcement means that Lt Gen Haroon Aslam, the chief of logistics who was the senior-most general after Kayani, was superseded and hence will now resign. Sources told The Express Tribune that during the pre-appointment consultations, Kayani had suggested the prime minister pick General Rashad Mahmood as his successor as well as keep the post of CJCSC with the army (by giving it to Lt-Gen Aslam). While the prime minister accepted his demand by selecting Gen Mahmood as CJCSC, which is mostly a ceremonial post, he ignored his nominee proposition for the position of army chief. Before the formal announcement, Nawaz Sharif held separate meetings with the new COAS and CJCSC designates at the Prime Minister House. The new army chief has to deal with many challenges, including the fight against militancy, the crucial transition in Afghanistan, and ensuring a smooth civil-military relationship. Gen Raheel: from a family of soldiers According to the Inter-Services Public Relations (ISPR), the new Chief of Army Staff hails from a “martial stock” as his father also served as an army major, while his elder brother Major Shabbir Sharif was awarded the highest military award, Nishan-e-Haider, for his bravery in the 1971 war with India. Gen Raheel Sharif was born in Quetta on June 16, 1956, to Major and Mrs Muhammad Sharif. He is alumnus of Govt College, Lahore, and Pakistan Military Academy (PMA) from where he graduated from the 54th PMA Long Course. He was commissioned in October 1976 in the battle-hardened and renowned 6th Battalion, the Frontier Force Regiment – the same battalion in which his elder brother had embraced martyrdom. As a young officer, he performed his duties in Gilgit in an Infantry Brigade and also served as Adjutant of Pakistan Military Academy. He did the Company Commander Course from Germany and subsequently served in the prestigious School of Infantry and Tactics as an instructor. He attended the Command and Staff College, Canada, graduating with distinction. He carries a vast experience of command, staff and instructional appointments. PM Nawaz picks third in line to take over from Gen Kayani; Lt Gen Rashad gets keys to CJCSC office. He served as the brigade major of an infantry brigade and has commanded two infantry units: 6 Frontier Force Regiment at Kashmir along the Line of Control and 26 Frontier Force Regiment along the Sialkot border. Gen Raheel remained on the faculty of the Command and Staff College, Quetta, and attended Armed Forces War Course at National Defence University, Islamabad, in 1998. As brigadier, he commanded two infantry brigades, including an Independent Infantry Brigade Group. The general has had the honour of being the chief of staff of two Corps – the 30 Corps and the 12 Corps. He is also a graduate of the prestigious Royal College of Defence Studies, United Kingdom. He has been the general officer commanding (GOC) of an infantry division and the Commandant of the PMA. As a lieutenant-general, he served as Corps Commander, XXXI Corps, for two years before taking over as inspector general, training and evaluation, overseeing the training of Pakistan Army. He is an avid reader and enjoys hunting and swimming, according to the ISPR. Gen Mahmood: The spy general and instructor The CJCSC-designate was commissioned in May 1975 in the Baloch Regiment. He has attended the Company Commander Course from France and graduated from Command and Staff College, Canada, and National Defence College, Islamabad. He has as varied experience of command, staff and instructional appointments as well. His major appointments include platoon commander, Pakistan Military Academy; brigade major, Infantry Brigade, and instructor at Command & Staff College and National Defence College. He has remained Chief of Staff, Bahawalpur Corps, and military secretary to the president during Nawaz Sharif’s second government. Gen Mahmood has commanded two infantry battalions, two infantry brigades and the United Nations contingent at Congo, and Infantry Division at Jhelum. He was director-general ‘C’ (counter-terrorism) at Inter-Service Intelligence (ISI) Directorate, Islamabad, and Commander of the Lahore Corps. Lt Gen Raheel Sharif appointed new army chief

ISLAMABAD: Lieutenant General Raheel Sharif was appointed as the new Chief of the Army Staff (COAS) and Lieutenant General Rashad Mehmood was appointed as the new Chairman of Joint Chief of Staff Committee (CJCSC) on Wednesday, Express News reported. On the advice of Prime Minister Nawaz Sharif, President Mamnoon Hussain approved the promotion of the two officers to the top most military posts in the country. The Prime Minister hosted a farewell dinner in the honour of outgoing Army Chief General Ashfaq Pervez Kayani in Islamabad on Wednesday night, Radio Pakistan reported. Chairman Joint Chiefs of Staff Committee designate General Rashid Mehmood and COAS-designate General Raheel Sharif also attended the dinner. The change of command comes with the country facing a daunting array of challenges – a homegrown Taliban insurgency that has claimed thousands of lives, vexed relations with India and the winding-down of the 12-year NATO mission in neighbouring Afghanistan. Sharif, whose elder brother Major Shabbir Sharif won Pakistan’s highest military award, the Nishaan-e-Haider for his martyrdom in the 1971 war with India, will formally take command on Thursday. A message from the office of Prime Minister Nawaz Sharif confirmed Raheel had been made COAS and Rashad had been made CJCSC.

Gen Rashad Mehmood appointed Chairman Joint Chief of Staff Committee

ISLAMABAD: Chief of General Staff (CGS) Lieutenant General Rashad Mehmood was appointed as the Chairman Joint Chief of Staff Committee (CJCSC) on Thursday, Express News reported. A guard of honour was also presented to Mehmood, who was the principal staff officer (PSO) to General Ashfaq Parvez Kayani. Kayani will hand the baton to his successor Lieutenant General Raheel Sharif, who will become Pakistan’s 15th Army chief as of Friday. On his last day as chief of army staff, Kayani held a farewell meeting at the Army General Headquarters (GHQ) in Rawalpindi. Profile Rashad was the operational and intelligence eyes and ears of Kayani. As commander of Lahore’s IV Corps, he had interacted with the Sharifs when their party were in power in Punjab in the previous administration. He is perceived as being close to the US because of his stint at Inter-Services Intelligence (ISI) as well as for his work on countering Improvised Explosive Devices (IED). Like Kayani, he is also from the Baloch regiment.

Haroon Aslam tenders resignation following Gen Sharif's promotion to army chief

Chief of Logistics Staff (CLS) Lieutenant-General Haroon Aslam has tendered his resignation, Express News reported on Thursday. Haroon Aslam was working as the principal staff officer (PSO) to General Ashfaq Parvez Kayani and was the senior-most officer after him. The announcement that General Raheel Sharif will formally become Pakistan’s 15th Army chief on Friday means that Gen Aslam had been superseded, thereby leading to his resignation. Aslam did not attend Prime Minister Nawaz Sharif’s dinner on Wednesday night and his resignation means that he will not attend the change of command ceremony either, The News reported. Aslam took part in army operations against the Taliban in Swat in 2009 and served as chief of the paramilitary Rangers in Punjab. He was a key figure in the late 2000s western front operations, during which the SSG (Special Forces) moved into a frontline counterterror role from the traditional alpine role.
