New Delhi: In a major revelation made, a special audit conducted recently on the directions of the Union Health Ministry brings forth reports about embezzlement of over Rs. 400 crore of funds at the All India Institute of Medical Sciences, a premier central government funded health institution and group of medical colleges. This audit was conducted for the first time in the 58 years of the existence of the premier health institution. Health Ministry took more than a year to share audit report The audit report, which is divided into five sections and comprises of 340 pages, was put in the public domain after more than a year of its completion by the Union Health Ministry and AIIMS administration. The report was completed fully in the month of December, 2012. However, only after more than 10 RTI pleas were filed by different individuals within the period of January 2013 and February 2014 that the report was ultimately shared with the interested parties. Patients had to shelve out Rs. 53.68 crore unreasonably The report reveals that patients were forced to shelve out unreasonable proportion (in tune of Rs. 53.68) of money in the four departments namely angiography, neuro surgery, CT scan and Gama knife during the period 2006 to 2011. Sources say that similar to other private medical centres, the patients here too were overcharged. Much more embarrassing is to learn that in the name of social welfare development, the AIIMS administration also deposited a big amount in a Fixed Deposit (FD) scheme in order to earn interest. Rs. 104 crore spent in the name of research AIIMS administration has allocated Rs. 104 crore to various institutions and departments in the name of research support. However, there are records in place about the outcome of these research projects. Also, report says that more than Rs. 9 crore hasn’t been collected from various private pharmaceutical companies yet in form of penalty for not delivering work on time.
